minutes of the September 10, 1973 Special Meeting with the following correction: Page 2,,;\

Loren Staapples, our representative to the Metropolitan Transit CowAssion (MIC) would like
the Council to come up with the name of a person to serve on the'Citiaens Advisory
Commission, Mayor Hilde asked Councilman Spaeth to cow up with i name by the next Council,
meeting.
At this point of the Council meeting, Mayor Hilde read a letter he 'had eouposed, t"sing
the CouQw:°il that he would not seek re-election and he was making the announcement: at this
early date so as to allow ample opportunity for interested and qualtf ed candidates to
prepare for the electioi this December.

Planner Overhiser explained the request, and reviewed the
histo • of the Village lanni g efforts since the mid 1960's
as they related to the proposed reconing. 'the Planning
CWWssion's r,ecamiendatiQn and proceedings were also discussed.
Harvey Swenson, representing Darrel A. Farr Develer.ant Co ., addressed the Council and
stated that he felt then is a need for a first class neUi4rhood shopping center and
believes that this is a very good location for the center. Mis is one of the faster growing
areas in the nmtropolitan area, with the other prime area being the southwest part of tho
metro area. The available neighborhood shopping centers are not fullilli,ng the need at
this time and certainly won't fulfill the future needs. For these reasons, this site was
chosen for the development. W. Swenson then showed same slides of the site to point out
sow features they have to work around and take in!o account the thoroughfare guido pinr.

In sumaary, the 176 taxpoywrs feel the proposed development would be a duplication of
facilities and feel the eXisting facilit+.es in New Hope provide ac*unte service for the
residents of the area. They question the economic feasibility of the location. The
residents directly affected by the proposed development feel there would be a devaluation
to their property becwise of the conmercial development.
Mayor Hilde asked the Planner what the rationale was for the Guide Plan whivreby we stalled
for two shopping centers at that intersection. Planner Onrhiser stated the;t the she itg
centers wane drawn to ser%* several walking neighborhoods. Mayor Hilde as:-i what the
criteria was on such a neighborhood shopping center, Planner Overhiser stated that it
should serve a driving neighborhood of 6-10 walking nei rhoods; a population of 10,000
or more people; should be lucated adjacent to a tho fare; and, should contain ITT0,000100,000 to 200 000 square feat of floor areo. 'the proposed center wr u id contain

Councilman Neils listed the following, concerns:
1) On the location of the continuation of Lancaster to the north collector street,
the Village We quite an effort to consolidate interests of property owners it
that area with no success because of the diversity of interests. The County
has now built the service road because e:f obligation, without any si Micant

In Uldition Councilman Neils listed the following potential pm!wlems:

General Development Plan.
MOTION was made by Councilman Nmt, seconded by Councilman Seibold, to adopt , the„praposed
Ordinance amending -the zoning ordinance to classify certain lands ,tn the property located
in the north h of Section 13, Township 118, Range 22, as B-2 shopping center business
district subject to four conditions. 'Rhe Council is concerned that the tees in the south-
west part of their total property may Generate too ruch traffic in :cnsideration of the
ultimate use of Lancaster Lane & Trenton Lane,, and the storage of cars in connection with
that traffic, and that we may be desirous ,.f reducing traffic in that southwest. part.
Notion was withdrawn,
Councilamn Seibold asked hent much deviation we had from an approved General Develgrant
Plan. Attorney Lefler st•Ated that it doesn't fix the location of buildings, the number
of parking spots, preci?e location of firms and landscaping; it fixes the area end the
general nature of what kinds of things are going in it.
MOTION was made by Councilman Spaevh, seconded by Cotmcilman Neils, refetTing this matter
back to the developer to cvn'ider the suggestions made and the feeling of the Council is
that it should cow back to the Council as soon as possible.
MOTION was made by Councilman Neils, seconded by Councilman Speen%, to amend the motion
that the circulation pattern and access to abutting property be taken into proper can -
sideration, and the development provide for one planned center without parcel divisions.

In discussing the 1974 Police Budget, the increase represents the addition of four patrolmen
and one sergeant,
WTION was etude by Councilman Spieth, seconded by Cotmcilaam Neils, to add two patrolmen to
the police force. After considerable discussion, the motion lost, Councilman Seibold
supported the request for four additional men by the l of of Police. He voiced the opinion
that citizens expect more from the Palace force t lay tlaui eve- before. He fut1ther, pointed
ot.t that due to the population increase and the additional comrarcial establishments in the
bear 1974, that based on the ratio of police to the population that ratio should be 1,8 per
1,000, but that with the additional four patrolmen, the average for Plymouth wculd he 1.06

Folloving this motion was considerable discussion in reference to the mmmt of overtime
being expended in the police Department to this point. It was pointed out by the Finance
Director and the Chief of Police that there is no way of detedvW the exact dollars to
be expended in any given year but that it is dictated by the wore load.

After discussion of the UWE Defense Budget, WTION was made by CML GERM 8OM

Councilman Neils, seconded by Councilmen Spaeth, to delete the
capital outlay for civi I, defense sirens in the 1974 budget. In
reference to appropriations for Civil Defense was asked to seek
additional inforartion as to new guide lines established for
installation of nei, civil defense sirens. Metion carried, five
ayes.
The Finance Director,at phis tim13 indicated that there was a request by the representative
of the WP artAo 4&te the civil defense warning in their area and that this could be done
by utilizing the presbnt tare siren at a cost of approximately $1,000. lotion carried,
five ayes.
WTION was made by Comci lman Hunt, seconded by Wyor H 1de,
for electricity under contractual services from'S120 to $SO.

Odef Hawkinson requested that we increase the service in Animal.
Control and enter into an agreement with a neighboring caemmity
for dog catching whereby we Would hire their dog catcher rather
than maintain our wn Services in 1975, and for 1974 lea%v things
as they are. Councilman Seibold asked if we were getting the
eff =.cient service frak our present control. thief Hawkinson felt
that the job wasn't being done properly now, but that it %would
take a good deal of patrol -time to correct. It was decided to
continue the contract for clog catching for the year 1974.
