A special meeting to hold an assessment hearing and adopt the assessment rolls
was called to order by Ccrncilman Hints who acted as Acting Mayor., at 7:15 P.M.
on September 30, 1371 in the Beacon Heights Elementary School, 12315 Highway P55.
PRESENT:.Councilmen riintz, Hunt and Sgseth, Manager Willis, U.gineer Rsdrud,

told him the charge is based on the VillaIs. ordinance and all developers lw
Plymouth are charged accordingly. Mr. Porinick asked why they should be
charged the minimum, we have aever used the'nininum.ICouncilman Riots said
all residents, whether occupied or vacant,,I>ay the minimum charge.,, `We can—
not give you any benefit because you have units not rented. Councilman Hurt
added that very few families use the minimum:, Manager Willis said this to
18,000 galloni per quarter. Mr. Posnick said saay more apartments are being
built in Plymouth and he doesn't see how they .rn make it, we don't seem,to

feel their street lighting is not adequate. Manav-%' Willis asked for
their navas to check out this situatio"s
FOX MEADOWS STREET LIGWL PROJECT 071-5,A: Manager Willis advised that
the entire cost for this project is beint borne by the Vex Meadows
developer and they advised that they have agreed to accv"t the assess-
ment. Public hearing opened and closed.

Mr. Frank Harris „ Builder's Exchange,) asked what the assesswent term
will be. Engineer Bonestroo said it has not been decided yet whether
it will be 10, or 20 years,; most likely it will be 20' years.
Mr, Sig Anderson, 14720 31st Ave. R,, asked if the project has been,
coniolated. Engineer Rudrud said it has been'complete but some work will
have to be done to briug it up to standard in the area',est of Fernbrook
Lane, Mr. Andereon wanted to,know what the cost is for flim. He was told
that the cost s sonwhat less,for the residents than wasp given at the
public, hearinFl. Originally it was to be $423.50 but on the rolls it Is

storm sewer projects. rutted commercial areas was to be assessed over a
five year pe:iad and unplatted commercial and residential was to be
assesseJ +: twenty gears
PROJECT i71-h,A, FERNBROOK LANE IMPROVEMENT! Engineer Rudrud said,the
project has basically been completed and the assessment roll will be
spread over a ten year period, with residents charged $8,00/fr.ft. and
commercial $18.90/fr.ft. Public hearing opened.

IMPROVEMENT,
Mrs. J. Co LaVigne, 3225 N. Fernbrook Lane, said they feel that since
this is part of a future thoroughfare plan it Is unfair to tax them for
this improvement. They did not ask for it and it was put in primarily
for Be1Mar. Mayor W'lde told her she is being assessed $8.00/fr.ft.
which is less than 1,e others, which run about $9.50/fr.ft. The street
went in and you are .enefitting from it. She asked what income bracket
you had to be in to afford this along with sewer and water. Councilman
Hints said he did not knew but he would hate to see the cost for such
improvement 2 or 3 years from now, they will be considerably higher. She
said Fernbrook has always been a main thoroughfare and the improvemsnL
cost should come out of Village funds and State Aid. Mayor Hilda said is
does cost more for thoroughfares but we have taken the cost for people
who live on a thoroughfare and based it the same as a resA dent pays for
any other road. Councilman 11unt explained that any road financed by State
Aid would be a "limited access the tig1,fare" and no dv&ivtways are allowed

