MINNE OTA cr SEPTEMBER 27, 19171 1 special meeting of the Ply+buth Village Council was called to order by Mayor Hilde at 7:45 P.M. on September 27, 1971. i PRESEXT: Mayor hilde, Councilmen Johnson, Hintz, Spaeth and Hunt, Manager Willis, Engineer Rudrud and Planner Overhiss-r. MOTION was made by Councilman Johnson, second by Councilman, Spaeth to adopt RESOLLTtIN N0, 71-344, A RESOLUTION, AWARDING THE BID FOR PROJECT 71 -1,0,8,a -L GHELSFA WOODS SEUYER AND WATrR IMPROVEMT TO BERG b KERN CONTRACTING, 8pnn TF.ETBAVC% BLOOMINGTON, IN THE &MOUNT OF $M,584.55. Motion carried 5 aye roll call vote. REPORT Planner Martin I)verhiser reviewed his memo of Sept. 20, 1071 concerning the amendment ti- the Agreement for Planning Services of June 15, 1970 with Nason, Wehiman, Chapman & Associates which gave the purpose, adm- inistration, scgoe (if services, in two phases, and general information covering the timo schedule and costs of items remaining in the a-,aded program. There was a discussion on the Section 12 re -study. Council- man Hunt expressed a desire for a report covering what has been spent, step by step, and what will be expended. Flamer Overhiser explained the five basic cluments of Phase 1 and told how many maps have been completed so far on the 1 study areae of the %til:age. RESOLUTION The Hennepin County League of `lunicipali.ties sent a copy of a resolu- tion which they endorsed and asked that the Council also consider adopting 4 similar resolution, "in support of state assumption of the major share of education and welfare costa as a means of affording lasting property tax relief and retaining the property tax as m means of supporting local services", before the coming legiislativP session takes place. ANO* 7 1-345 APPF RtE XtIENDED AGRE'SANT RE: RF SOLUTION STATE, ASS11PPTION FDITA" ION AND WELFAR ", COSTS c I 1 Page 2, Special Meeting,, Sept. 27, 1971 Councilman Johnson said before acting he would like to'kno, how the school boards feel about th t resolution, inasmuch as we have trfaA to establish good rel -;tions with :hem and he would not like to have them take offense especially with resp+tct to items 1, 2'and 3. Mayor Hilde!felt the schools would favor the resolution but suggested that a letter be sent by him to the school districts with a copy of the proposed resolution for their quick review and immidiate response to same so action 4;4n be taken at the October 4th lieeting. Council concurred. Councilman Spaeth er)ressed concern for item 4, which try give the state tool much power. Mayer Hilde referred to the fourth paragraph and felt that local government doer; a more efficient job,for the people and -item 4 may contradict that. Color-icilman Hintz said if we are going to have an equali- zation of education they will have to change the provision of funds to schools. Mayor Hilde said he would look at the proposed items and have our tr1sas expressed and get it back for the October 4th, meeting. MISCELLANEOUS l Engineer Rudrud advised that the petitioner for water on Nathan Lane has asked that the public hearing scheduled for October 4th be cancelled. They &i not wish to have the water now. The Council discussed the merits of installing the improvement at th1s time and it was decided to proceed with the public hearing as scheduled. Mayor Hilde urged the Council to attend a meeting of the Hennepin County League of 'Municipalities to start at F:Ori P.M. at the Boulevard Cafe on October 7th, The 36th Avenue improvement assessment hearing is scheduled the same evening which may conflict however, Manager Willis will make an effort to have the two parties involved sign a hearing; waiver. All members of the Council, except Councilman Johnson who will be out of totm, agreed to attend the meeting. If the hearing is not waived they will leave the meeting .for same and return. Especially since taxes have h'en an issue and they should 'ttie aware of the duality of services. Pev. GErald Oas said that he has been pleased with they services offered by the Village staff, Council and police, it is great to be a citizen of Plymouth and the Council has done an excellent job thus far. he asked If the budget :could he published in the officts,.0 paper. Mayor Hildo said for economical reasons It will not, but anyone can visit the Village hall to review the budget. rev. Oas wondered where there is rood in the Village '-all to put additional staff members. Mayor Hilda ;:aid this doeR pro -sent a problem. We will be placing a mobile structure adjacent to the village hall to accomodate additional help. Mayor Hilde said the sta,ft is working in very adverse, poor office conditions and someday we will have to gay, now we need a new village hall. `Ir. `tarlo June said he is a member of rwo homeowner associations. If they felt any', thing was not acted on properly they would be sure to complain,evidently •lo r they have no complaints to make. Public hearing closed at 9:25 P.M. The Council and Manager took up the Proposed 1972 budget for finalization. It was concurred to try and hold the mill rate as close to last year's Tial rate ws possible. After a lengthy ;-eview and discussion the manager was directed to make several further reductions in the budget and present it final report and budget for adoption at, the October 4th council meeting.
