OCTOBER 24. 1972

The Council reviewed the staff's proposed schedule leaoing to the COMPREHENSIVE LAND USE
adoption of the Comprehensive Guide Plan. It was agreed to deet GUIDE PLAN SCHEDULE
with the Planning Commission at the regularly scheduled Plannirg Item 1
Commission meetip 9 nights of November Is 197 and if necessary
November I.K. 1972 to revtew the Guide Flan prior to the public
hearings.,
The Council reviewed three drafts of the proposed sidewalk and SIDEWALK AND TRAIL
trail system policy, the first prepared by the staff, the second SYSTEM POLICY
reviseO by the Park and Recreation Advisory Commission and Trails Item 2
Comm ttee s and the third with the revisions %aade by the Planning
Comrfssion,
The Council discussed the three different types of sidewalks or
trails needed iA the Village:
1. Sidewalks for safety purposes
2. Trails primarily for recreational purposes
3. A combination of 1 and 2 above
It waF felt the primary obstacles facing such plans were:
1. Now to finance the building of such trails and sidewalks
2. Snow removal and awintenance
3. The intrusion on adjoining property owners of such trails
and sidewalks

It was agreed thdt generl ad valorem is probably not the answer to the financing. Coun-
cilman Spaeth sugttested that if sivevalks were put in along with the street the Village
wuuld probablyy pay fir a portion of it out of ad va loren but wondereo if it would not be
more reasonable to,/ property owners one-half mile back In the same mannei as major
thoroughfares. Cau%ycilman hunt agreed slut pointed out that the expense of spreading the
rolls might be/too fneat if street improvements were not put in at the same time. In
the case of Highways ,101 and 6. upgrading this intersection to ultimate design now would
take care of the saf0y problems in that area. It was suggested that projects should be
planned on a nelghborhjod basis and that the elementary schools make good focal points
for such planning.
There, was discussion retirding whether or not bicycles sho`ald be allowed on sidewalks.
It was pointed out that t would be simpler construction and an easier maintenance prob
lee to widen roads for bioycle use. Council"n Neils stated he did not think this was
the anvir because of the 'high traffic speeds on thoroughfares where sidewalks are needed
for the protection of bicycleri. The Council agreed that pedestrian and bicycle traffic
should be removed from the Jvoreugh1are. and there followed discussion regarding the
design standards for these sidewalks. It was felt that d to 5 foot uldewalks would be
adequate with possibly an additional bicycle trail to areas where 6sage would justify it.
The Council also agreed that ti)e trail policy should not make reference to the financing
of the sidewalks and trails and that a separate policy should be drafted for this purpose.
It was pointed out 'that the two k%jor school districts in Plymouth have different policies
with regard to transporting children to school.. It was suggested that the possible dei
velopment of school walks be discussed with the Wayzata School district with reference to
their bussing policy.
The Council agreed to use draft #2 4f the proposed sidewalk and trail policy which was
approved by the Park and Recreation Advisory Commission and Trail Committee deleting
reference to financing in paragraphs 1. 2 and 4. Paragraph 1 was also charged to read

to adopt RESOLUTION N0. 724148 A RESOLUTION ADOPTING DRAFT 02 OF
THE PROPOSED SIDEWALK AND TRAIL POLICY WITH THE ABOVE CHANGES (SEE
ATTACHED "EXHIBIT A") AND DIRECTING THE STAFF :C -PROCEED WIT14 THE
DEVELOPMENT OF A FINANCING POLICY FOR SIDEWALKS AND TRAILS IN THE
VIL!.AGE. Motion carried on a Roll Call vote. four ayes.
The Conc11 reviewed the minutes of the snowmobile hearing held
FebrualolY 29, 1972. It was generally felt that the reaction to the
hearing was not of such a nature to warrant major changes in the
ordinancd,, It was felt, however, that it, should be reviewed from
time to tt e. The Manager stated that the only comments made by
the Police Chief with regard to changes in the ordinance were thhat

and a few of the items that should be included in the 4evelopik)pnt
of next year's priorities. Mayor Hi lde stated he fAl t one of the
top priority items for next year is to provide better services to
our citizens and businessmen and do a better job of comlgnicating
because of the fact that so much of the work of the Council and
staff over the past five years has been behind -the -,Scenes basic
planning and policy making which our citizens are not alw4ys aware
of,
FollowiAg a discussion of the outstanding !tems on the pro'ect list,
the Council indicated they would further consider items not completed
as part of the 1973 administrative project goals.
