Chambers of the Public (forks Building, 14900 Twenty-third Avenue North, Ply oth, on llugust 26. 1974. PRESENT: Mayor Hilde, Coun4 i lmen Hunt, Neils, Seibold and Spaeth. Manager Millis, E'ngineir Goldberg, Planner Dillerud, Finance Director Ricker. Deputy City Clerk kolnick. ABSENT: None. MOTION was made by C,juncilman Seibold, seconded by Councilman Neils, to sdopt RESOLUTION N0, 74-4019 A RESOLUTION DESIGNATING STANLEY CHUBIMSKI AS COMPETENT PERSON" FOR THE STATE PRIKA'kY AND GENERAL ELECTIONS. Motlon carried on a roll call vote, five ayes. Mayor Hilde announced that the New Hope Golf Tournament would take pli * September 11, Mayor Hilde informed the Council that he and Mayor 1ohen of Brooklyn Center had takNn a strong position against two members of the Metropolitan Sewer Board relative to the SAC case. He said that rropies would be provided to the Council of correspondence from the Sewer Board and correspondence to the SAC plain- tiffs and the Sewer Board from the two mayors. Tho Council continged review of the proposed 1975 Budget with consideration of the Central Equipment Fund. Councilman Hunt asked about charge -backs. Manager Willis replied that through time records, charge -backs can he made relative to equipment used. This is not presently being done, Re the public works building improvement, Councilman Neils asked if instead of the proposed trunk exhaust lines, could we experiment first with power exhaust ventilators. He asked +f it would be worth trying exhaust vents first. rather than jumping to a combination of both, including the air hindlers.. Dave Fowers replied that there are smpposed to be four air Oanges an hour. He said there would have to be make-up air plus the hoses. He expressed the feeling that the hosts were definitely needed, COMPETENT PERSON" STATE PRIMARY AND GENERAL ELECTIONS RESOLUTION NO. 74-401 NEW HOPE GOLF TOURNAMENT BUDGET REVIEW Special Council ft0ing August 26, 1974 Rage 26O NOTION was made by Councilman Hunt, s.conded by Cormci loran kti 1 s, that the 1975 budget be pared down to solve the problem insofar as exhaust of vehicles, and limited on the water tower to a ladder for 1975 and look to the railing, etc. on a fut ire budget. Concern was expressed re the reaction of OSHA, Engineer Soldbsrg warned of a pcssible fine without prior warning. Fred Perry acknowledged that certain deficiencies had been discussed with the State Qp;arbrant, Councilman Hunt said that his motion was a positiv4 act -- ordering certain affordable rorrtctions this year, stating intention to do others 1n 17uture years, Councilanae± Seibold doubted OSHA acceptance of this pierzmeal approach, Motion failed, 2 - 3. Councilmen Soibold and Spaeth unit Mayor Hilde voted nay. MOT1014 was made by Councilman Neils, seconded by Coun iiman Spaeth, that the Counci 1 apprive the budget erpenditures for the o erhead vehicle exhaust 1 ys'tia,' and for the welding booth exhaust system and the water tomer corrections. 11aticri carried, four ayes, Councilman Seibold voted nay. Council at a disadvantage in dealing with ens t% I oyees . Councilman Hunt opposed applying a straight percentage. He said the cost -of -living psrcentage should apply for those dollars used for cost -of -living, e,g° food, shelter, etc, He said he would prefer to see a lesser percentage for those in the upper brackets. Councilman Seibold disagreed in parts stating that cost4' are proporti ona to l inflated for those at the higher levels. Councilman Neils stated wo concerns: (1) the higher tire wage level, the less percentage shows up in talle-kome pay; and (2) there is a ratter of compression, wherein a supervisetr has greater responsibility and should thereby be at a greater pay level, Miyar Hilde noted same experiences of business: (1) percentages are often used only to a certain level, i.e. $19-210',000; and (2) some firers havf: Trade mid:-yv4tir adjistments for those Wow a certain level, 0"ITION was made by Councilman Neils, secondad hli° Payor Hilae, to go to the pub-lic h,.kar i ng %i th 8% in the salary accounts V and the neri t r0 ses in the :,onti ngency a%:c%junt. 0 j I Special Council Meeting August 26, 1974 r Page 261 I Councilman Seibold opposed the motion, stating tat the inflation factor affects the employees of the City as we11'as it does others ersons, He said he feared locking in such a figure through 1975, with no provi'slon for skyrocketing cost -of - living. Councilman Neils stated that approximately $20;000 could be added to the contingency, allowing for the flexibility to do indivi4fdN1 evaluation, MOTION was made by Mayor Hilde, seconded by Councilman Spaeth, to