HomeMy WebLinkAboutCity Council Minutes 07-02-1975 Special11 1 Page 212 MINUTES SPECIAL COUNCIL NEE71NG July= 2, 1976 A special meeting of the Ilymouth lCity Council was called to order by Mayor Nilde at 7:30 PeN, in the Council Chambej: it the Public Works Building, 14900 Twenty-third Avenue North, Plymouth. an July 2. 1975. PRESENT: Wyor Hilde, Councilmen Hunt, Neils and Spaeth. Wager iiillis, Engineer Goldberg, Administrative Assistant Kreager and Consulting Engineer Olson. ABSENT: Councilcan Seibold. Mayor Hilde briefly discussed the purpose of the seecial Council meeting, to sgek temporary and permanent solutions to some serious storm drainage problems., He then introduced Engineer Goldberg, who highlighted the nature of the flmWing problems in four areas of Plymouth. These four areas are the Olive kerrinac Pond area, the Pinetree Pond area, Fernbrook Lane, Harbor Lane, I4W aeeas, and the Parkers Lake area, He reviewed his report of July 2 dealing with these problems, Engireer Goldberg then introduced consulting engineer Olson, who 0 scutsed the reccowndation for tooth the shor+ term and long-range solution to these drainage problems. It was indicated that, each of the four areas was experiencing excessive runoff and that each drainage area did not have a natural outlet. As a result, the continuing runoff was exceeding the high water levels in the various ponds and Parkers lake. MOTION was made Oy Counciinan Neils, seconded by Councilman Hunt, to adopt RESOLUTION NO. 75-326 RESOLUTION ORDERING PREPARATION OF REPORT ON IMPROVEMENT OF PINETREE POND STORM SEWER OUTLET. Motion carried on o roll call vote, four ayes. NOTION was made by Councilman Spaeth, seconded ty Councilman Neils, to adopt RESOLUTION N0. 75-327 A RESOLUTION ORDERING PREPARATION OF REPORT ON IMPI!OVEMENT OF SANITARY SEWER, WATER MAIN AND a1TUNINOUS STREETS FOR OLIVE LANE BETWEEN COUNTY ROAD 6 AND 19TH AVENUE NORTH% Motion carried on a aril cal'i vote, four ayes. Council then briefly discussoid some of the long- range solutions to the drainage problems in those four areas. MOTION was made by Councilman Hunt, seconded by Ccuncilman Spaeth, to direct staff to research the legal problems associated with the moving of water between lakes and watershed districts. 412- RESOLUTION NO. 75426 RESOLUTION N0. 751327 1 Special July 2 Pa9e 2b Council 1975 Meeting Staff 1 s also directed to contact Hennepin County to get the culvert replaced under County Road 6 anO the cost of pumping will be paid from the Sinking Fund to be replaced at some future date fbr the ad valorem Mitershed District Tax. MOTION was made by Councilman Neils,, seconded by Mayor Hilder to amend the above motion to include that staft contact the Minnehahs Watershed. District Board of Managers. Motion to amend carried four ayes. ibtion carried, four ayes. MlOT10k was made by Councilman Hunt, seconded by Councilman Spaeth, to direct staff to contact the Minnehaha. Watershed District to allow the City to pump water from Parkers lake Into Gleason Lake, Motion carried, four ayes. MOTION was made by Councilman Aunt, se=ided Dy Councilman Nells, to direct staff to pmpare a feasibility study for the ultirrte solution of the sto m drainage and ponding problem in the Parkers lake drainage area. This feasibility study is to be prepared in time for the budget review o A the review of the 5 -year CIO, Mot )n carried on a roll call vote, four ayes. MOTION was made by Councilman Spaeth, seconded by Councilman Hunt, to amend the above motion to include that staff be directed to generate alternative solutions for a gravity flow system to move water from Parkers lake into Medicine lake. Motion to amend carried, four ayes. Motion carried, four ayes. MOTION was made by My ar Hilde, seconded by Councilman Hunt, to direct staff to: 1) prepare a storm drainage rogram in time for review of the 5 -yea C'P; ,prepare refinitments to the interim policy to equitably devise a formul? for tole purpose of borrowing from the General r'•ui d (1976 levy) to help pay for work done in the Watershed Districtct areas, prior to the legi^lature's action on the storm drainage bill which we have had introduced.
