MINUTES ,
MOTION was made by Councilww Johnnnn. second by Councilman Spaeth to
approve the minutes of a regular meeting held December 6, ;971 with
the following amendments:
Page 1. 3rd paragraph, 2nd sentence:After the word "content" should
read: "of the area bounded by" instead of "guided area, on the".
Page 20 7th 1w.4ragraph, 2nd line: Hefom word "Southwest" finish sentence
as fo",lows: "excellent job that they did la the eggtneeting and
administration oZ the Southwest Project."
3rd sentence to read: "Any Village staff undertaking a project
of this size and come out of it like we did deserves credit."

Mayor Hilde called attention to the request received from Jim Wahl.
Planning Commission Chairman, asking the Council to consider the storm
sewer improvement in the area of h4ghway #101. The Council concurred
that this iimrove-ment is the repponsibility of the Council and that the
Planning Cmuml4slon sho0d not hold up ar.y at;tinn er have this project
Interfere with any action that to rejuired an a pettiticn they Planning
Commission may receive. Mayor 1111de suggested than; this be a suh ject
of discussion at the next euarterly meeting with the Planninaz Comiesion.

A petition was ,tubmitted by Mr.. Lawrence LaLiberte whicla he and several
residents on 1801 AVenue and Evergreen Lane had signed freq,uesting:
1) "No parking" signs posted on the north and south s1des of 28th Ave.
east of least Medicine Fake Rlvd.
2) 4 df:ums of salt and rand to bo placed at the to3 of the hill at
West Mzdicine, Lake Blvd. and 214th Ave.
3) An answer reger4ing plwing, salting and sandlng 'i. Rth Ave., east of
West Medicine take 15Ivu. after -mch snow fall.
Manager Millis said a problem was crellt.ed by the incomplete utili*y
Improvement construction in the area. Residents have experienced diffi-
culty in getting ouc at 28th Avenue. mayor Hilde said this is a staff
problem and nhould be handled by thi Manager under "Lan B government,
however, he invited Mr. La`_.iberte to speak before the Couneil regarding
the petition.

Mr. LaLiberte salt' they did approach the manager and this was what prompted
them to submit a petition to the Council. He cited the circumstances surr-
ounding the instance when 6" of snow fell during the night and the difficulty
he and his neighbors encountered when they attempted to Re! to West Medicine
Lake Blvd. to go to work the next morning. Yney want to know where they
stand for getting service whin future snowfalls occur. No other egress and
Ingress is available. Tneir vegtwec for "no parking" signs 1s due to the
transit cars coming in driven by nonresidents to go snowmobiling and fishing
on the lake. He compared their area to the mess on the: east and south shores
of Medicine Lake where via control is exercised over people coming in.
Manager Willis related what action was taken by the Village when this snow
fell and the above matter was brought to his attet.tion. When there is at
least ;' of snow f..11en the rood crew, in Whole, is sent out to plow village
streets. This Is none un a notation basis, where certain streets will bn
plowed first and the next time the street axy be last. so as to equalize
the benefit of service. They also have to Ret to work. The request for "no
parking" signs was discussed with respect to a future lift station construction
In the area, the 33' road right of way. merits of permanent or tempor-iry signs
and the future design of 2Pth Avenue.
