PRESENT': MWor Hilda, Cu'ncilmen Neils, Hint, Seibold and teeth, maser Willis, Plainer Overhisae+r, Engineer Goldberg aid Finance Director Ricker Park 6 Recreation Director, Roger Burton, and Park $ Recreation Advisory Coemission Chairman Peter 1hoesen, apse present at the Council meeting to review the proposed 1974 and S -year Park Development Progg..._ Pete Thomsen introduced 141t Dale who presented slides an the progress made in park develo wj t within Plymouth. Following the slides, Pete Ihamsenpro- ceeded to list the general priorities of the Park & Recreation Advisory Omission for 1974: 1) One Full Time Mainterumpe Mn 2) Tennis Courts (6) 3) Maintenance Equipment 4) Upgrade Present Park Installations S) Maintain: diamonds, rinks, fields, ponds, bridges, trees, grass, weeds Q equipment Requested maintenace equipment included a lawn tractor, chain saw, 04 1 -ton trunk with radio and box, snout plow, SS HP earth mving tractor, hand snow blowers $ trailer, and a 21" push mower - for a total estimated expense of $18,680. Councilman int asked if any agreement had been reached with the schools for the use of their facilities. Manager Willis advised that a joint powers agreement was being worked on and that he had given a draft copy to Dr. Snyder% Cotmcilman,Hunt stated that to accomplish any major park development, it should be done by , bond issue, We are to the point in planning where we are ready to move with park improvement; Councilm Seibold stated he believes it is a necessity to meet the demands of our present citizens and now it the time to move. Councilman hunt feels the people's sentiments are that we are building pparks by "small drips and drabs" acid thinks the people are now in favor of same action in pariC program. councilman Spaeth was not sure we were ready for a bond issue yet. Councilman Neils identified same areas of concern: (1) 311 -mules of safety I trails - maybe sIdewal,'ks could be put in with thoroughfeTe projects; ;tad (2) central park - i a definite site is needed. Wever, hey felt some Village records were nct in auditable form. They heated that the 1973 audit sho*ald go into some detail ir. the following areas: (1) ,assesvments; and (2.1 sinking fiends. The auditor felt that the 1973 audit : hould ire comp?.eted by April 1. Me auditor agreed to reduce their bill to $18,500. The staff reported that approximately $3,000 additional revenue voidd be received from the state as credit for fixed machinery Odch had previously been subjact to property taxes. The Coum Al ncreased the On -Sale ligUox revenue from $2,400 to $8,000. NSA Maintenance was reduced frgn $22,500 to $iS,14O. Tris decrease represents the interest onrevicusly issued NLA construction Vis. The interest on these bonds comes from maintenance monies and not construction monies. The Council then began Ozijr review, of Departmental Operating fidgets . The M yor avid Council, Village Manager and Village Clerk Budgets were reviewer., but not revised at this time. The Abnager indicated the Election Budget was increased as a result of two elections in 1974 (primary and general), as well as the final payment of our voting machines, The budget for the Village attorney reflected a very slight decrease froom 1973; however, the Manager indicated this was cubject to change depending on litigation, The Manager pointed out that the Planning Budget provided for 1,500 to enable members oI the Commission to attend appropriate Meetings in order to increaaa their effectiveness as members of the CoDr fission, The chief increase in the Assessing RWget is for a proposed program®ble calculator. The staff indicated that this cal- culator would greatly reduce the time required to update assessment and property records and thereby reduce, significantly, the requirement for part -title personnel. In addition, the existing appraisers would be able to spend mors: time in the field. At the present time sapp_wximately taw months of staff time is requited annually to manually update these records. It was indicat C. that this machine as requested for 1974, would not be effective until 1975. The Mmager indicated that this increase in staff was needed to insure a continuing high level of code enforcement during the constriction process. He indicated that while the building level was anticipated to be neduced in 1974, the requirements for inspection .are presently beyond the capability of the existing staff. Comacilm3n Seibold stated he thouot the Counci-& should consider au+Jiori:Ing an additional inspector in mid 1974 so he could becogv: acquainted with the Village operation and be fully effective in 1975.
