SPECIAL COUNCIL FETING
June 2, 1977
A special meeting of the Plymouth City Council was called to order by ''Mayor Wilde
at 7:40 P. K. in the Council Chambers c.: the Public Works Building, 14900 Twenty-
third Avenue North, Plymouth, on June 2, 1977,
PRESENT: Mayor Wilde, Councilmen Hunt, Neils and Spaeth, Assessor Martin Wslsh,
Appraisers Milte Carroll and Richard. Marks and Deputy Hennepin County
Assessor Richard Bekin.
ABSENT: Cowtci1man SeIboid.
BOARD OF REVIEW
The City Council sitting as the 1977 Board of P -?view in accordance with Minnesota
State Law convened At 7:40 P.M. on June 2, 1977 to review the assessment roll and
the revaluation of all real property within the City, to hear, thoe:!! citizens who
have questions with respect to their assessments, and to mgr any adjustments which
they feel are warranted, based on their independent revier,. Klayor Wilde introduced
the Council, staff and Deputy Hennepin County Assessor,
Mayor Hilde explained that notice of the meeting was pl;blisheJ in the City's
official newspaper, the New Hope -Plymouth Post, and notices were also posted
within the community. He explained the procedure for the evening's hearing and
pointed out that final determinations would not be made tonight, but at a future
meeting within the twenty days allotted by law.
Assessor Walsh explained the equalization process, ratio studies and how their
application affects properties in Plymouth.
The hearing for the Board of Review was opened at 7:50 P.M.
Mrs. Sharon Taraos, 1820 Peony Lane (Plat 44227,

Mr. Ge;.rge Zenanko, 12850 - 28th Avenue N. (Plat 43035, Parcel 1500), market
va'iue b6g,50D, ated there was a discrepancy of $12,000-816,000 between the
assessed market value of his home and his neighbors' homes and he requested review
and reappraisal of his property.
MOTION was made by 01incilman Spaeth, seconded by Councilman Hunt,
Assessor to review his appraisal and its application on the subject
report back to Council on June 20.

The Assessor replied It is determined by State Law in Chapter 473 of the
Minnesota Statutes,
Mss.. Donna NindemAnn, 15816 - 27th Avenue N. (Plat $4578, Parcel 5050). claimed
the purchase price of her home was inflated and as a result she is being
assessed at a higher rate than neighbors with comparable homes. She also
stated one of her decks serves as a sidewalk and she has had drainage problems
on her lot that further devalue her hems. She requested review and reappraisal
of her property.
MOTION was made by Councilman Hunt, seconded by Councilman Neils, to direct the
Assessor to review his appraisal and its application on the subject property
and report back to Council on June 20.
Motion carried, four ayes.
Mr. Bernard Gilvi,^, 10140 -28th Avenue No. 44290. Parcel 2025), questioned
the 10% increase in the market value of his home this year since no improve-
ments had been made.
The Assessor replied the general increase in market values this year has been
10% due to inflation and Plymouth has experienced an even greater increase
than neighboring communities.

He feels the home is aver -valued since he has been unsuccessful for the past
five years in trying to sell his home at the assessed market value. He
requested review and reappraisal of his property.

Mr. Gbanem Hi i al , 12212 Highway 55 (Plat 43881. Parcel 6400) . stated tie

He claimed he could not sell, the home for this price because of its
undesirable location on Highway 55. He requested review and reappraisal of
his property.
MOTION was made by Councilman Hunt, seconded by Councilman Neils, to direct
the Assessor to review his appraisal and its application on the subject
property and report back to Council on June 20.
Notion carried, four ayes.
Mrs. Theodore Kluc.., 18912 Cc my Road 47 (Plat 43706, Parcel 5500), claimed
the valuation of .600 on the small triangular piece of property that is
adjacent to her property in Maple Grove is too high since she has been
informed the grope -ty is unbuildable. She requested review and reappraisal
of her property.
MUTTON was made by Councilman Hunt, seconded by Councilman Neils, F. direct

property and to di-ect the Building Inspector to determine if the property
is buildable and r!port back to Council on June 20.

The Assessor stated that he had been informed today by Rauenhors° Corporation
that they had not had time to review their 1977 property valuations since
they had r,nE been addressed correctly and were not received in time. They
wishp%i to be included in the second hearing on June 20.
The hearing was closed at 8:40 P.M.
The meeting was adjourned at 8:45 P.M.
