Mr. Ra{ th Davis, 3305 lmsi+uoo Lute, asked for a clarification of the store

Mr. Davis said the residects were ensured no assessment would result by the
Fox Meadows development. They had vslxted something other than apartments

Mrs. Marsha LaVigne, 322.5 Fernbtook Lane, said her father sold the property

sold them but broke it clown with their bulldozers and paid no attention to
him. Mr. LaVigne said she covered what he was going to say.
Mr. S. W. Mdenon, 11720 31st Ave. N.. said the Belmar site is not attractive.
They flooded two.. -thirds of his property and his neighbors toot We are Feiss

that the storm t -ower should be constructed at their own cost and restore that

Councilman Spaeth suggested adding a time limit so if It is not resolved we
can charge it back to the developer. Manager Crawford said this is being
kept track of.

Manager Cr4wford reviewed the Planning Commission's action concerning
the request by Fox Meadows for a site plan revision. Councilman
Johnoon said he felt strongly about him recommendation to review the
Fos Meadow plan and development and prefers to defer action on this
request until this has been done..

Manager Cravforo pointed out on the village nap what areas halve/
petitioned for util ties. He suggested taking care of the area south
of Parker* Lake. Problem areas were discussed. Councilman Hints said
the residents west of Ridgemount. Avenuie school, are in dire need of
seer. It was previously decided that they will have to be serviced
by Minnetonka Village. He suggested we write this and ask if this can
be done. Engineer Donestroo said we have.an agretwnt with them and

Manager Crawford said the Rawthoxr Pond area should also be considered

Mayor Hilda said this year's project list should include the time
aginsea "=nes troo thinks it will take to complete each project.
He advised, for the benefit of the press, that these preliminary report
requaBtado not necessarily scan that tits projects will be ordered.
Munager Crawford stated that the reason why Mrs. Adolph Olson asked for
a sewer and water assessment deferrment on Lot 6, Auditor Subdivision
333, Plat 43740, Parcel 1200 because there is no road access and you
can't get in with sewer. Attorney Lefler said he understands this
parcel is probably going to be added to the parcel to the north shortly
for development, at that point in time the assessment could be picked
up. This is the only piece that is under appeal. I think that it is
safe to assume that it will be added to another parcel And it is not
practical to expend money defending an assessment appeal when you will
gest it later. Mrs. Olson will be satisfied to have it deferred. She
is,eomplaining about the lateral charge not the acreage charge. A
discussion was held on this matter.

TO THE BAST UNTIL SUCH TIME THAT THE PROPERTY IS JOINED WITH THE
CONTIGUOUS LAND AND BECOMES A DEVELOPABLE PIECE OF PROPERTY. Motion

Manager Crawford gave thm reasons for Mr. Richard D. Hirech's request
