P.M. in the Council Chambers of the Public Works Building, 14900 Twenty- third Avtinue North, on August 24, 1976. PRESENT: Mayor Hilde, Councilmen Seibold and Spaeth, Manager Willis, Finance Director Ricker, City Engineer Goldberg and Ad- ministrative Assistant Kreagor. Councilman Neils arrived at 6:50 D.M. Councilman Hunol: arrived at 7:00 P.M. ABSENT: None Manager Willis reviewed the special funds contemplated in the 1977 City Budget. These funds include the housing and Redevelopment Authority, Central Equipment, Shade Tree liscrase Control, Sewer and Water Funds. HOUSING ANO REDEVELOPMENT FUND K'TION by Councilman Seit.ild, seconded ty Councilman Neils. to teAtatively approve the Housing and Rede%czlopment Authority fund budget as submitted by the City Manailer. Motion passed four ayes. Councilman Hunt arrived. CENTRAL QU 1; PMENT FUND MOTION by Maeyor Hilde, seconded by Coun%.Alran Seibold, to adjust the rental rates for City equipment in such a fashion so as to leave a contribution of $20,000 to 0e retained earnings account ftrm the Central Equipment Eludgtt fov the calendar year 1977. Motion passed, five ayes. MOTION by Mayor Hilde, seconded by Councilman Hunt, directing staff to prepare an equipment inventory and equipment utilization study of the present City equipment .,s well as that equipment proposed in the 1977 buAget, Motion passed, Five ayes. 218 - 01 Special Council Meeting August 24, 1976 Page 219 SHADE TREE DISEASE CONTROL FUND MOTION by Councilman Seibold, seconded by Councilman Spaeth,, to authorize expenditures for Shade Tree Otsease Control in the same amount as was authorized in 1976. MOTION TO IMEND by Councilman Hunt, seconded by Councilman Spaeth, to approve the 1977 Shade Tree Diseaso Control Budget as proposed by staff once the status of special levy for Shade Tree Disease Control has been determined. Motion passed, four ayes. Councilman Seibold voted nay. MOTION by Councilman Hunt, seconded by Councilman Seibold, directing staff to investigate the possibility of including reforestation, dead and diseased tree removal from City parks as a part of the anticipated 1977 park bond issue. Motion passed, five ayes. WATER FUND MOTION by Councilman Seibold, seconded by Councilman Kunt, to reimburse the general fund with water and sewer funds surplus revenues, to offset previous years general fund contributions to the water and sewer funds as has ween d+ ec% with the financing of storni sewer. Motion pAssed, fr,jr ayes. Councilwan Neils voted nay. MOTION by Councilman Scibold, seconded by Councilman Neils, to approve the water fund budget as proposed. Wition passed, five ayes. SEWER FUND MATION by Councilman Seibold, seconded by Councilman Hun!, to approve the proposed 1977 sewer fund. Motion paised, fire ayes. RE IEW OF GENERAL, FUND Manager Willis revieoed the tentative adjustments to the proposed 1977 general fund budget that had been made on August 9 and August 10. I: was noted by the City Council that on Page 44, Account 'lumber 899, that the Fixed Asset Appraisal had not been deleted. Staff was directed to delete $20,000 from Line 899, Staff was also directel to delete $612 from Page 47 which had been allocated for 3 -way hydrant wye for the Fire Department, P - 219 - Special Council Meeting August 24, 1916 Page 220 NOTION by Councilman Want, seconded by Councilman Seibold. to delete $450 from Page 24, Account Number 141, for fire Department commnications. Notion passed, five ayes. MOTION by Councilman Hunt, seconded by Councilman Seibold. to delete an additional $500 from Page 9. Account Number 812. Motion passed, five ayes.
