PUBLIC HEARINGS
Manager Willis explained that a public, hearin4 was
m1led to consider installation of sV4*t improvorents
po Project No. 506 T,b, 101/County Road S. He stated
that uwr citizens would have an opportunity to
quetition",these proposed improvements a.nd express their
views.
Assessments
Manager Willis reviewed the City's strel:t assessment
policy% He referred the citizens to thd: handout
prepared for the public hearing. The Clay policy
provides that residential property with'driveway
access to Highway 101 be assessed for all equivalent
32' 7 ton street with curb and gutter. rVor those
properties with driveway access to another street,
the assessment would be for curb and gyttter only
according to the 111ustraticn in the haltdaut.
The City would encourage people with canner lots
to relocate their driveways to ,& lidnor Itreet and
thereby save the street assessment.
The storm drainage costs would be split 460'%t
the property contributing water to the s-4orat ,sewer
on WVighway 101 and County Road 6.

Mr. Brad Lemberg, consulting engteer, explained 1
in detail on strip map the exts ging roadway and
existing rightiof-way. He statchat'the ?roposed
system is,io reconstruct the ent 1e section'to
52 feet w4th curb and gutter on „th sides.':'Roadway jj
would be'constructed to 9 ton ca city. At intersedion
of 6 andi 101, it is proposed that turn lanes Eye
installed allowing lett and right turn movements.
There would also be a completely signalized interse,tion
at that paint.. .
The p'Poject as Proposed would be constructed under, iFAU
system. Split on the cost is 701 FAU and 30% local
fundC Estimated cost on the projort amounts to )
approximately $950,000 for FAU share and approxiata'tely
407.000 for the County/City share.
Mayor Hilde ;stated that this particular project is
included within our five-year CIP. It 1s a state
highway but the state highwNt does not want'to
have 1t and 1s not willing to spend kiny money on it.
4ayor Hilde opened the public hearin$,at 8:10 P.M.
Mr. Sam Palvniller, 1025 N. Highway 103 wonted an
explanation regarding assessments on a corner lot
qn 101.

Mi%, Willis stated that if a homeowner has a road
thst is on a corner and if his driveway is out,
on;o Highway 101, we wo;jld propose to assess thot
lot for a full residential street. If the lot orniar
had` the ability to havhis driveway oV a secondary
strOet, he would be ont assessed for curb and
gutter along one-half
of
the frontage.
Mr, fete Thomsen, 25551Queensland Lane, spoke it
favor of ,the project and stated that it was
important to have a bicycle trail along the
side of the road; more safety 1s needed on this
particular strip,
Martha Skeie, 1005 No. Highway 101, asked what the
property owner could do if the noise levai exceeds
that permitted,
Consultinn Engineer Lemberg stated that there have
been some cases where federal aid has taken care of this
situation, but tnls project would not exceed federal
standards.

tars. Ada M. Felber, 1525 Olive Lane North and County Road 61stated she
would ince to know exactly what improvements are going to be made.
She was advised that the only thing she might be assessed for 1s curb
and gutter 1/2 the length of the lot.,
Mr, Jim Skeie submitted petitions from property owners against the project.
Karen Born, 1015 Highway 101 North, stated she has the misfortune of having
no other access and wondered about the assessments.
Mr. Vern Peterson of RRP1, Hamel, Asked that: someone point out parcel no. 4569.
He was assured that this particular piece of property 1s beyond the scope of the
project. He requested mat t4is be recorded.
Mr. Charles Nason. 17610 - 10th Avenue North questioned the timing of this
particular project.
Mayor Hilde replied that Council's judgement is that tht longer we wait, the
more difficult it may be to finance the project.
Manager Willis explained that the dcsigna*ion for Highway 101 is. a temporary
state highway and that when it is abandoned as a state highway it would revert
to the City of Plymouth and become a City thoroughfare.
Mr. Dick Donahue, 730 N. Highway 101, asked if his taxes would increase as
they did when he paid up the sewer.
Manager Willis stated there was no direct relationship between someone paying an
assessment and the valuation of a particular piece of property.\
Mr, 9111 Hendricks, 905 Highway 101,stated that he paid assessments on
10th already and asked if he would be assessed again. He was told the
City would research this point.
Mr. 811' Rademacher. 101 and County Pkad 6, Q ; Pill's Nuriq Market asked
if there was going to be an opening in the ir-vdian. He was advised teat
there was.
Mr, Dave Johnson, 17435 County Road 6, giestioned if he would be assessed again,
He was advised that he will not be assessed for the same thing twice,
Mr. Gordon chum, 17810 - 13th Avenue North stated he was glad to hear that
the bicycle trail 1soing to help so that drivers will not injure, a child
and also ghat the project would improve accesses to Highway 101,
Mr. C.Q. Bryan, 425 Merrimac Lane, asked Council for a report of accidents
on streets to be improved. He also questioned why the total community
shouldn't pay for the project,

