Motion carried, unanimous vote. Mr. Gerry Neils was asked by Cou=Al.man Hints to give a report from RE: COMMITTEE their committee who are working on ohs park land dedication subject. REPORT ON LAND He reported they hold a long meeting a!nd a report is forthcoming shortly DEDICATIOV on this. They concluded that a cash se should be }placed on the total parcel value rather than a flat `te application. Tbkv parcel value should be related to the esneesor's market value used for twx purposes and should be assessed at the time of rezoning. The matter of park lard in the development area should bear its porport),onste use. We have not arrived at anything on the 102 fee. It appears to be a reasonable level. Another consideration is that re should form the mzchrnice for the level of a given p4rcel for formalizing the equities on them, land dedication vas discussed and we feel it should be similarly placed on total parcel value rather than total acreage. which rarely eomes up with usable land for development. A consensus is to take a look at our ordinance on dedication which clearly indicates the village holds the decision regarding fees or land. Councilman Hunt astied if there was any concern about the land dedication being taken o.•t of the total overall acreage. He said no. This was discussed and Councilman Hintz sats! the commission will have something corcrete to report by next Monday. How to arrive at valuations was discussed. Getry Neils mentioned that in some cases a developer may wish to offer land elsewhere in lieu of land on a pdrtel being considered. We do not want to push this and are willing to let the matter remain pretty much the way it is. We merely wished that a resolution could be adopted showing that we would not be preventing the residents of Timbee Shores from going nntv Rags Lake. What was originally planned was an eaeement for a sidewalk as a public road. Attorney Lefler said he did not recollect tele on the plat and there is no ouch record.
