A special meeting, of the)Village Council of trae Village of Plymouth was called to order by
Mayor Hilde at 7:3S p.m. in theCounci' Chambers of the Public Works Building; 14900 Tv ty-
third Avenue North, Plymouti , on -AuR w 2710 1973.
PRESENT: Mayor Hilde, Councilmn Hunt, Neils, Seibold and Swath, Manager Willis, Attorney
Lefler., Engineer Poldberg, Planner Overhiser and Finance Director Ricker a,
ABSENT: None
PUBLIC HEARING
Pursuant to Village Code a public hearing was held relative
to Project No. 306, for Sever, Water, StoYm Sewer and Streets
on'Xeniun Lane from Chicagoftrthwestern Railroad track's to
approximately, 1320 feet south thereof. Ihe`, ggeer explained
the pua pose, of the public hearing and the prmcemres involved.
He reviewed the bid results which were substantially below the
engineering estimztes. James Olson, of Bowstroo, Rosen,
Anderlik Associates-ConsultirEngineers, made the presen-
tation of the Project to the citizens and explained the design
and estimated costs (See Oust Estimate, Project Bid Tabs and,
mRp attached hereto and made a part of these minutes).
The Public Hearing `vias opened at 7: SS pilmo
Robert Berkwitz, Attorney for Carlson Properties, appeared
representing Carlson Proppeerties, Inc. He explained that it
was their feeling that the project as presently planned was
wrfi,se primarily because it was inconplete.. w., Berkwitz
felt that the construction as, planned was a "rtt i going
nowhere and should be attached to something". They would
be i rialing,to withdraw their objection if some alternate
program was proposed, e.g. extending the road to County
Road 1S.

Steven Gates, 3210 Xenium Lane, has property on Lots 3 and 4
of Plymouth Orchard. He would like to see the Project carried
through,
The Public Hearing was closed at 5:00 p.m.
Manager Willis advised the Council that the petitioner,
Progr oed Land, had delinquent 1972 taxes for both parcels
and, in ad4ition, had not paid any part of the 073 taxes.

pay their taxes. The Council indicated that they would
expect the petitioner to dawn 2S% of the estimated im
provenient costs with the balance to be paid ' oveviive years,

representing the George M. Hansen Oagany. Before goinngg
into the 1972 Audit, the following points were discuu ssed1
from the 1971 Auriit:

1. Sewer Rod - Golden Valley payment of $40,000 (reserve for anticipated expenditure) .

2. Engineering Charges in kieneral Fund, actual $75,603 vs. budgeted $34,130. It was ,
explained that most of the difference was for professional engineering services*
nater a lengthy discussion. the Council determined that the cost of a4iting to
track dawn all those charges would be too high in light of the WIlanation of the
Auditor. the problem of record storage was discussed. During 1972 most records
were stored in rented space. Recently the Village has rented more secure storage
space in the "Plymouth Cotuvt Wu lding.
3. The Manager was directed to research the following and report back to the Council:
1) lhhallocated General Expenses: Refunds $ Reimbursements - $20,312

2) Study delinquent tax list (Who is delinquent and hoar much do they owe?)

1972 Audit
The'auditor reviewed their 'opinion" letter u&ich was qualified because of the practice
during 1972 of consolidating special assessment furs by levy rather than by bond issue.
The, Village attorney', indicated that this practice should becgrrected; however, the effect
of the practice dirtthe year an the Village's obligation to the bond holders ars minimal.
The Finance Directorcated that he.would V back to the beginning of 1972 and from the
available data reconstruct the accounts according to bond issue rather than individual leery.

The auditor and Council reviewed the comments contained on pages 2 through S of the art.
Following the discussion an,consolidation of several, accounts into tie, General PWdj theCouatcilindicatedthatitwastheirdesiretohaveadditionalfends `established separate
and apart from the General;Fund.

make note of the dung of caappital futds which are not accounted for in the General Amd
and bring it to the attAntion df the Council at a meeting within one month.

direct the staff to account for the following three funds separate from the General Rand:

The Council reviewed the balanco sheets of he various funds, as well as the various detail
cf the several funds., It was notnd during this review that several asset accounts listed
avumts to be provided by future 11.1nancing,
ICN was made by Mayor Hilde, seconded by Councilman Dint, 0 rooting the staff and auditors
to develop ask analysis of those sections in the audit report dealing with "twunts to be'
provided by future financing" The analysis is to include a description of where all the
receipts and pa)wnts are to come from and what they are going to pay. Wtion carried,
five ayes,
The change in the General Fund balances as of December 31, 1972 was reported at $510,900.
Included in this;sum was $9S,617 from the State Aid Construction Account. It vies agreed
that the amount should be separate from the fund balance, leaving an adjusted balance of
41S,283 or an increase of $IS6,023 over the balance as of December 31,

The Manager was a.ked to provide the Council with a breakdown of the following expense
items listed on page 12:

the report dated August 7, 1973 for Project No. 306 but it is
recommended that Project No. 306 be combined with Project ,So. 301
for assessment computation since the projects are similar in
nature and adjacent to each other. Certain items are a benefit
to both,