amend the motion to add $20,000 to the contingency fund. . It was noted by the Manager, that til s action would not raise th.,budge:, but would increase the contingency fund ')y the &;unt that the proposed salaries are reduced. Motion to amend passed, five ayes. Main motion, as amended, carried, five ayes. Mr. Willis stated that re the Building Inspections department, staff sugg tted a plan chock fee be, charged for each home plan. Councilmen Hunt,and Spaeth objected to the plan check fee for residential devel',Vment. Councilman Neils said that on residential construction it pays for the inspectiol department to give the first plan of each type of a major builder' detailed scrutiny. He said he did not see a need for a plan check,fee for eack "sidential construction,, however; building permit fees ought to include averaging effects. Unless there,is `. something unique, there would be no need for a detailed plan check,., u 0 IMP MOTION was made by Councilman Neils, seconded uy Councilman Hunt, that (1) building permit fees be reevaluated to recover direct operating costs for the department, including the payroll overheads, etc.; and (2) a specific plan check fee for residential construction not be included except where unique features are involved. MOTION was made by Mayor Hilde, seconded by Councilman Neils, to amend the motion to direct staff to find specific rates which compare decently with other communities, Motion to amend carried, five ayes. Main motion carried, five ayes. Councilman Neils proposed a 10% increase in both sewer and in the minimum quarterly billing for water. There was some agreement re reevaluation of the sewer rates, but greater reluctance to raise the water rates, where indication of a surplus was indicated. Councilman Seibold objected to both increases on the basis that if the Council wishes to attemlt to curb inflation by keeping wage 'ncreases down, it should likewise keep costs from increasing beyond a necessary level. Mayor Hilde stated that there should be sufficient time before any increase is effected to advise tho public of the increase. Councilman Spaeth suggested that the increase take place by January 1.. Councilman Spaeth voted nay. Councilman Neils asked if' the part-time Clerk's Assistant is warranted, Mr,-- WiIIis stated that it was, Councilmen Neils asked if the projected personnel' for tWPark' department included, the same persons, Mr. Willis said tt did not, explaining that the secretary was leaving, Councilman Neils asked if she would be replaced in kind. Councilman Hunt asked h'ow much of Mrs Dare's tfma was spent in the Park department over the past year, including. work with trills, etc. Reply: approximately 5%. i Councilman Spaeth said that next spring, he would anticipate the need to add -a building inspector. Councilman Neils acknowledged that there should be a commitment that if the work load is substantially greater, that the Council would have to back tip the Manager wi th the needed personnel , MOTION was made by Cotincilman Seibold, seo nded y CounLilman Spaeth, to accept the remaining personnel additions, Motion carried, flour ayes, Councilman Neils voted nay. Councilman Spaeth stated that re the Park deoartmt, he wants contracts bid en a per hour for job basis. Now$, the School District has control and has restricted the activity, contrary to original intent. Councilman Neils noted that)the City wailed the building permit; fee and plan check fee. MOTION was made by Councilman'Hunt, seconded by Councilman $eibold, that line 899, page Z1, be reduced to $2?00, 1 Motion carried, five ayes. MOTION was made by Councilman Netts, seconded by Counciieran Hunt, to direct the manager,to contact the School District and ,dvise them that the City does not intend to pay this contribution. Motion carried, five byes. NOTION was made ' by Councilman Hint, seconded by Councilman Seibold, to direct that line 899, pa a 21, under "Estimated Expenditures for 1974" be coded to designate that $.000 of that is dollars left for park construction not completed in 1974, but to be completed in 1975.' MOTION was made by Mayor Hilde, seconded by Councilman Neils, to amecA the motion to reduce the fig0re to $2500, with the understanding that the outside constiltitnt would head up the study and the administrative assistant weld assist,, Motion to amend carried, five ayes. Main motiork, as amended, carried, five ayes. Mayor Hilde %sked that staff prepare the following f6r the public hearing; (1)summary sheets and st,Rmaries of any changes, by line item; projected mill rate; and 3) othP-M infirmation which was provided last year.
