MINUTES OP A SPECIAL COUNCIL METING
PLTMDUTN. MXN ESDTA
SER 239 1970
A speciali'saeting of the Plvmouth Village Council was cafed to order by`
Mayor Hilda at 7:45 P.M. on November 23, 1970.
PRESENT: Mayor gilds, Councilman'Johnson, Hintsq tindia,th and Spaeth.
Manager Crawford, names Director Barnes, Attorney Lefler
and Consulting Engineer Bonestroo.
ABSENT: HAS
WIC ON was made by Council an Spaeth, second" by Councilman Johnson to approve
tht'minutes of the joint Council and Planning Commission rating held November
9. 1970 subject to the correctiotis to bi made, which were aainly on page 3.
Motion carried 5 aye roll call vote.

The Budget Report as of October, 1970 \with respect to expenditures was,reviewed
by Manager Crawford and Finance Director Barnes. Overages wars' pointed out,
and how they will be offset explained. Manager Crawford stated that commencing
January 1. 1971 overage& of budgeted expenditures will be taken care of by
council resolution before the iaoney is . spcant.
With respect to Building Expenditures ,th'a council was advised that another
Inspector will be hired after the 15th of December.

A lengthy discussion waM,held on Engineering Expenditures. Two internal
adjustments wilal have to be made. Councilman Hints asked what revenues
would be received in this department. The manager explained howthede will
be shown and added that revenues due the village are covered by tits develpper's
bond., Engineer Bonestroo suggested that there be a 102 escrow drawing account
be not up in the future at the time that a development contract is signed.
Council felt this should be considered.
Mayor -Hilda said he Would like to have an analysis made of the Municipal
Buiiding.expenditures,
Manager Crawford expressed concern +re&nrdiag Legal Expenditures and has asked
for a complete analysis of this. It appears soma'of the ovecages were due to
additional legal work required for the Universal Circuits case and the Police"
Department case.
the aiscellansous civic center expenditures\under the Village Hall Site account
was questioned. This will be chocked on.
Under Unallocatei lapenies the council was advised that Municipal Insurance
expense\ was increased causing the overages. Mayor Hilda asked the manager
to include in his December report the credits and debits and give an

Transfers to the General Fund will be made from the Sanitary Sever account
to cover the health insurance and pension costs. The expenditure to Golden
Valley frog this account was discussed. Attorney Lefler said that Qua
was a dispute with Golden Halley on the sewer capacity figure and that

Manager Crawford told comcil, he will ret with Mors Olsen from Juran a Moody
at 1:30 P*Ne this coming Friday* Be will know when he will gat the next
utilities budget report of ter 'he talks to him; Mayor Hilda asked that the
report not only show the revenues but also the expenditures., the actual as
well as the forecast. Manaper Crawford said it will shoe what revenues -.ice
think we can realise. We can project on the basis of the previous hookup•
and what the percentage factor,um for hookups before expiration of the 24
year period.
Manager Crawford said it appears that the revenue collections in the General
Fund will be axcaeded by about $45,000, but part of it is already earmarked
for the village hall remodelling;
Mayor Hilda said, on behalf of this council, the budget presented a fairly -
decent picture, however, sketcy, and it seems to be in pretty good shape to'
beat the budget. He added, that Finance Director Barnes deserves a lot of
credit for his work as he served as manager at the same time and commended
Manager Crawford for his efforts in getting acquainted with the budget in
the short tuna he has been with us.
Manager Crawford said we are holding our Looks dp and will not make any
closing entries until all bills are paid, which will probably not be until
after January 15th. so expenditures will not be carry-overs. In essence
we will be using two sets of books. Expenditures have been cut off for the
balance of the year. Mayor Hilda said we do not have the sophisticated
type of accounting we wish for. When we discuss our objectives for next
year. we should discuss developing and improving our system. Manager
Crawford said it is difficult for some to tealise that municipalities have
a certain sat of ~rules that must be followed and we mus0 report on that
basis.
A 1971 Proposed Project List prepared by the manager was taken up next. He
reported that,,hii, with Engineers 8onestroo and Olson, based this on the
council sinutes since 1969. The projects were petitioned for and preliminary
reports prepared. He suggested that council review the list andia m ber the
projects according to priority. Mayor Hilda suggested that this be done
similar to the way it was done last year, by group category ftrbm 1 to 4,
with sero for no. Number I to be the highest priority and soon down.

Counc:LbW Johnson suggested' that tie manager also prepare 'k project list

along with the council's project list. Mayor Blida suggested that a meeting

Attorney Lefler advised the council that he and the manager)have straightened
out the Fox Meadows storm sever project. The developer indicated that the
storm sewer was to be installed within the -confines of their property at their
expense. What they were talking about vas the direction from the village to
oversize the pipes to take care of the storm water from the surrounding area.
It vas not, intended to make it a'$M.000 project but to sake an usessable
project for the pipe from Fernbrook to Plymouth Creek plus the ovsrelsing
put It to take care of the storm water from the Cavanaugh Additions. So.
they are looking for a credit. They will be working with Engineer donestroo
on the oversiaing. .
The Project Status List dated Novesber 19. 1970 was received by council.
Engineer loonestroo said the force main is working. Three gaskets had blown
out but have been fixed. It is operating all the way up to Theodore Wirth
Park. The connection we had with Golden Palley will be terminated next
Monday. Nocday morning.,November 30th, there will be a ceremony to push the
button to put the lift station at Rlgway ISS and County Road I18 Into operation.
Manager Crawford will take ears of the announcement in this regard.
Mayor Blida thanked Engineer donestroo for his efforts in completing the
Dunkirk Lane project.
