MEETING June 10, 1975 11 A special meeting of the Plymouth -ty Council was called to order by !Mayer Hilde, at 7:40 p.m. 4n the Council Chambers of the Public. Works Building, 7000 Twenty- third Avenue North, Plymouth, on June\10, 1975, PRESENT: Mayor Hilde, Councilmen Hunt, Seibold and Spaeth, Manager 01blis, Assessor Klartin Walsh, Appraisers Mike Carroll and Craig Jo;rnson, and Don Monk, Deputy Hennepin County Assessu ABSENT: Cou ci lonan Neils. BOA10 OF REVIEW The City Council sitting as the 1975 Board of Review in accordance with Minnesota State law convened at 7:40 p.m., June 10, 1975, to review`.*he assessment roll and the revaluation of all real property within the City, to hear those cit'iens feelings aggrieved as to their valuation and to make adjustments which they feel are %arranted based on their independent review. M.iyor Hilde explainEr that notice of the meeting was publianed 1n the City's offic0l newspaper, the New Hope -Plymouth Post, and notices were also posted within the community. He explained the procedure for the evening's hearing, and minted out that final determinations would not be made tonight, but at a future meeting within the twenty days allotted by law. . Manager Willis oduced Martin Walsli, City Assessor, and asked that he review the analysis he done with resoect to the assessment to real property in Plymouth. Mayor Hilde opened the hearing for thq Board of Review at 8:00 p.m. Gerald Wright., 16205 - 4th Avenue North (Plat 43887, Pir, el 5200), stated that he is a new resident 1n Plymouth and purchased a home in September of 1974. He pbid 02,700 and assumed $1,800 in special assessments, The previous market value was 10,900. 4c believes that the $37,600 est4blished just three months after purchasing the home 1s in considerable uisagreement with other real estate men. They have been livinq in the home abuut 8 months and have made no major improvements. It was noted that no recent appraisal was made, Motion carried, four eyes. Mr, W X Hofford, 10515 County Road 9, stated he has lived on County Read 9 for eighteen +ears and there are fewer hones on County Road 9 now than v ign he built. He explained that contemporary houses do not sell. very readily. The house was purchased for $40,000 seven years, ago. Tie estimated market value was $51,SCO. It was. ss+rrested that Mr. Cedergren could get soma asst*tance,ire this regard by f Sing'out a senior citizen credit form at the Ridgedalt, Service Center. Mr; Cedergren had no valuation complaint. Mir. Fred,Mengelkoch, 10440 Rockford Road, stated that his house, built in 19639 is not now salable and the taxes are going up. Tfr. valuation went up from do estimated maiket 197446S.700 to $99,400 in 1975. Four years ago, the Assessor devalued the house to 520,000 =because of the new high"y. rezoning. e.te. NOTION was made by Mayor Hilde, s'gconded by Councilman Hunt, that the.Assessor take a complete loot; at this property and examine all existing records and bring back to Council with his report. Further, that the Planner provide sketches and viewpoints as to,future potential' of this property. MOTION was made by Councilman Hunt, seconded by Councilman Spaeth, to amend the above motion and`ask that the report be in relationship to the house versus the land use as to whether the house is a detriment to the property rather than an asset and how the assessor arrived at the $40,000 evaluation. Motion to amend carried, four ayes. Motion as amended carried on a roll call vote, four ayes. Me. Howard, Hunt 17205 County Road 47, had some general questions and asked how the Assessor treaU parcels of land that are 5 acres or less and are not buildable; also how tho Assessor evaluates property (raw land) outside of Plymouth's 5 -year CIP which cannot be serviced by wat%r. etc. MOTION was made by Mayor Hilde, seconded by Councilman Spaeth, to direct the Assessor to bring maps to council which show the recent sales experience of various properties relating to some of these properties brought to Council's attention tonight. Motioa Carried, three ayes. Mr. Hans T. Hagen, 18035 - 30th Place North, stated he was there on behalf of the Chelsea Woods Condowinium Association. There is a wide variance in tants in the first and second additions of Chelsea Woods. He requested that the staff of the Association and the A.tlessor's staff meet in an attempt to see that properties are appraised correctly. MOTION was made by Mayor Hilde, seconded bey Councilman Spaeth, to direct the Assessor to prepare for a meeting with Mr. Hagen, pulling out Chelsea Woods records and bringing back the i*esults of the findings to the Council. Motion carried, four kves. Rr. John E. Frenchs, Timber Shores, questioned the evaluations on Lot 1. Block 4 and Lot 2, Blotk 3 in Timber Shores. There will be a lot of fill required and he would like to have a re-evaluation and reappraisal made, 140TION was made by Mayor Hil(le, seconded by Councilman Spaeth, to direct the Assessor to examine the records and appraisal of this property. Discussion was held on,several proposals and the Mayor askim! for Council's opinion The Mayor said he would send a ,letter to Thomas E.
