EEN THE CITY COUNCIL AND THE PARK AND RECREATION ADYiSORY COMMISSfON October 12, 1976 The joint meeting between the Oity Council and the Park and Recreation Advisory Commission was called to order by Mayor Hilde at 7:40 p.n;. in the t ovnc il Chambers of the City of Plymouth. PRESENT: Nayor,Hilde, Councilmen Seibold, Spaeth and Neils, Pailk and Recreation Chairman Williams, 1wommissioners Kerschke, Getten, GudUal, Edwards, Durand and Troemel, Planner Dillerud, Park and Recreation Director Bohn, Engineer Goldberg. Administrative Assistant Kreager, Bec0an, Yoder Consultant, Bill Short, ABSENT: Councilman Hunt, Com O ssioners Brass and Rydeen. MOTION was made by Councilman Slebold, seconded by Councilman Neils to adopt RESOLUTION N0, 76-6021 A RESOLUTION APPROYtNG CHANGE ORDER N0, 6 PROJECT N0, 607 BASS LAKE AREA, Motion carried on a Roll Call vote, four ayes. 6: sl 41M i, Beckman, Yoder Associates reviewed the backgrouAd on how e Trail Systc3m Plan started and revievied the City Councils eleven concerns of the Plan that were discusses at the September 20, 1976 Council Meeting. MOTION was made by Councilman Spaeth, seconded by Councilman Seibold to change the local trail to gn east on 25th Ave. No. to the inter- section of Walmit Grove, go south on Walnut Grow to connect back to the local trail on 23rd Ave. No. Motion carried on a Roll Call vote, four ayes. MOTION wts made by Councilmati Spaeth, seconded by Councilman Neils to delete the regional trail from 16th and Oaktoiew Laho to 24th and Oakview Lane. To move said I -rail to follow the Plymouth Creek alignmetit to Medicine Lskc. MOTION TO AMEND was inade by Mayer Hilde, seconded by Councilman Spaeth to buffer the north end of Oakview Lane by berming to minimize the noise. Motion to emend carried, four ayes, Main met;ion Carried, four ayes. MOTION was made by Councilman Neils, se.ttinded by Councilman Spaeth to direct the staff to do a visual survey of the railroad corridor through the Minneapolis ;ndustrial Park to assess right%sof-wi)y potential to bp used for trail purposes. NOTION was made by Councilman S60old, seconded by Councilman Neils to reverse the functions of the Vicksburg Lane Cross Community trail 30th Ave. No. south to Counter Road 6) with the Niagra LaoR Collector Trail (30th Ave. No. south to County Road 6). NOTION TO AMEND was made by Councilman Seibold, seconded by Councilman Spaeth to change the Cross Community Trail at 30th Ave. No. Cetween Vicksburg and Highway 55 to a Collector Trail. Motion to amend carried, three ayes. ".ouncilman Neils voted nay. Main motion carried, four ayes. MOTION was made by Mayor Hilde, seconded by Councilman Neils to enlarge the Vicksburg and Highway 55 'rail to include a number of uses and to carry the heavy traffic load. MOTION TO AMEN!' was made by Councilman Neils, seconded by Councilman Spaeth to change the trail to he east of the homes on the east side of Pilgrim Lane hetween 34th and 32nd rather than on Pilgrim Lane. Motion to amend carried, four ayes. Main motion carried, four ayes. MOTION was made by Councilman Spaeth, seconded by Mayor 1411de to move the collector trail from behind Deacon Maights School to the service road in front, from the Luce Line southeast to Kirkwood. Motion casorled on a Roll Cali vote, four ayes. MOTION wbs made by Councilmen Seibold, secon ed by Councilman Spaeth to move the use of snowmobiles to a trail segme t from Oakvtew west to new County Road 61 alignment then north to Plymouth Creek rather than along Plymouth Creek adjacent to Creekwood heights. Motion carried on a Roll Call vote, four ayes. MOTION was Made by Councilman Neils, seconded by Councilman Spaeth to direct staff to define critical areas where routing options aro limited and bring to City Council for centerline official map. MOTION TO AMEND was made by Mayor Hilde, seconded by Councilman Spaeth that said staff report be presented to the Park and Recreation Advisory Commission first. Motion to amend carried, four ayes. Main motion carr+ed. MOTION was made by Mayor Hilde to locate the API noddal area away from the trail corridors. Motion failed for lack of a second. MOTION was made by Councilman Seibold, seconded by Councilman Neils to provide for ATV use on some designated snowmobile trails. Motion failed on a Roll Call vote, Councilmen Seibold and Neils vuted aye, Mayor Hilde and Councilman Spaeth voted nay. MOTION was made by Mayo, Hilde, seconded by Councilman Spaeth to change the northwest ATV noddal site, Motion carried on a Roll Call vote, three ayes, Councilman Seibold voted nay. MOTION was made by NiVor tilde, seconded by Councilman Spaeth that the staff be directed to cork with the police to develop a policy on ATV licensing, training, permits etc, for future trail ATV use. Said report to be considerer+ prior to opening area to ATV use. Motion carried on a Roll Call vote, folir ayes. MOTION was made by Councilman Neils, seconded by Councilman Spaeth to increase the fright of way on the local and collector trails by widening the easements or by increasing the adjoining lot depths to increase privacy, Motioo Cam Id on a Roll Call vote, four ayes. 262- Jo -.'At Meeting October 12, 1976 Page 263 Mayor Hilde thanked the residents, Park and Recreation Advisory Commission and Bill Short of Beckman, Yoder Associates for their work on the Trail System Plan, Chairman Williams acknowledged the work done by Bill Short, MOTIV was made by Ccuncilman Spaeth, seconded by Councilman Seibold directing the engineering department to report back to the City Council with specific storm sewer designs for Kilmer and Circle Park, MOTION Ti' MEND was made by Councilman Seibold, seconded by Councilman Neils directing an additional report to include costs and plans for park development without storm sewer included. Motion to amend carried, four ayes, MOTION TO AMEND was made by Councilman Seibold, aeconded by Councilman Neils directing said report to have a breakdown of costs for Kilmer and Circle Park-, Motion to amend carried, four ayes, MOTION TO AMEND was made by Councilman Spaeth, seconded by Councilman Seibold that said breakdown does not include Immediate action on Queensland, Green Oaks, and Lions Parks, Motion to amend carriel, four lyes, MOTI(Nq TO AMEND was made by Councilman Neils, seconded by Councilman Seibuld that staff be directed to provide all infor- mation on alternate park sites for Kilmer and Circle available. Motion to amend carried, four ayes, Main motion carried. MOTION was made by Councilman Neils, seconded by Councilman Seitold to approve the preliminary plans for Queensland, Green Oaks, Liolis and to order final plans and specifications to be drawn up.
