A review was held on the ordinance amending the Village Code to provide RE: ORDINANCt

the Police C ief, Park Director and Attorney had drafted to give the
Police Department authority to enforce action relative to abuse of
Village parks which most cities have for protection and enjoyment for
the people usSng nark facilities.
It was concurred that Item 11.01, Paragraph a, should include "waste
receptacles". -mayor Hilde suggested that Item IIA9 pertaining to greert-
strips. be broadened by the word, "etc." or "Ruch as". Ile felt it is too.
limited in its present form. it was agreed that Item 11.11 should have
the word "motorized" before the word "vehicles" for clarification.
OTION was made by Councilman llunt, second by Councilman Hintz directil'lg
the ?I.anager to have the attorney redraft the ordinance and make the
amendments recommended above for Items 11.01. 11.0q and 11.11. :lotion;

show our appreciation for the job that the Plymouth Lions have done with
regard to Lions Park. Ybtion carried 4 aye vote.
anai.er Willis agreed to draft a letter to be from Mayor [tilde to acc-
ompany the aboli-e Motion.
Drfin.itions of the terms "greenstrip" and "linear parks" have at tines
been questioned, so Manager Willis advised that he and Park director ;
Aeuper discussed this and, his merm of July 11nd pertains to this subject
which was revieuted by the Crunct.l and Com:Lsssion members. lftt the diff-

conturred that his July ".".nd nemo was very goad. "anager Willis said it
was meant to be used as a general form of reference for guidance. Comm-

Park Director Peuper said a review was made of the 26th :Avenue Park Plan
for five acres in Gree:trfte which was dedicated to the Village. There
is interest in the community for this park and various individuals have
made proposals to improve it. He indicated what might he done to make
this a neighbor tood park with facilities for a football field, softball
field, skating rink, warming house and wading pond. A list of costs
for the plan was made, which will take sometime to develop, to give the
Cowicil an idea of what to think about for developing a park of this type,
said the Park Director. Councilman Hintz questioned the time table, inas-
much as no funds ate now available. only one neighborhood will benefit
from it. Chairman Thomsen said time tables have been recommended, money
is not available, we will divide 4 sections and set up a system of prior-
4°les for parks on grading, seeding and cooperation with School Boards.
hits is :just an e. ,mple. Mavor Itilde asked when their presentation will
be made to the Council and told them the Council depends upon them as
Advigors. Chairman Thomsen offered to get together and set up maps and
figures for review and discussion. It was decided to hold a joint meet-
ing again on August 23rd for their presentation.1' Mayor Ililde asked that
they have visual presentations prepared so the press and public can under-
stand it and include criteria. philosophy and thinking that went into the
priorities znd the same criteria, philosophy and, thtnking that went into
the decision on how to develop a park and that it be in formal terms so
It can be adopted. Then thare will he the matter of implementation on
what has been adopted. ;Tr. Thomsen said excellen cooperation has been
received an land and equtpment from the School Roard,
Cuunciliran Ilintz sald he would like to have the input from the Park
Commission on the dedication of park land also at our next meeting.
Attorney Lefler drafted an ordinance on this which was held until t:ia
1,egislature acted on whether or not we could require oayment in lieu
of land. The ordiman-i will be modified with the recently revised
State law. Councilman hunt felt it should not he based on honing, but
rather an densA y of the parcel. This was discussed.
