HomeMy WebLinkAboutCity Council Minutes 08-10-1976 SpecialPage 194 MI NJTE.y SPECIAL COUNCIL REi13ING August 10, 1976 A special meeting of the Plyiw-uth City Council was called to order by Mayor Hilde at 6:30 P.M, in the Council Ckwambers of the Public Works BuiidIng. 14900 Twenty- third Avenue North, on August 0, 1976, PRESENT: Mayor Hilde, Counci"oen Hunt, Seibold and Spaeth, Manager Willis, Planner Dillerud, Engineer Goldberg, Finance Director Ricker and Administrative Assistant Kreager. Councilman Neils arrived at 6:50 P.M. ABSENT: 'None Council continued to review the General Fund expenditures on a departmental basis.. Park Maintenance MOTION by Councilman Seibold, seconded by Councilman Spaeth, to delete one of the two requested Park Maintenance worker positions from the 1977 budget. Motion passed, five ayes. MOTION by Councilman Spaeth, seconded by CountAl-man Seibold, to increase the Temporary Salary Account in the Park Maintenance budget (:01-170-602) to $16,154. Motion passed, five ayes. Police Mayor Hilde reviewed Council's thinking on the issue of police manpower. Chief Hawkinson then reviewed the Police personnel request for 1977. MOTION by Councilman Hunt, seconded by Mayor Hilde, to tentatively approve the two Juvenile Officer -Investigator positions. MOTION TO AMEND by Councilman Spaeth, seconded by Mayor Hilde, to delete the two Juvenile Officer -Investigator posit -Ions from the 1917 budget and add the three requested patrol officer posit-`.. ns. Motion i issed, live ayes. Motion passed, five Ayes. Police Capital Outlay Councilman Neils suggested that s;!aff analyze the cost of purchasing a CRT unit rather than baesing this unit fr,,mn Hennepin County. He further suggested that this analysis be conducted beginning with the 1978 b;:U'get. MOTION by Councilman Seibold, seconded by Councilman Spaeth, to tentatively approve the Capital Outley requested by the Police Department, including the adds ti o, of three hand recorders. Motic 'i passed, five ayes. MOTION by Councilman Hunt, seconded by Councilman Spaeth, directing staff kto prepare a separate listing of expenses that are outside of levy limitations, as part of the final budget preparation. Finance Di,,*ctor Ricker reviewed the allocation of payroll by fund for the 1977 City personnel. GENERk FUND EXPENDITURES Mayor and Council MOTION by Mayor Hilde, seconded by Councilman Hunt, to delete $10,000 from 101-101-816. Motion passed, five ayes. City Attorney MOTION by Mayor Hilde, seconded by Councilman Hunt to delete 5,000 from 101-110-802. Motion passed, five ayes, Parks Mayor Hilde suggested th.,t the Park Commi;s,or rtview the list of recreational groups requesting financial support from the City. NOTION by Councilman Seibold, seconded by Councilman Spaeth, to delete $612 for the three-way hydrant connectiun from the Fire Department Capital lquipment request. Mo1.1ion passed, five ayes. 10 1QN by Councilman Se+bolt, seconded by councilman Neils, to approve the Fire Departmeit budget. Motion, passed, five ayes. Mayor Hilde suggeitpd that staff' members of the Council could tou facilities, set up a date on which the the City's Fire Department Councilman Spaeth sugge;ted that s'.aff conduct an internal audit inventory on all City equipalent and property, by depart- ments, and the rest.,,Es of this inter nal audit inventory be reported to the council. Mayor 'Nilde requested Councilmen SpaeAn and Hunt to meet with Finance Dir4ctor Ricker and Manager Willis to establish this internal audit procedure. 1 Specfia-dtmcil meeting August 10, 1976 Page 197 Park Maintenance Finance Director !Ricker indicated that 101-170-816 would be deleted (325.00). It was the consensus of the Council to have staff review the requested expenditures in the OSHA account. Unclassified MOTION by Councilman Spaeth, seconded by Councilman Hunt, to remove $18,394 from 10'1-1,89A99 for the Bassett Creek Flood Control Commission and the Elm Creek CuA zr;ation Commission and to have this account select on the storm sewer Lund. Motion passed, five ayes. Streets MOTION by Councilman Hunt, seconded by Mayor Hilde, to increase contractual services in the Street Department budget by $20100 for regrading, reshaping and ditch cleanings along gravel roads. Motion passed, five ayes. MOTION by Mayer Hilde, seconded by staff to come back to the Council road of wort, to be done. M ition passed, five ayes.
