PLAN Item 4-A Mayor Hilde,questioned what data had been studied to determine the projected land uses. Mr. Schunicht,indi- ated they used present zoning along with input. From the Planning Depart - mer•*. Engineer 6onestroo explained the MetrnpolttAn Council is designing for the year 2010, Councilman Hunt stated he agreed that he was not inte r- ested in building sewer pipe for two or three generations in the future. Councilman Spaeth pointed out that in regard to sewage flow, *,he ;sage of water in ;.his repoi*t as compered t,; the 1955 report I$ down about 20% end this should have some bearing on sizing. Mayor 11ilde pointed out the area North of Parkers lake and stated this is ono area that should be looked at vesty carefully In the future for densiwy dowelopment. Mr. Cook indicated they were trying to eliminate a duplication of lift stations, Ou0cilman Neils stated his primary concern is that the portion of the dilstrict within Section 13 South of County Road 9 is yel%y close to comm p1etiun and we are looking at an area, probably over twij:e that Area in size to the Nqrth of it. ,Existing development is served 4y a 6" main, and we are talking about a 16" and 24" to replace it, Councilman Spaeth pointed out tkA s is a collection point of the flow from the Northeast district and Pike Lake, The Council had previously discussed the possi- bility of the area of Pike Lake, Mud Lake and Elm Creek being pumped;to the North, but this was not resolved., Councilman Spoetlh pointed oyt that if this •foes go to the Noi%th the 24" force main to the hest would robably not have to be built. Councilmen Sp4eth asked what effect pimping these areas to the North would have on the Northwest interceptor area and the North central district. Mr. Cook, stated th+s would take in an area of basically everything Nor1:h of the railroad tracks and could possibly 1_'iminate two lift stations, Coun- cilman Seibold asked what study has bean done with, regard to 0is ossi- bi1ity. Mr. Cook stated there has beer some discission with the otro• poli tan Sewer Board Out that New Hope and Map' le Crove have only temporary capocity at the res ent time. Mayor Hilde statef that under the nl:w cost allocation proposed, by the Metropolitan SewQ• dourd, the only reason left why Plymouth should hesitate running any sei#ige North is this cost of con- veytnce, and we shtuld get a cost analysis df:the difference. Cou0cilman Neils stated that perhaps our criteria should be to create a minimom numter of sequential lift stations to reach the Village boundaries, We must look at iliternal costs within our own boundaries. Councilman Neils stated all the Council is asking -for is an analysis of how much cost ireductlpn might result if those selected dilstrlcts were pumped North r ltoer than South. M;Ayor Hi 1 de suggested adopting this plan with an addendum that indicates that if interceptor servile were ever to become evailabl"o in the forth portion of our community it appears likely that it would bo,feasible to service this district to tWNorth and that at this time the.Yill;age has been told there are no such plans, but whn it becomes, a relative certainty we will submit an addendum. Mayor H11le stated he felt at this point that if we adopt this present plan with the proposed changes and then go ahead and make a private agreement with Maple Grove to ,tame :are of this Northern area, thZt is not going to in- volve the Metropolitan Council. If the area is so big that Maple Grove cannot handle it and if at that time we know more about an interceptor that is going to be built, we can at that time based upon what we said in this report about the possibility of going North come back with a new plan. Councilman Neils stated he had two concerns: (1) that there may, no longer be such a thing as a private agreement between two villages for fewer ser- vice, and (2) that wo should explicitly state that prior to the time when any investment in interceptor capacitieswould be made in Plymouth that would not otherwise be required if it were not to serve those specific arei s that we would want a final determination on which way 1t is going to go in the metro system, Councilman Spaeth and C#ouncilman Neils removf:d their previout motion and second. SVST04 WAP ed, and Mayor Hilde noted the sidewalks along Highways 101 and 6 and other thoroughfares discussed at a previous meeting were not included. Planner Overhiter stated the idea of a trail system was to get to the neighborhood parks and to get people off of the major thoroughfares. He stated he considered sidewalks a level of detail that should not be part of this map but should be a separate policy statement and part of e, set improvement. MOTION was made by Mayor Hilde, seconded by Councilman Hunt, directing the staff to develop a sidewalk plan which considers the trail system plan, includes funding problems, schedule problems, takes into account triose areas where there is obvious dani,er to pedestrians and bicyclists, includes policy recommendations and where and how these sidewalks might be built. Motion carried, five ayes. MOTION was made by Councilman Neils, tz%nded.by Coun- cilman Seibold, directing the staff to examine the pre- vious preliminary report and other alternatives includ- ing those in Councilma:, Neils' report of August 28 and report back to the Co."r',,:il as to whether any significant reductions in the construct i7n of a Pinetree Pond outlet appear feasible. Motion carried, four ayes. Councilman Seibold Mated he felt there is a serious WEED CONTROL need for an overhaul of the weed ordinance as the exist- ing ordinance is both hard to interpret and enforce. He seated he felt there should be degrees of flexibility rtlating to the percentage of development in an area. Ciunciiman Spaeth added that this should be included in te plans and development contracts with a bond as a m tans of assurance.
