Councilman Neils noted that his "nay" vote, paragraph 2, page 189, was an expression for caution in the development of shopping center facilities, Moti or to approve the minutes carried, four ayes, Councilman Neils informed the Council of a meeting he attended RIDGEDALE MEETING in Minnetonka re Ridgedale Shopping Center. He pledged cooperation on behalf of Plymouth, and expressed some concerns about particular roadways, e:g. County Roads 73 and 61 and Plymouth Road, Councilmen Neils also attended a meeting of local citizens, and MEETING RE MEDICINE resource persons, to discuss Medicine Lake access. He noted a LAKF ACCESS great diversi`q of opinion, and informed the citizens of the Councils position and concerns. He noted, also, that this past week -end the east shore of the lake was greatly overburdened. He made the following suggestion to the Council re arding a possible policy for lake ,%ccess: (1\ if access is permitted near the Mission Farm entrance, there should be arrangements made with Armstrong High School for parking facilities there, and they %haul d be policed; 2) consideratioo should be given to closingg of the south shore access; and (3) there must be supervision, if boat access is provided. 196 In pec a i,ounc ..e ng June 24, 1974 Page 197 PROPOSED CAPITAL IMPROVEMEI) PROG A - 1974,THROUGH 1960 Mayor'; lde suggested the following order for consideration of' items at this e vning's meett`ng: (1) Park CIP; (2) operating assumptions; and (3) other public facilities. For the first., Park CIP, he suggested the, following procedure: (1) listen to Park, Director Burton, Manager Wi l l i s and Park and Recreation Cit ssi on ' Chairman Thomsen as they provide explanation and background to this 'portion of the CIP; (2) Council discussion and amendment, if necessary, to that portion of the plan; and (3) adoption, on a.preliminary basis, of the Park CIP. He suggested essentially the same. procedure be used -for other, sections under cons tOration IN Manager Willis explained that the- propriipJ Park CTP would be financed through G.O. 1 bonds, revenue sharing and park dedication, funds . ,.Oe noted that the Council shout4',consider the folmp lowing key itee ' 1. Staff recommendation: that the Council authorize the staff to initiate the: work o.f selecting for Council review:, several firms to plan and execute the improvements approved by the Council,, 2. Determination of what parks coire in what order -- and consideration of a proposed Central Park. Again, it was recommended that park development be initiated on the,basi's of a comprehensive park plan, executed by professional planners. ' 3. The proposal for Park Department staff increases during the program. Mr. Thomsen provided snore background of Park and Recreation Commission activity, and explained their current plan to establish small neighborhood parks quickly, to begin community parks. and to begin a central park and trail system. They are entering the trail phase soMwhat cautiously, until more evaluation can be done in terms of citizen wants and best procedure for development. A survey is being currently run to elicit citizen input re trails. Mr. Thomsen endorsed the comments of Mr, Willis re the employment of professional park planners. Mr. Thomsen outlined the proposed Park CIP for the years 1974.through 1979, as previously submitted to the Council. Suggestion was made by Councilman Neils that a plan for an ongoing tree program shouts be int'lsided in the CIP. Mayor Hilde asked the Park Commission to consider this for the future. It was the consensus of the Council that without properly directed outside helps it would be doubtful that the Park Department as presently constituted could handle the increasing demand for park planning and developmeat, Mana0er Willis explained that the proposed addition to the Public Works @ui 1 di ng would be to provide cold storage for park maintenance equipmentw plus other equipment from the Public Works Depart ient. The addition would utilize one existing wall cf the current Public Works Building. Motion carried, four ares. It was suggested by Mayor Hilde that there be some correlation in time of building`! of the proposed civic center and the oroposed)Central Park., Mr. Thomsen said his commission would continue working on the Central Park proposal, and when it would became available and peact1 cal , .tttiey would proceed to implement it, MOTION was made by Counctl an Hunt, seconded by Councilman Neils, that the planning for the Central. Park'area'be started ir. 1974 and continued in 1915.. looking for construction to begin 1n 1976. Notion was withdrawn by the Makers. l91TION was made by Councilman Hunt, seconded by Councilman Nei ls, , to leave the Contral Park proposal as it is in the proposed CIP, and to direct the City