A special, meetiriR of the Plymouth Village Council was called to order by
Mayor Hihie at 7,:45 P.rt, on May 24, 1971 in the Vi lege Hall Administration
Offices.
PRESENT: Mayor liildr., Counr,ilmen Nunt, Spaeth, `tanager Willis, .Engineer
Ruirud and Consultant Engineer Bovestroo. Councilmer-Hintz,.and
Johnson arrived at 5:00,P.Ms
ABSENT: None
MOTION was made by'Countilman Hunt, second by Councilmar. Spaeth to RE: MINUTES OF;
approve the minutes of a joint meeting held May 10, 1971. Motion MAY Do 1971

Mr. Richard O'Fallo_, one of Plymouth's representatives to the Bassett RE: BASSETT
Creek Watershed Coaotission,,apreared before the Council to discuhs our CREEK WATERSHED
request that the Commission postpone, their public hearings until we REPORT
have completed our Village Guide Plan. 4'r. O'Fallon expressed concern
obout page 24 of their report which could reflect a cost to us,should
any big change take place in Plymouth shoVld there be any chanpoR -made
in the overall plan. He brought this up before the Commtosion and they
have not as yel- taken action on it. A subcommittee will review a couple
pages for .feedback to the Commission. However. he did get direction from
them saying that they cannot possibly hold off the public hearings for a
year or a year and a half. They must move ahead as fast as possible,

MOTION'was made by Afay,or Hide, second by 0ouncilman Johnson, directing the
staff to do the following: (1) Dist,rzb!ite copies of Section 2 to the C o-,mcil
for .'review. and schedule a special i* eting with !'r, n'Fallon, (2) The staff
to i.amediately undertake a study anti+analyze ,all the physical aspects of
hthereport. (3) Schedule a meeting in w,ch the staff and "tr. O'Fallon will
reviet this subJect with the Council on or before a reasonable time from now
as '+r. O'Pallon's schedule with the Coniissi,on dictates. fir. O'Fallon said
Engineer Bonestroo has gone into it, but probably not at the depth you

Mx. O'VaLlon gave the Manager his copy of the `larch 22nd Bassett Creek tlater-
shed Rep3rt and asked that they get together to re•,iew this and the amend-
ment was explained to him.
The League of Minnesota municipalities will bald their 57th Annual Conven-
tion on June 9, 10 and 11th in the Radisson South Hotel, Mayc;r Hilde
urged the Council and Manager to attend. 111ana er Willis will take care of
the reservations.
The request received ftom Mayor Nawrocki of the GYty' of t(olumbla Heights
to Adopt a resolution concerning the new 8% electric rate,,,propose2 by
Northern States Pouper Company was discussed.

Mayor I1ilde said depending on what kind of tax, plan is adopted by the
Leg+filature we may have some levys placed upon us along with other muni-
ornlities, so it may be wise for us to Iave a charter, The Charter
C,ontmirsion is not active at this time. The Judge asked us for some
names to put an the Charter Commission. I wish you would give me some
names for the Judge and I trill met with the Chairman and explain our
feeling about their getting active agein and why, so we will he ready
to roll. I have izad this in my file for a year. Councilman Hunt asked
for a list of the members and the .vannger will give him one. Mayor
Hilde woull like the names within a week so a uew roster c.nn be pub-

alid Planner Bergly. The time is right to schedule public hearings. What RE:-THOROUCH-

directed the Manager to set up proposed, -dates for public hearings and lo-
catioAs for them, with time in between for preparation of hearing material
for Council and decide how the publication shall be done. The Manager can
check with the Voter, Wayzata Sun and New Hope Post to supply information >
on hearings. Manager Willis said we should assume that the first hearing
will be held about July ftTst.
Manager Willis said he did not understand our system about Financial 'State-
ments. 11e preferred 'giving this information as a breakdown and provide RE: APRIL
the backup date. Te amount of money you spend is not in here. This FINANCIAL
was . ussed. !'ayor ttilde said he agreed but they should go through the REPORT
AprI7 report. Each page was reviewed with discussions and comments made
on several itema.
Manager Willis said parks and greenstripping was discussed,, at a Park and
Recreation Advisory Commission meeting. He feels the Council is not in
a position to get into this until he sat down with the Park Commission
and Planning Commission to see what the problem Is. CommtssianerR Wahl,
Thomann and the tanager will try to arrange a date to get together in
order to give the Council something solid on this. We do not want land
that will be a burden'to maintain.
Mayor liilde said that he and Representative Lon Heinitz were successful
in getting the Legislature to pass their bill concerning the dedication
of land or cash from developers, terms of which lie explained Anti said
it will be a State wide bill. The cash received can be used to develop
our village parks. A policy will be developed and an ordinance adopted.
Manager Willis said the Park and Recreation Oepartmant will discuss the
request re. ived from the blest Medicine Lake Community Club fnr funds
at the next Park Commission.

After considerable discussion on the various improvement projects proposed
the following action was taken:
MOTION was mr,ae by Councilman Spaeth, second by Councilman Johnson to delete
for consideration the Plakview Lane area from this project. Councilman Hunt
thought the citizens do not understand how much it will cost them later on.
He explained this further to them, there were only two against it. Motion
carried 4 aye vote, Councilman hunt abstained.

proceed with the two sewer constructions proposed in Project No.

Whet er or not to deletq the improvement on Kirkwood )Jane was discussed.
The average lot size there is 50'x100', except the corner lot on 28th
Avenue on which there is no residence. In addition to the water assess-
ment of about $9,60/fr.ft. street restoration assessment would be about
v6.15/fr.ft, without curb and gutter the approximate assessment total
Fould be $965. According to the map there are 50% against and 50% for
the improvement.

the. petition requesting deletion of Kirkwood Lane from the proposed
water improvement. *'otton carried i aye vote.

storm sower. Councilman Hunt said he would like to see them put in.
Councilman Hintz said he did not see how it could be done due to what
was stated at the hearing and previous action taken on other areas.
Engineer Bonestroo said some areas are in critical nee! of storm sewers.
especially west of Medicine Lake Drive on 28th Avenue (Area 7) where
water i;tands, ;n Area 8 there is a place where water runs throuEh a
resident's garage, in Area 2 down Nonfood Lane to Pineview then to
Plymouth Creek there is some 4torm sewer but .t is not adequate. These
should be put in.

Councilman Hunt said If we agree the average lot is 5n' and curb and gutter
costs $2.59/fr.ft. you are talking about $125. There Is not one house that
wouldn't save $125 in 10 years and get that much more for his house. Mayor
11ilde said maybe: you are right, we are trying to set up a program for main-
tenance so we do not have to have an ad valorem tax. Thia Is just a little
more money for them. Engineer Bonestroo suggested it be made part of the
street improvement cost.

The Creekwood Heights improvements were taken up and Emptneer Rudrud
said concrete curb and gutter could not he put in without Storm sewer
installation. Assessment costa were discussed and it was painted out
that these .are large sized lets in these Additions.