Councilman Hunt said it bothers him the way Dunkirk Lane is going to be
cut into for improvements and iievelopments and asked if sealcoating will
adequately seal it again. Engineer Bonestroo said it would. Planner
Overhiser said there will possibly be one or two cuts. Councilman Hunt
said he is not happy wi h the surface of the road. Engineer Bonestroo
said some of the corrugation will come out in a year as the road cures
and that $1.000 is being held out from the contractor.
PROJECT 070-B.0 36TH AVENUE IMPROVEMENT, (PILGRIM TO ZACHARY LANES);
Councilman Hunt asked Attorney Draws for his opinion on a case where
an assessment is made for a project to take place next spring - what
happens to the citizen who pays cash and has not had anything done?
He could be getting interest on his monev if it was in the bank. Is
there any way around this? Does he have to pay by November first or
can he wait until next springT Engineer honestroo said we have already
borrowed the money, someone has to pay the interest regardless if the
project is finished or not. Councilman Hunt said it seems unfair.
Attorney Drawn said, otherwise we end up paying the interest if we do
not assess, you could avoid it by awarding the contract next spring.
Mayor Hilda said the Auditor has to have the roll a year in advance.
Councilman Hunt said if we adopt the roll andpeople pay for it there
has not been an expenditure. Mayor Hilda said the problem is that
there is only one time in the year that it can be assessed. it seems
unfair but it ready is not. Public hearing opened.
Mr. Richard E. Aberdroth. 11021 36th Ave. N. asked if they were assessed
the residential tate of $8.00/fr.ft. He was told yes.
RE: 36TH AVENUE -
PILGRIM TO ZACHARY
Mr. Jades A. LaFond, 10229 36th Place, inquired about his assessment as
his property backs up to the project and his utilities come off 36th Place.
Engineer Sonestroo told him he is not being assessed. Public hearing

Mr. Elroy Peterson, 1565 N. Evergreen Lane, asked who he should ,talk to so'
that he doesn't get charged twice for one connection. Engineer Rudrud
talked to his personally in this regard. Public hearing closed.

Councilman Hunt said it bothers him the way Dunkirk Lane is going to be
cut into for improvements and iievelopments and asked if sealcoating will
adequately seal it again. Engineer Bonestroo said it would. Planner
Overhiser said there will possibly be one or two cuts. Councilman Hunt
said he is not happy wi h the surface of the road. Engineer Bonestroo
said some of the corrugation will come out in a year as the road cures
and that $1.000 is being held out from the contractor.
PROJECT 070-B.0 36TH AVENUE IMPROVEMENT, (PILGRIM TO ZACHARY LANES);
Councilman Hunt asked Attorney Draws for his opinion on a case where
an assessment is made for a project to take place next spring - what
happens to the citizen who pays cash and has not had anything done?
He could be getting interest on his monev if it was in the bank. Is
there any way around this? Does he have to pay by November first or
can he wait until next springT Engineer honestroo said we have already
borrowed the money, someone has to pay the interest regardless if the
project is finished or not. Councilman Hunt said it seems unfair.
Attorney Drawn said, otherwise we end up paying the interest if we do
not assess, you could avoid it by awarding the contract next spring.
Mayor Hilda said the Auditor has to have the roll a year in advance.
Councilman Hunt said if we adopt the roll andpeople pay for it there
has not been an expenditure. Mayor Hilda said the problem is that
there is only one time in the year that it can be assessed. it seems
unfair but it ready is not. Public hearing opened.
Mr. Richard E. Aberdroth. 11021 36th Ave. N. asked if they were assessed
the residential tate of $8.00/fr.ft. He was told yes.

his property backs up to the project and his utilities come off 36th Place.

PROJECT /71-10A JONQUIL LANE PROJECT: This project was reviewed by
Engineer Rudrud. He told the citizens they can find out what their
assessment is from the Assessment Clerk. Originally the sewer cost was
estimated at $18.30/fr.ft., am it is X33.50; water was estimated at
6.60/fr.ft6 now it is $11.15/fr.ft; streets will be $13.80/fr.ft.,
totalling $58„45/fr.ft. Mayor Hilda said the bids came in higher than
was estimated on the preliminary report and the Council seriously con-
sidered what to do with the bid and whether or not to proceed with the
project. The lowest big! was $60,000 less than the next lowest bid, so
on that basis, the bid was awarded. We wondered if we were vise to
proceed but knew you needed the sewer and water and felt if we bid it
again it would come in much higher text time. The public hearing
opened at 9:00 P.M.

