A special meeting of the Plymouth Village Council was called to order by
Mayor Fdlds at 7:40 P.M. on March 229 1971.

the fact that was brought up last week, where a permit wouXd be needed
for any plan for watet to be run into Bassett Creek. There are mixed
feelings on this. When the final plan is accepted then will be a
definite plan for Plymouth. Thu Eogioeer has set it up accordiag to
the Guide Plan. If a land is sonad R-0 ane it to rezoned to Industrial
this will have a different run oft factor than originally planned so
this will be firmed up and discussed at our public hearing.
They would like to have the plan for every Building Permit of a major
project submitted to the commission to see that it does not deviate from
the plan. Mayor Hilda asked It,they will be going by our Guide Plan or
tvaing and Mrs O'Fallon said it dill be according to the Guide Plan. Any
major plan that will call for a revision of the plan will have to have a
permit and be evaluate: to sero if it will affect the original plan with
respect to storm sewers. He gatd he 4v derstood the village was going to
make an overall plan for stone sewn and hoped this will be donee and become
part of the plan. If you play to put In a big atone sever pipe somewhar'e
this will affect the cost. Public hearings will be held somstiee this fall.
Mayor Hilda said that plan will nol De giving us time Maoufth to react, as
we are not ready. The counclil will discuss a number of projects to do and
one is the overall Comprehapive Plan for the village. Another ting, we
are the ones who have the $1:eatest impact on the plan. We will ' finishing
our plan for the whole village, line the Central Plant +::nd after that we can
do a better plan for the altnrm aever plan for the village. Mt. V'Fallon
asked how far off that wt)A be. Mayor Hilde said we originally hoped to
have it completed by the end of 1970. but than stoppad and delayed it. Now
with a now manager and planner coming on board we will probably finish it
onetime next fail, opts atatically. If we waited to ask% ou.^ storm sever

Mr. O'Fallon said we will have to play it by ear and ask for a delay. Plymouth
has the easiest way, actually, to control their outflow than any othkr compo
salty. All the others have the watershed draining foto it from anotbsT cmmam-
ity. For a minor fee maybe you could control the flow. Mayor Hilde sale ..a

that on Medicine Lake will wr got credit for this? Mr. O'Fallon said he
brought it up last weeek. We are assessed for 100 acres of worthless property$
and do not get credit for Medicine Lake unles-i we provide more storage.

Mayor Milds asked if Council desired to press hard on the point that per-
mission for construction within the Bassett Crook Watershed only he necoserry
when major coning changes occur which would vary from our Guide them rather

6. Comparative analysis of alternative rathodae of providing efficient ponding.
When the Council charges our engineers with responsibility of developing a
storm sever plan, part of their charge could be for developing the ponding
within the Bassett Creek Watershed District. Mir. C'Fallon said the Bassett
Creek Watershed engineers will show supestad pond plans and alternates.
Councilman 11ints asked for a orelimloary cost for the total Bassett Creek
Watershed area and when it will be available. Mir. A'Fallon said not until
the plan is adopted so they can forecast what the program will be and the
cost of the Corps. Motion carried S aye vote.
APPOINTMENTS
MOTION was made by Councilman Spaeth. second by Councilm A Hunt to
appoint Mr. Gary Ahlquist, 11973 45th Ave. No., to the Building
Codes Advisory Comsmianton. Motinn carried 4 aye vote, Counctiv%n
Johnson abstained.

M. Develop a goal for land use, etc.: Mayor Hilde said our joint meeting
with the Planning'Coffission Monday is"a good solid step on this project.
The first step was our recent Imeeting with Planner Bergly. A speaker
will come in and talk to us ab3ut housing and a proposed planned purpose.
N. Planned Redistricting: Coun4iman Hints said he would like to see some-
thing started on this even if we have to have the Charter Commission do
9t. Mayor Hilde agreed that we must work hard on this. Councl msn

Engineer Rudrud posted a cap' which outlined the proposed projects with RE: IMPROVEMENT

The council discussed the sat'ner-=1n which they %W)uld act on the projects.
Acting\Manalteroharnes was asked how such money orlvhat dollar figure he
felt the staff could handle this year in projects:, Councilman Spaeth felt
It depended on the type of projects and Councilman Johnson felt it depended
on the number of projects a..cided on. Acting "aaat;er Barnes said rhe staff
feels the project for West Medicine Lake, due to ti e number of complaints \
received. the area south of Parkers Lake and time Covanaugh Addition should \
be considered. Juran b Moody told him that as far`as the bonding Market
is concerned the village is in a fine position. However, 'AR recomnendeil
that bends be sold in three different issues than all at once. Tho counrtil
felt,project decisions should be based on its' need, problems being faced,

MTION was made by Councilman Hunt. second by Councilman Spaeth to
acnedule thi& project for a p+eblic hearing. Notion carried 4 aye
vote. Councilman Hints voted nays. Councilman Runt said the resi-
dent•. on Rally Zane are not wholly contributing to the problem.
Oyor Hilda said her has had a conversation with the ounor of the
golf course and the acting_ manages will talk -to the Gun Club, Neil
Wiichterman and others who are contributing to the problems of
Holly Lane.

Mayor Hilde said a public hearing was held on this sometime ago and
It turned out that. there were not a great number of people who
wanted the improvement. The preliminary report we have is obsolete
and a new pane should be ordered to include Hadley Hills. This
could be a winter project.
MOTION was made by Councilman Hunt, second by Councilman Hints dt"
acting the Acting Manmger to have the preliminary report made in
1965 updated for the Araiyage area on Highway #101 and County Road #6
