A s ecial meeting of the P1y outh Village Council was called to order by ftor
Hilda at 7:30 P.M. 1n the Council Chambers of the Public Works Building, 14900 Twenty
third Ar nut North, Plymouth, on November 27, 1972.
PRESENT: I Nayor 1111de, Councilmen Spaeth, Bunt, Seibold and Neils. Manager Hillis,
Planner Overhiser and Engimer Rudrud
ABSENT: None
Mayor Hilda, indicated` that the purpose of this special meeting was to review in a prem-
liminary way the proposed capital improvements fop, the 1973 construction season, as
well as to serve as an input for the S•year capital improvement program. Following
a brief review of the ability of the present staff to adequately oversee alarge
construction program, as well as the dollar impact upon our' citizens and the utility
sinking funds to finance such a prograpt, the Council establishedthr fall ng criteria
for review:
1. The Village cannot afford to order preliminary engineering reports unless
the Council is serioulsly considering ordering such projects.
2. Projects which are no!t financed 1O0% through special assessments must be
reviewed in terns of 'their fiscal consequences to the Village's utility
sinking funds individually, as well as collectively with other such
projects, before they are ordered.
3. The implications of projects should be considered in terns of any side
effecJ3 and impact that' may create.
4o The need for adai ni stti t1 ve catch-up in terms of record keeping within
the Village engineering department.
5. The need to arrange all projects into a $%year capital impra.ament program
and notify ell interested parties of s91d program.
6. The Council must carefully consider the iTact on undeveloped 1W which
will be created by the extension of public utilities.

2 Possible project for 1973 additional study required,
Manager Willis briefly reviewed the staff prepared list of priority projects for 1973,
including the staff's thinking with respect to them.

1. Vtcksburg Lane-\Cty. Rd. 6 to Cty. Rd. 15 - Priority Q.
Tho Council believes that this project should be constructod during the
owiths of June through August in order that it might not disrupt school
busing. In order to insure that the project is orgentized prWrly, it
was agreed that the necessary studies, Including,.radd alip"nts, grades,
riga-of•wgy requirements, railroad considerations, traffic semaphores
at Iay. Rd. 6, impact on future underground -utilities, storm sewer
requirements, and State Aid consideration, should, be undertakeA during

Council questioned the magnitude of traffic on this particular street
and questioned whether it should continue to be designated as a State Aid
street. Council was concerned as to how the Village should assess
collector streets as opposed to thoroughfares or residential streets,

The Council Added this project as a priority prolict for consideration
and directed the stff to contivue work on a tpmporary solution, e.g.
explore with Oe Setev Hoard and PPCA their `hinking on such terttporary
facilities.
STORM SEWER
1. 26th Ave. and Oakview to Plymouth Creek -- Priority 02,
Following a discussion on this project, a emotion was made :y Councilman
Neils, seconded by Cooncilman Seibold, directing the staff u prepare a
report vn{ch would delineate the imr.inding prublem in the immediate
area, as wall as the iWct downstream to Medicine Lake, and further
demonstrate whether or not there is an impelling need for such a project,
The study also to include analysis of the cost of the aroject, including
cost per acre. Motion carried 54,

The staff suggested that a moderately inexpensive solution could be
found si s problem by cutting drainage ditches across two lots to

was made by Councilman Neils, seconded by Ouncilmah Hunt, directing

1. Treatment Plant -• Priority fl
The Council considered t1* problem of providing g4atity water to our
citizens a Noe 1 priority. The present problem rtmuilts from the
precipitation of it -on following Waddition of :Marine to our water.
This problem can likely be solved in two different fac:hions: (1) a
total softening, iron removing plant, or (2) a less costly process of
iron removal. Motioai was made by Councilman Neils, seconded' by Council-
man 41unt that the staff be directed to report an the alternatives of
such a treatment facility which will Include the preparation of pre-
lialnary,functional specifications in which informal hromals from
vendors of such soft::ni% ;nd/or treatment equipment would be invited
to submit proposals for Village consideration, and further that the
Council meet with such vendors in order to evaluate the various alter-
natives which may be open to it, and further that the cost impact of
such proposals on the Y1ll& els sinking fund and utility rate tructure
be analyzed. Metlon carried S-0.
The staff was also instructed to include in their consideration a review
of the Village's water re rt to project the water demand into the future
in order that the proposals considered might be based upon projected
water use it sone date into the future.

A lengthy discussion was held concerning the need for supplying an
additional source ofwater to the Four Soasons area In the Village.
Presently this area is served -by .ane t" line and a standby well in the
Four Seasons develop vnt. Following a disicussion the following motion
was made by Councilman Runt, seconded by Councilman Spaeth: (1) that
the staff review any existing preliminary reports for brie9ing water to
this area and include in that review alternative sources of supply,
including the possibility of up -grading thi Four Seasons well. and the
various costs associated with these alternatives; (2) analyze the Four
Seasons area on a quantitative basis in tem of the averagt and peak
water demands and compare such against our ability to meet these demands
from the existing system alone, as well es the standby system's ability
to meet there demands; (3) review how OR proposed loop system might be
financed in terms of lateral and/or area assessmentst and the additional
impact on the sinking fund. if any. Motion carried 54.