14r, -Robert Hosp, 300 Narcissus Lanesasked for a cost estimate for the
storm sewer.
Mr. Lemberg, consulting engineer,stated that the noise level was included
in the original project development report which is on file at the City
offices.
Mrs. lois Freeberg, 1125 Highway 101, questioned whether the project is
not to the advantage of the southwest corner of County Road 6 and 1.01.
Mr. Don Jonson, 18025 - 19th Avenue North,stated that he personally felt
we need a thoroughfare in the western part of Plymouth. He Mould not like
to see it delayed another five or six years.
Mr. Terry Mullen, 1010 Highway,101,stated he was concerned about the telephone'
lines and power lines - whether they would be moved in farther He was
assured that the power lines will be left in the right-of-way.
Mr. Robert Ford, 1730 Ithaca Lane, representing the Methodist Church,
questioned how they would be assessed. He was answered that they would
be assessed as cormercial/industrial property. He stated that there
was a possibility of closing off the westerly entrance.
Councilman Hunt. stated he thought that would be a good move.

M.. Joel Martin, 15615 - 3rd Ai:,nue Ncrth,asked how long the FAU budget
Is approved for. The Engineer stated that if the project is approved,
the funds would be coni :ted to the project.
Mr. Peter Be S.ntis, 4v`S Merrimar Lane, questioned whether the 700% we

Mayor Hilde opened thea public hearing at 12:01 A.M.
Mr, Peter Pflaum questioned how the City 1t
accomplishing a temporary easement and if it
was up to him to get an easement from another
citizen. The answer was yes.
Mayor Hilde closed the public hearing at 12:05 0..M.

Mayor Hilde asked if the Council wished to take up REQUEST FOR STREET INPROVE.-
the consideration of the projects for which hearings MENTS - FAU T.H. 101/
were held. The Council agreed. Councilmen Hunt COUNTY ROAD 6
indicated that the need existed for the upgeading of PROJZCT 506
Highway 101 and county Road 6 with the availability Iterit 5-A
of FAU funding. He indicated that we should trove
ahead with the project with sidewalks on both sides
of the street. A general discussion developed regarding
the project including the sidewalk.
MOTION wet made by Councilman Spaeth, secn"ed by
Councilman Neils, that we continue along ...,.se lines
and direct staf'P to return with a resolution ordering
preparation of final plans and specifications.
MOTION was made by Councilman Neils, seconded by
Councilman Hunt to amend the above motion to the

MOTION was made_,by Mayor Tilde, seconded by
Councilman Hunt, to amend the motion to move the
road in the Wayzata area as far east on the
right-of-way as possible so as to avoid the
garages and bushes that are very close.to the
rightisof-way in that area. notion carried, five ams.
NOTION was made by Mayor Hilde, seconded by
Councilman Hunt, to amend the above amendment >
to develop plans considering sidewalks available,
etc. so as to minimize the impact of the road'on
those properties west of 101 that are in Wayzata
including the bushes but not at the expense of the
sidewalk along the easterly side.
Motion to amend carried, five ayes.
NOTION was made by Councilman Seibold, seconded by
Councilman Spaeth, to direct staff to communicate
with property, owners that currently have access
to 101 for purpose of changing accesses onto a
minor street. And further that those having their
drive right next 10 the intersection be moved back.
Motion carried, five ayes.
NOTION was made by Councilman Hunt, seconded by
Councilman Neils that staff be directed to get
these plans to DNR as quickly as possible for
comments as to how they might see the cast of
the Luce Line Trail,

The consensus of the Council. was that the item would
be deferred until; the developer is pezperly bonded
and that when thi're'sol'ution.comes back to the
s'Council it adequately deal with such items that
were raised tonight such as Mr. O'Brien's problem.
