Motion ",o approve the minutes as amended carried five ayes.
Mayor Hilde then announced to the Council that he was appoloting Fran 1(asen of the
Planning Commission to serve as Vige-Chairman for the remainder of 197;.
Mayor Hilde reported to tine Council that the Planning Commission had discussed
a representative to serve as a membor of the toning Board of Adjustment (ind
had re:ammended that Jamey, Thre l nen , be appointed as the Planning; Commission
representative.
MOTION was made by Councilman Spaeth,, serunded by Councilman Seibold„ appointing
James Threinen as the Plonning Comhij;sion representative on the Board oft Zoning
Ad jus tment. Meti or, carried five ayei .
Councilman Spaeth is still seekin a Plymouth representative to the NiVropolitan

NOTION was made by Councilman Mint, seconM by Councilman
Spaeth, to direct the staff to consider the contents of the
Vicksburg Improvement memo in preparing for the public hear-
ing and develop cross sections of the proposed street at
various points along the proposed right-of-way, and that an
assessment policy be proposed,
NOTION was made by Councilman Spaeth, seconded by Councilman
Hunt, to amend the motton by adding that the staff present
to the Council proposed street improvements on a 66/70/80 ft,
oroposed right-of-way, Motion as amended carried five ayes.
NOTION was made by Councilman Seibold, seconded by Ccunzii- CONTINUATION OF

Court Cervices, Nursing Services, Health and
Welfere.and Engineering budgets were accepted withcut any
objections being stated.
MOTION was made by Councilman Spaetw, , seconded by Councilman
Neils to reduce the temporary salaries by one-half ($5,000).
Notion failed 4 to 1, with Councilman Spaeth voting aye.
NOTION was made by Councilman Hunt, seconded by Mayor Hilde,
to est. ish a four-year program of sealcoating for fully
imprj• ti;' treets (curb and gutter, base, drainage and perma-
nent per, ement), Motion withdrawn,
MOTION was made by Councilman Hunt, seconded by Councilman
Spaeth, that the staff be directed to return to the V'llage
Council with a proposed four-year program for sealcoating
streets and that the Engineer bring bark a proposed polis:y
resolution on a sealcoating program which would include 'the
timing and payment by ad valorem and/or assessment and
what streets the Engineer would recommend he sealcaated.
Motion carried five ayes,
MOTION was made y Councilman Hunt, secondee by Councilman
Spaeth, that the sealcoating program for 19:4 he put out for
bids with an alternate for street preparation and cleaning,
which might be undertaken by the Village Public Works Department

if the bids were substantial'y higher than actual Village cost.
Motion carried all ayes.
MOTION was made by Councilman Neils, seconded by Councilman
Hunt, to accept the Streets budget, subject to furtner
information being provided try the Village Engineer, Motion
Carried all ayes.

can be anticipated to be rRceived 1}y r in_ Village from ti p

The Kunicip;.1 Euil.d'ng budget was accepted without any changes
being suggested,
The Traffic Sigria ls budget was accepted but the staff Ss to
review the proposed t ualgitt to se: if M.S.A. funds can be used
foot the instal iation of traffic signals. Iteirs 851 (E ectririty)
was redvicee from $1501 t.) $750.
The Fin4nce Director noted that the budget fnr Hospital and
Surgical was iiv reased by $1880 due to the test ince ease. TI.a
staff is to roport back to the Council upon- receiving the
supaort4ig t:, t 'Figures from the insurance carrier, It was
also the aesire of the Council that the expiration date of
future contracts be made January 1, which might mean that our
new contra :t would be longer than one year.
MOTION was made by Councilman Seibold, seconded by Councilman
Neils, to identify within the "Other Charges" porgy:fion of the budget
a 85,000 item to be titled "Plymouth Promotiop.al Fur;d'' •virii%h is to
be approves+ by the Villag.: Council before expended. Mctior,
carried all ayes.

Following considerable discussion it was moved by Cot,nrilman
Neils, seconded by Covincilman Hunt, that the Engineer prepare
for the Council a s^.udy of exi,,ting inventory of ve -10el, and
thy, projected needs and consider a program of replacing equipment
parts rather than buying opw equipment, with the staff to return
to the Council bj 5/l/74.
