HomeMy WebLinkAboutCity Council Minutes 04-27-1971 SpecialMINUTES OF A SPECIAL COUNCIL MEETING PL GNOUTH, MINNESOTA APRIL 27, 1911 A speccLal meeting to hold public, hearings was called to order by Mayor Hilda at 7:3. eO.M. on April 27, 1971 in the Beacon Heights Elementary School. a, PREMir: Mayor Hilda, Councilmen Spaeth and Hunt, Acting Manager Barnei, Engineer Wdrud, consultant Engineer Bonestroo and Attorney Drawz. ABSZN,T: Councilmen Hintz and Johnson Pastor J. Harley Thompson of the Messiah United Methodist Church gave the invocation. 0 j M-tyor Hilde introduced members of the Council and staff. He told the citizens no project decisions will be made tonight. The projects will be tauten up on May Sth for discussion and decision. PROJECT 068-2,E - Storm Sewer in South Parkers LAI Area was the first public hearing scheduled. Mayor Hilda explained the age, a and purpose of the public hearing. Engineer Rudrud gave a complete descript on of the project, its' cost and projected slides of the area !a question' ith a map designating the iniAtallatibn routes of the A-1 and A-2 districts. Acting Manager Barnes ex- XmC.,, 4,411, 6`r r a. ) plal.nad the villcge assessment policy. , Mayor Hilde stated that lie no longer have a policy whereby 602 of the project is assessed and 10% paid for by the village. It is now totallF, assessed. The: --e is no available subsidy money available for the project. He also des- cribed the difficulties of storm sewer proposals. Public hearing opened at 8:00 P.M. Mrs. Robert (Tarleton, 550 Renchview Lane, asked if they would be re -assessed. Mpyor Hilda told her it is possible to be re-asse66ed a number of times over A period of ,years for storm sewer benefits and he explained what the circum- stances are. She wondered if it is needed. Mr. Floyd Olson, 710 Niagara, asked if the group cbjects, will the project still go through and if you develop this project will the storm sewer in front of our house now be enlarged? We have r%:ceptacles in our house that take care of the runoff from our house and several houses around us - will we have oa be included in this project? I can see nu benefit. Councilman Hunt and Havoc Hilda ex- plained the circumstances of the previous storm sewer and that the village no longer pays part of the assessment. A-1 and A-2 areas were described. Mr. Myron Christopherson, 350 Quantico Lane, said the two areas outlined in red on the map mere voted out before and the arta in black wns voted in. He also pointed out the areas that paid. So - he said they are being assessed for the pipe that was voted out and it is not fair. Mayor Hilde told him if something alas wrong it will be corrected. We wish to start with s, good plan and get Sour comments. Councilman Hunt explained the previo%ia installation and said the assessment, cost is now reversed. I paid $120 for it on Niagara and 9th - only one, would take wator. Roger Matte, 925 Minnesota Lane, said all this water draining to the storm sewer is going througis -y back yard. Nov will it be buried and I be assessed again? Engineer Rudrud va;d it is not proposed for your area. That is in Area 3. Mr. Strom, 330 Quan tco Lane, said you mentioned safety, some of them are so large that children lay in them - bars should be ptlt over them. Engineer. Rudrud said Ire will te.:k this out. She said she was told eho was included at the village hall when site went there. Engineer Rudrud said it is hard to say if ycu are or not. Mayor llilde said it is nossibl.e you are right on thm line. We hdve not figured out what the assessment per acre will be. mr. Clyde Best, 810 Shenandoah, said I have been interested in the comments. I would be interested as to how many are in favor and how .eany are opposed. Mayor llilde explained why this kind of decision ;.hould not be lamed tin a show of hands. Mr. G. T. Barnard, 630 Lonewood, asked if there 'it drainat-e through to Circle Park. Mayor Hilda said it is not t.. storm sewer, just an oienlog in the ground. Engineer Rudrud said when we showed the slidem there may have lieen a misulider- utanding of the area, next spring wp will take glides when thet;4 to water backing up. qtr. Mr. Fritz Otten, 11915 County Road 015, said I rut in a now well for $1,000, That is cheaper than the t ervive you put in. Mr. Dave Zimmer, 15610 3rd Ave. N., said estimates for we11N run from $900 to 1250. Mr. Bartram, Ridgemount Avenue, said by the time you take my 314 acre lot it will be roughly, $1450 and at today's interest, rate it will be 'doubled and added to the hook-up charge it looks like it will he $2800. Most walls are consider- ably leas than that. There ate mostly n*W hisses along Ridgewunt. I have been in there 15 years with no problem. Unless there is a health hazard or i1 peti- tion from more titan 502 of the people for it, - it should not be put in. I have had enough of assessments. I doubt there in that much need for wader.