Manager to readjust the :1,200,000 for the Central -Park facility to include t reasonable estimate for lend acquisition in that figure. Motion carried, four ayes. MOTION was made by Mayor H11de, seconded'by Councilman Hung to direct the staff and the,, Park and Recreation Commission to further investigate usage of coftultanU' services, and to bring back to the Council a definitive report.' Motion carried, four ares: MOTION.was made by Councilman Nei1s, seconded by Councilman Hunt, to move the building of beach houses for Medicine Lake parks, proposed for 1975 and 1976, to 1970. Mr. Thomsen said the beach houses were inserted at those points in time because of the possibility of aid grant partic+pation, Notion was withdrawn by' the Pakers. 7/1 MOTION was made by Councilmen Neils, seconded by Councilman Spaeth, that with respect to proposed beach houses, the 1975 and 1976 scheduling is contingent on receietng aid grants; and if such funding is not forthcoming, consideration should be given to moving the items to 1977. Motion carried, four ayes. NOTION was made by Councilman Kint, seconded by Councilman Neils, that consistent with 1975 and 1976 programs with refv vds to beach houses, some provisions for picnic shelter areas should also be considered when the beach houses go in. Motion carried, four ayes. MrTION was made 4v Councilman Neils, seconded by COuncilman Hunt, to adopt in a preliminary way the seven-year plan for park 1 mprovewits os amended at this meeting. Manager Willis pointed out the five areas which are new in 1974 or propos— ed fo the balance of the improvement program: sealcoating, street lighting, animal patrol, munlciprl building, and accoubting equipment. Re the sealcoating program, there was concern that the figures might be too conserva- tive. Notion carried, four ayes. The proposal for animal patrol involved a contractual arrangement, as opposed to direct City implementation. This is a continuation of the current City procedure. NOTION was made by Councilman Spaeth, seconded by Councilman Hunt, to approve the prcposed outline for animal patrol, Notion carried, four ayes. NOTION was -made by Councilman Hunt, seconded by Councilmdn Neils, to approve the proposed outline for municipal building, Notion carried, four ayes, Re accounting equipment, it was originally anticipated that present accounting equipment would be retained until 1975, That has now been revised to show antici- pated need for new equipment in early 1977, purchased in 1976, and with the setting aside of funds to beCi n in 1975. NOTION was made by Councilman Spaeth, seconded by Councilman Hunt, -to approve the proposed funding preliminarily for accounting equipment. Notion carried, four ayes. In terms of personnel projections, Manager Willis pointed to increases in a variety of departments: in Building, increases shown for 1975 and 1977 were considered minimal, the demand is becoming great for increased staff; the increases in the Parks Department ..are for a recreation supervisor and maintenance personnel; the increase in Streets will be maintenance men wft storm sewer maintenance must bt improved; the additional person in the Police Department in 1975 is a clerical position. It was also noted that the additional person in the City Manager's department was an assistant to the City Manager. Mr. Willis also noted that"a person with specialized accounting experience -- perhaps a CPA might be added to the Finance Department, although this particular addition vis not contained in his projections. Mayor Hilde asserted the following were key organizational needs:' (1) an assistant for the City Manager -- mon the right- basis% '(2) a CPA; and (3) personnel in Engineering and Public Works areas. Counci 1 man Nei 1 s asked if the City can reasonably, expect to get by with exclusively parttime and volunteer fire departha nt personnel. Mr. Millis and Fran Baum of the Fire Department both statAd , thel r belief that the City , could. Notion carried, four ayes, Major expenditures proposed for the Fire Department Included construction of Fire Station ill and the purchase of fire equipment in 1975; the construction of Fire Station /3 and the remodeling of Fire Station tl in 1977, It was suggested thao, the remodeling of Fire Station /1 be moved up 1n time to be consistent with the ordering of new equipment, NOTION was made b Councilman Spaeth, seconded by Councilman Hunt, to accept the staff recommendation re the Fire Department, with the exception that the wardl ng , We are likewise proposing remodeling and expansion of Fire Station 01 to increase its present 4$800 square feet by between 2,000 and 3.000 square fest. Re financing, it was the consenus of the Council to delay a decision on the precise manner of presenting the matter to the public.