Mr. Jay L. Skarnes, 12225 35th Ave. N., asked if they will go up as far
as his place with sewer. They never fix the road and have never plowed
once. We do our own shovelling. Are we being assessed for that? Eng-
ineer Rudrud said the trunk is being assessed and the water main is being
assessed to everyone. All the properties to be benefitted will be assessed.
Mr. Leonard J. Kluck, 12255 351th Ave. N., said most of us dei not need water.
We did not get a litter about a hearing. Mayor Hilda told hie notices were
sent and legal noticti put in the paper ten days befogs the meeting. Mr.
Kluck said the people who own the greenhouse are being assessed so much
they have to mall. He asked why it cost so much to remove the trees,
20,000, they did it in one week. Mayor Hilda said the lowest bidder got
the job, we had no alternative. Mr. Kluck asked if most of the people
voted for it? Mayor Hilde said the Council does the voting.
Mr. Hackett, 11200 35th Ave. N., asked how far are you going down lith
Avenue? Manager Willis took the map and showed him.
A citizen asked if homeowners wore notified so they could have a yy if they
wanted it to go through or not? It is $26.00 higher than what we were tori.
You started the project, non how do we pay the taxes? Mayor Hilda said the
assessment is spread over 30 years. He said he would like to know what the
cost will be over 30 years.

Mrs. Swenissen, 3270 Jonquil Lane,`said she has a letter addressed to Mr.
Fred Hafner stating yon ware able to lower the cost of the project further.
Mayor Hilde'said he wrote that because the Engineer said they Vere going
to put in a floating pipe instead of pilings and. that would save money and
he vas so happy to hear this he wanted to pass the word along to Mr. Hafner.
Councilman flints said rthat ball joint pipes are :going to be put in.
Mr.,Skames said you were warned of that at the puff lii'hearings I have pro-
perty,on the other -:side, any taxes were going to be $9,000 and I complained
because I would be taxed on both sides, now the tax will be $1100000 is that
the usual thong? Mayor Hilda said we heard your warning but what could we
do`about it? Mr. Skarnee asked which engineer cans up with the figures for
the project? Mayor Hilda said most of the time we come below the estimates
but this time it went way over, but we felt you needed it.
Mr. Leo Kruse, 12150 35th Ave. N., asked about the Federal assistance that
was mentioned. Mayor Hilde told him it is not available. Mr. Kruse asked
how he will be assesseJ for k corner lot. Engineer Frigaard said it will be
assessed on the short side. M=..,Kwame ,maid he is paying more assessments
than his house most his to begin with,.
Mr. Wayne Lnswell6 12155 35th Ave. N., lifts;,,on the corner and wanted to know
if he must pay $13.80 to put the road back. Engineer Frigaard said the entire
thing for sewer, water and streets ware assessed on the short side. He wanted
to know how he could be assessed on the basis of four lots when it le one
parcel. Councilman Hunt told his it is platted as -four lots.

Mrs. Paul Holnau, 3230 Jonquil Lane, said she appreciated the Council's action
for this project. We needed it, we were drowning in our own ewer.
Engineer Rudrud referred to the statement on page 2 of the handout. He said
they anticipated that the area charge would go up, we are making a study on
this now. This assessment only involves the front foot charge. A hearing
will be held on the area charge neat year. Mr. Skarnes asked if the area charge
affects a single lot? Mayor Hilda said yes if it is Is an acre it will cost 4 of
the acreage charge. Public hearing closed at 9:10 P.M.

carried 4 aye roll call vote.
Councilman Hunt said this area received a lot of bad publicity such as
dogs getting sick from sewage, etc. We would probably be ordered to put
in the project by the Health Dept, later on and any bids received would be
higher and hav4 to be accepted. Councilman Hints said the project was re-
quested for the Past three years and last time we received a very strong
petition, so decided to go ahead with it even if the bid was high rather
than wait until it got prohibitive. Mayor Hilda said the PCA would gave
forced us to du it anyway, but the worst thing is that it wen* so high.
