SPECIAL COUNCIL MEETING

A special, -meeting of the PI mouth Village Council was called to order by ,Mayor Hilde
at, 4:20 K M. In the Council ;Chambers of the Public Works Building, 1490CI %3nty

PRESENT: Mayor Ni de, Councilmen Wis. Seibold and Spagth and Manager Wil 1s.
ABSENT: 64ncilman Hunt
The Mayor indicated the purp ie of the sppecial meeting was to; conti nue the review of
the,proposeld 1974 Villcge Cbmpensation Plans as prepai,1A and recunmended by the Manager.
The Mayor ,sugge,sted that ,the Coi4ncil consiele*% three are% during its consideration of
these plans:
1 Should the Manager a allowed to deviate from the 6% adjustment,
Rather up or down, epending on labor market car itions? I
2) 'in \k' ms of increases, ex4ept for epartment heads, is a 6% general
adjustment reasonable?
3) Should key personnel, above $20,000, be considered ;s.follows:
A) Their evaluation for salary, ioct•eases should be'done every
one to tiro years, not dvery year,
B) Strong consideration for how much the Village can afford for
any given position relative to the Village's need or behefi t
from the aos i t i on. }
C) Increases should not be based strictly upon a flat percentage
it cost of living percentage adjustments,
The Mayor iodicated, with regards to the first point, that'" ck'agreed that the Manager
should have dll retion to deviate, if, it his 4%:*entk good parsi,:r!s1 practices re-
quire it, There was general agreemeat that the Manager, should, if he already did not
have that authority. The Manager indicated that he felt he had that authority in the
present plan. but tOat if situatitins game up which r 441red some additional adjust-
ments, he would discuss them with the Council before iniiklrg de`5ton.

In terms of the second point, Councilmen Neils. Seibold artd Spaeth indicated that
the 6% adjustment seemed reasonable. !
In consideration of the revised general employee compensation plan, as submitted by
the Manager, Councilman Neils suggested that rather than Aplily a 6% adjustment to
each step that a 6% midpoint adjustment be made and the, c,wo,tant dollar be applied
to the steps on Other side of midpoint,, MOTION was m4de;6y Councilman Neils. seconded

by Councilman Spaeth to adopt RESOLUTION N06 734001 A RESO UTION THAT THE'ANNUAL
INCREASE FOR GENERAL VILLAGE EMPLOYEES DE BASED UPON AN INC EASE Oc 61 applied to
the midpoint of each 1973 pay range with equal dollars added to ene other
above and_ below the m4of , %4 nt and that addi ti onal changes', a reconnlended by the
Manager for other posi,tio,is, be made by separate resolution. ' Motion carried. four
ayes . ,
AV ION was made by Councilman Seibold, seconded by Councilmen Neils to adopt'RESOL l
TION N04, 73*501, A RESOLUTION.WHICH WOULD PROVIDE ADDITIONAL ADJUSTMENTS BEYOND TSE ,

MOTION was made by Councilman Spaeth. seconded by Counci )man Neils, that the Manager
re.•siew each 'Oepartinent head for compensation adjustment on the department head's an-,
ni versary data. Motion carried. four ayes,
Council then d,; scussed the specific recommendations of the Manager for'the position's
of Police Chief,,,, Director of P1anninq and Community Develdbment. Diretfor of Public
Works --Village Igin^_Qr and Finance C rector, Based upon the previously adopted
motion. Council tjtermined to make adjustments to 'the present Ompensacion levels
of these employee:, effective January 1; 1974 until their next anniversary date, at
which time they wo,ld again be reviewed by the Manager for possible compensation
adjustment,
MOTION was made by 4 VncC.1hin Neils, seconded by Councilman Seibold, to adopt RESOLU-
TION N0, 73-502, A IM,30LU ION ESTABLISHING THE COMPENSATION LEVELS OF THE FOLLOWING
PERSONS EFFECTIVE JAW, 2Y 1, 1974, SUuJECT TO ADDITIONAL REVIEW UPON THE ANNIVERSARY
DATE OF THE PERSON OCCOYING,THE PARTICULAR POSITION: Police Chief. 519.500; Direc-
tor of Planninq cold ComoV pity Development, $20,900; Director of Public Works --Village
Engineer, S25,500i Finanle Director; 425.300, Motion carried, three ayes. (Councilman
Spaeth had' left the meett, g prior to this motion),
