A continuation meeting of they Board of Revieut was called to order by Mayor
Hilde at 6:20 P.M. on July 19, 1971 in the Village Council chambers.
PRESEM: Mayor Hilde, Ccunci.lmen Johnson, Spaeth and Hunt, Manager Willis,
Assessors Pulju, Carroll Ana Fischer,
ABSENT: Councilmen Hintz
Mayor Hilde advised that this meeting is a continuation of the Board of Review
held June 30, 1.971 because it was reluested that the Assessor send notices to
the 500 citizens whose market valuattons were changed this year on their
property. The changes were based on any construction that occurred on their
properties during the past year which can only be done during the odd numbered
ears. The Board of Review is held so that any citizen may have the opportunity
to appear and discuss the valuation placed on his property should he feel that
it is more than what is being assessed as a standard in the community.
If the citizen is not satisfied with the Board's de^inion in the matter he can
pursue the subject further with the Hennepin County Board of Review who meet
on the third 111ondav during July and '-must. Beyond that point an appeal can
be made to the State Tax Commissionei And make an appeal for an abatement.
These are standard community procedures.
Mr. Vernon Peterson, owner of Plat 43705, Parcel 358n, said he discussed his
valuation with tite Assessor and is satisfied with it. However, much of his
land has been under water since spring. Ansessnr Pulju said the valuation
set this year was haled on the new garage construction. Consideration of the
land will he made when the property is assessed again next year.
Mr. Lawrence J. Laliberte, 11845E 28th Ave. &N., Plat 43723, Parcel 6180. was
opposed to the increased valuation of $3,nno. He started the construction of
his home in 1467 anti it is still not finished. Ile feels this amount of in-
crease is over and above v hat it should be. Assessor pulju said the increase
is based on the construction that has been added and finished during the past
year. The valuation of $ 31, 2no was increased to c 34 , 2nn and lie explained what
items that lie finished that were the factors used for said increase in his very
fine home.
Mr. Laliberte Massed around various snapshots of his home for the Council to
review pointing out certain phases as yet not finished and said that due to
the topography of his land he would have a hard time to sell, his home for
this valuation figure. Houtever, if his house was an a choice purse of land
anti to a community such as Edina it would probably sell for Sn,nno to $55,nnn.
Assessor Pulju said his figures for the two plus acres 0 land Is $'180n anti
the house iR valued at $.'t1,00, making a total of $14,310, and lie dol tred what

MOTION was made by Councilman Johnson, second by Councilman Hunt to deny tate
request to reduce the market valuation on Plat 43723, Parcel 6130 owned by

Councilman Hunt felt his assessed market valuation increase of $6601 on Plat
43705, Parcel 3532, 172CSD County Road "47 was not realistic because the
addition to his home only cost $3,nnO. He converted an attached garage to a
family room, thereby making it now part of his home. Considerable discussion
ensued on the Assessor's report that the added value to the house is listed
as $2,952 and added value to the garage as $3,648. The Assessor brought out
that the garage valuation breaks down to $4.00/sq. ft. which is the lowest
figure used in assessing garages, sonse garages receive assessments up to
6.50/sq. ft. The Assessor also gave.,a_breakkaown or. Oie other factors of.
the construction on which he based his increased valuation figure.
MOTION was made by Councilman Spaeth, second by Councilman Johnson to lower
the $6600 market valuation figure by n ,nnn. Councilman Hunt reviewed some
of the items he stated in his memo to the council. The Assessor said homes
in this area are selling for much more than the market valuations placed on
thea and he cited a few instances where this has happened. Ile try to follow

Assessor Pullii mentioned that Garti• Guthrie, Plat 44559, Parcel anln, con-
structed his home with very poor giiality, below lveraF,e workmanship and
there is evidence of functional obsolescence. Due to reconsideration of
these factors he feels that the $38,1nn valuation set on this property
should be reduced to C3611n0no
