Eu gineer Bonestroo said they have hesitated to do anything with 36th Avenue because of the right-nf-way, but the Council may want to consider grading it from Zachary to Jonquil, where we could got right-of-way and benefit the whole area and provide a safety, entrance for the people. Mr. Paul of tie Miseloh Farm said the north half is owned by them and the south end by Mrs. Jewett who has turned her affairs over to her son in Now York. Mr. Paul said he has no objection to the proposal. Mayor Hilda recommended a preliminary report be ordered with an alternate for water installation. Mr. Paul Molnau,\3230 Jonquil Lane, said he is in favor of the Jonquil Lane project. NO. 71-156 RESOLUTION NO. 71!-136, A RESOLUTI6N DIRECTING THE ACTING MANAGER TO ORDER PRELIMINARY A PRELIMINARY REPORT TO UPGRADE 36TH AVENUE. Acting Manager , Barnes explained the village ussesement policies and informed them that Another hearing will be held if the project is approved and constructed to,accept the -assessment roll'. Public hearing opened at 9:20 P.M. Mr.' Klaus Becker, 2131 Black Oaks Lane, owner of property at 14925 32nd Avenue, said he is in favor of water and sewer but believes there is no need for storm sewer. Drainage can be taken care of by)eloping th• road. He asked if the water and sewer is going to be put inland paid for by the people to help the civic center site make use ofIthe piipee. Mayor Hilda said the village or any other development will not recieive any benefit from the.laterals, they are the smaller pipes that earn the homes. Eng- ineer Rudrud said the trunks serve the areas and have already been put in from which you will be served. Mr. Becker said in regard to the lust three or four lots on Lanswood he talked to'Balgarde an drainage and told them to get rid of it which they did. Now we have better drainage. You list $12.80 for road cost, in Mapledell it was $5.00, it is not poisible that It has increased that much. The neighborhood is never going to po aitwhere, it will be isolated and enclosed on all sides. Bituminous is cheaper to replace. Councilman Hintz said this was proposed strictly becaueie of the drainage. A base will be put in, graded and drainage off Niagara Lane wiii flow down the concrete curb anti gutter. Mr. Klaus said everyone should be made aware that we had the,worst rain for 60 years last fall which would aggravate any situation so, naturally our road breakage was the worst. I agree we have run of;; from 31st and Niagara, but you have to relieve the pressure. I am far water and sewer but againpt storm sewer and definitibly do not need a concrete curb and gutter. Mr. Bob Thornton, 3225 Lanewood, said he was in favor oil sewer and water, but not storm sewer, he can see no reason for it. Belgarde was supposed to loop our street, maybe the grade can be fixed so the water can drain into the catch basin. Mayor Hilde asked Engineer Rudrud to explain what the reasoning was to include storm sewer in this pr•%ject. Engineer Rudrud laid standing water erodes streets and we are proposing eonerete curbs and gutterm. Thera is a need for storm sewer, which should go in before streets. The culverts will stay in placo but run into a catch basin on the curb line. Mr. Ed Klamnc, 3315 Mtnnesota Lane, said h -s is opposed to c%ete storm sewer, an' wanted to know if anyone was for it. Mr. Davis said he has yet to determine how many homes need Wand the extent of it. He0wants to be objective about it and doesn't 'think it has bean investigated properly. ,He wants more information before; a decision is made. Mr. Sigurd Anderson, 14720 31st Avenue, said he heard this is a Oriority project but queutioned that because a number of other areae have petitioned for se`.;*T'and been denied because no trunk line' vas available. Maybe iii is because we havd a trunk to serve the Belgarde Addition and you need money to pay off the trunk line and we are conveniently located to & that. We do not used sever and water and can use the origiaal drainage w-21had. When the Belmar apartraeate were developed they affected the natural drainage of the area, against state law, now we are going to,be Assessed to take care of that. The proposed scorm sewer will not take care of the damaga.becaure there is no catch bad -in there. CounctA'man Joh.ison said when we started the Southwest Improvement Project there -was a d/`scussion on this area as to its' seed. Many areae were deleted becauie they said they did not want it. Now - several areas want to get it who had argued eneasme against it and are now staggered by the cost increase. We have looked -'at problems occurring in,a neighborhood and the question is, do you want to prolong it for two or three gears, will it correct itself,, oris the re's problem purely from a sanitary or pollution approach? You may spand and correct it and before,you know It you have spent a lot of money for somethi,n0 that will hold, just so long.It is not a question of trying to sell you - you know you have problems, butdo enough of you want it 'to go into a total- area? If we want to,¢e assessed or not. we should take a close look at those people having problems. Councilman,:4nt said the first ,rroject in 1966 the top cost price was $7.00. Today, 44 years later, you can see it has skyrocketed. This project to double the 1966 cost. Councile:in,Spaeth said, he has been asking himself how we got in- to this project. We got Into it because people petitioned us last summer and fall,+mayee from home peor'e right here. We did not even consider it until then. They need it,and have asked for it... Mayor Hilde said it is your govern- ment's most significant responsibility to Huard the funds received by ad-; (it sm-,%4U.A v, valorem t6kee and use them for the entire village and spend them in the best way. It hal,been their rigid policy to make cure that street maintenance funds are ar-at fairly. It is not fair to the teat of the citizens to pour a lot of money on any one particular street. I did not realize the streets were so bad in that area and am discouraged because :.•e were hesitant to spend money on them but did and now it is ruined. Therefore, this makes us pause and consider tha quality of the job %,:Aile we are doing it - we do not want to dig it up again two years fteam now. Connected with this is that homes served by water and suvaer will find their value greatly enhanced by the assessment, will sell more readllyo get a broaden range for financing and your monay %ill not be wasted., ke will not order any part of the project that will not benefit your neighborhdud. Mr. Chet Nokanson, 3310 Niagara, said it was stated there should be nu trunk lines required for this area, it is there. Will there then be a trunk aeasss- ment? I would like some idea as to what we can expect the total deselement to be based on the project as outlined. Maynr Hildt told him there aill,le an acreage charge or trunk charge which everyone pays tit one tim or another. The total assessment, which may be more than the estimate, for those not in the stern sewer oen will be around $?SSO and those in the storm sewer area it will be ahrut $4110, without curb and gutter it woJld be reduced by al out x'250, making it about $3870. A woman asked if they have an assessment now for drainage and what it covers. Councilman Hunt told her yes, it was a one time charge of $180 and he ex- plained this to,her.
