Thi_ Manager indicated that prior to January 1, 1971' it was trot wholly possible to ascer- tain the accurate overhead amounts, and, therefore, he suggested the Coultcil consider making an adjustment on the proposed 1973 roils to,reflect in effect a credit because of the 204 overheai. factor built into last year's assessment rales. He 1ndi ated that an adjustment of 4,175 applied to the 1971. NOT ION was made by Councilman Hunt, seconded by Council- RESOLUTION NO. 72=285(.A) man Seibold, to adopt RESOLUTION N0, 72-285, A RESOLUTION ORDERING THAT THE 34TH AVENUE AND XENIUM LANE WATER AND SEWER PROJECT BE COK ISERED ELIGIBLE FOR THE ADJUSTMENTS REFERRED TO IN RESOLUTION NO. 72-284 AND IN ADDITION THAT THE REC CHARGES WHICH SWALL APPLY TO THIS PROJECT AREA SHALL BE ESTABLISHED AT $175 PER REC. Motion carried on a Roll Call vote, five dyes. The Council discussed whether or not the REC charge shooild be assessed at this tine for th3 projects being considered in 1972 or toll e4 ted at the time of connection to the utility system. The Council discussed two aspects of this problem: (1) would people be interested in the REC being assessed and the costs being spread in order that the impact of the charge! would be in effect reduced, or (2) pay the full charge at the time of connection. It was noted that when the individual connects to the system in addition to the REC charge there is a charge for the perm't and water meter as well as the private plumber's charges. Councilman Neils indicated that if we did not assess the REC charges at this time he would foresee a long period of time elapse before the people would make connections ano that they would be more inclined to re- pair existing private water systems rather than connect to the public system. RESIDENTIAL EQUIVALENT CONNECTION CHARM REC) MOTION was made by Councilman Spaeth, seconced by Council- man Hunt, to adopt a Resolution directing that the $175 REC charge be deleted from the proposed 1972 asaiessment roils and be collected at the time connection is msde to the public utility system, and further that th) manager be directed that where persons have heretofore made Gonne:tions those REC charges be levied on the rolls provided the Village Attorney advises the Manager that the Village mar legally make such connections. REC charg,i should be deleted from Plat 43723, Parcel 6170 because it is one parcel. The Council indicated that. no other changes should be made with respect to these vari- ous requests, The Village Manager indicated that it had been deteemined that eleven parcels,,of the West Medi:ine Lake Project area -had previously received a sanitary sewer Qrea charc'e (Project No. 66-J) and that they were also in- cluded for sanitary sewer area and REC charges cn this roll.
