APRIL 24, 1972

A special meeting of the Plymouth Village Council was called to order
by Mayor Hilde at 7:OS p.m. on April 24, 1972.
PRESENT: Mayor Hilde, Councilmen Spaeth, Neils and Seibold, Council-
man Hunt arrived at 7:30 p.m., Manager Willis, Engineer
Rudrud, Planner Overhiser, Attorney Lefler, Consulting
Engineer Bonestroo,
ABSENT: None
Last week the staff discusser) suggested aligmuents of RES. N0. 72-146-A

SUBDIVISIONVARIANCE
MOTION was made by Councilman Neils, seconded by (A-274)
Councilman Spaeth, to adopt RESOLUTION N0, 72-146,
A RESOLUTION D NYING THE,SUBDIVISION VARIANCE OF
HANS T, HAGEN, JR. (FOR WILLIAM WEBER - GREENWOOD
BAPTIST CHURCH SITE) and that the petitioner be
requested to pursue the preliminary plat approach,
a remedy which is available within the ordinance.
Motion carried roll call vote 3 ayes, with %Council-
man Hunt and Mayor Hilde voting naye. Councilman
Seibold qualified. his vote: I'm for granting a sub-
division waiver but not in the wanner proposed.
We would be foregoing further requirements of this
request if we were to by-pass our Planning Commission,
This Council wants you to move it further north.
PARK AND RECREATION ADVISORY C%51ISSION - Pete Thomsen advised the
Council about an expenditure for signs to be erected at various parks.
PLANS FOR 1972 - Milt Dale and Jim Reuper repor'.ed on park improvements
for 1972. Pete Thorsen discussed the Trails System Committee and indicated
that he has asked Jay Richards to be Chairman of 'this committee. Crnnect
us to Hennepin County if we want to. Mayer Hilde thanked Parks and
Recreation Director Jim Reuper on behalf of the Council for his work
in the program in .Plymouth and expressed their appreciation for his
good efforts and wished him the very best from the Council.
PLANNING COMMISSION - Review Comprehensive Planning Program "Community
Structure" - Mayor llilde askrd Planner Overhiser to take both the
Planning Commission and the Council through the principal parts.
Planner Overhiser went through the purpose of the Guide Plan: 1) Land
Use 2) Thoroughfare and 3) Community Facilities,
WATER REPORT - STATUS REVIEW - Everyone was asked to turn in their
copies of the water report as Mr. Bonestroo's office is making
corrections.
C.C.R. REPORTS - Bassett Creek 6 Minnehaha Creek Watershed(S aeth) -
sometime this month will have hearing. Looked through them; haven't
gone tht-ough it in detail. Staff will analyze Bassett Creek.
Fage 2, April 24, 1972, Special Meeting -
School Districts - 279 and 281 (Neils) - nothing
274 and 284 (Seibold) - mostly.tied up in
educational things not related to us.
Spoke with superintendent. Sending the
agenda of school board meeting.
Building Codes Advisory Commission (Neils) - nothing
Park & Recreation Advisory Commission (Seibold) - Asked about park
in r_nrthwest area in Plymouth; this is one part they want to keep
in as natural a state as possible.
Planning Commission (Neils) - Planning Commission is most anxious that
we do something with the Sigel Ordinance soon so it is resolved.'
Human Rights Commission (Hilde) -
Metr:pol'itan Council (11unt) - nothing
Legislature (Spaeth) -
Hennepin County League of Municipalities (Hilde) - Mayor Hilde
indicated that he wished individual Councilmen could take an
adtive part in meccings of the Metropolitan Council and Sewer
Board. If we wire smart, we would be in on their discussions
right now; 1) Metropolitan Council meetings and 2), Sewer Service,
District No. 1 Advisory Board. Should have an inpIt. If weedon`t
do it, our citizens may point to us and say we should have been
presenting their interests; make'our presence felt there in an
organized way.
PkOJECT REVIEW - Manager -
A. Will come back to Council when the State receives the project
appraisals.
B. Two ways to go; 1) Billing for staff time; ur 2) Do it in
terms of higher fees for certain types of services. Hope
to have it ready next month. 5/22 deadline.
C. 1 and 2 tied up vith Planning Commission depending on the
manner in which we approach the Guide Plan - 5/22
D. PIN - Will be on the May 1 Agenda.
E. Part o; CLEAN committee; coming up in May; thereafter will
look into compactor.
F. Copics have again been Made available to the Chamber; would,
1-11-e to have something back by the 1st of May - before the
Z? (J.
G. Planning Commission had a hearing; only one person came;
ordinance coming to you before much longer.
H. Moving ahead quite well with respect to developers' plans
with beingable to acquire a major tenant. Have not done
any additional work relative to the site plan for Village Hall.
1. Trying to establish a meeting; check was sent in.
K. Still have County Commissioners to change two districts to
correspond with ours.
M. Draftsman not hired yet; taking time to go through applications.
Initially will have to reproduce as-huilts.
N. Still going through that; going through old minutes.
F * NOTION was made by Councilman Neils, seconded by Councilman Hunt, that
we get as-builts on mylar before we acct:pt a7y project. There should be
a requirement for drawing resentation standards,rawing format, etc.
Motion carried, all ayes. Amended 5/15/72.)
