A joint meeting of r c Plymouth Village Council and Flanging Commissi%na was called
to order by Mayor Hi,ide on November 9, 1970 at 7:40 P.K.

Mayor Hilde said it was an honor to accept a recentaward givon to Plymouth by
the Minnesota Dipt. of Economic Development for outstanding aehievemsnt of
community and eeonouil-develops+ent in the metropolitan area during 1970. Ha
displayed the plaque and said it proves that our planning and promotional
actiAtiaab ha-,* begun to pay off and will continua to do so to the future.
Our citizaae Drill have a better community in which to live and realise
better tax base. no Manager was dit.cted to have a plate made with the
names of the current council membors on, it to go with the plaque and hang it
to a conspicuous place to create at traducement to do better and bigger things
in, tate Future.
An explanation of why this meeting vale .:alled wag given by Mayor HIIde. Reasons
for making the Thoroughfare Guide Plao are as follows:
1. It is mandatory from the standpoint of State Aid grants and designations.
1. It is part of the present Metropolitan Council requirements for certain
items.
3. Our ova Land Use Planning requires it.
4* W need it for the acquisition and reservution of right-ofway.
5. We used it as a guide for plata, zoning, site plaits, etc.
6. To protect laud values.
Is To provide a total coordinated effort in planning for the village.
Be To accomodate school and other public developments,
9. A ate# towards providing a net work of roads to serve our public needs with
a winimun of disturbance to the public.
10. Incorpt race efficiency and ac .uracy in decision :taking.
Former 4Illvgs Engineer Hagen explained the various types of thoroughfaraii And
the legend or the Thoroughfare Guide Flan map.
Manager Crawford explained what the fit3l product will be when we have adopted
the plan with respect to established streets and highways.
Planner John Hergly gave a report on the overall concept of the Thoroughfare
Guide Plan as of this date. He explained what the color codes represent on the
map which was sectioned off into 5 areas,./or study ,%d public heartoge.
Ates 3 was taken up First. Planner Bergly+ Was asked to point out the future of
DunkirK Lana and if he think* it Pastblo to proceed to upgrade the 300 yard
stretch at this time. He said an interchange has been proposed at Countf Roel

out uses a 1,000 foot criteria for ramps from the nearest point of traffic.
A problem will, be presented due to the proposal ,oy Playtiluse Company 'for
several difformat types of development in their area and`a church that will
be constructed; directly north of the kapledell plat, vhiefi\ •uggists that the
road should 61, realigned north of the church. He feels Du4irk Lane could
be upgraded and these will probably he 8 yearn of service rr alised from it.
A discussion ensued on the proposed interchange there with respect to whether
it should be a cloverleaf or diamond dueito the, traffic eossag from County
Road 19 at that point.
Mr. Joseph L. 1Klemanhage, Planning 6 Programming Engineer of the Hennspid
County Highway Division, said that as far as the, Interchange on 155 and e:-
teneion',of Cow ty Road 19 is concerned, within a year or so considerable more
information will be available. In terms of concept -,the pin is fine, but he
advised the group not to get too hung up on whether it should be a cloverleaf,
or diamond at this time: This information will be submitted to the manager.,-
Mayor Ri;lde feels that a cloverleaf makes the best use of the land. The plan
for Medina Road ie this connection was also reviewed.

Cowe ilman Johnson said a development is taking place behind the Mapledeli
Addition asd he would. like to know if they will benefit from this improve-
msnt. If so, they can absorb some of the cost. Manager Crawford will check
into this.
Councilman Hints said he thought the State said then will not be a diamond
at County Road #6 and I. S. 1494. Commission- Roth questioned the value
of the collector street above County Road #24 and Highway 1101. He sees no
reason for it.
Engineer Olson said north of Highway 155 and west of Highway 1101 where 49th
Ave would have gone through it is zoned for an industrial park. It appoars
that traffic circulation is poor and should have further study for the forth-
covIng use. Chairman Egan suggested having a public hearing on the collector
plan and indicate realignment of tame.
Palter Oas of the proposed church was asked about their development in the
Dw*irk bane area. He aaid4 Lheir plans are contingent on the Thoroughfare
Plea. Where we will end up is what we need to resolve with the property
owners. We could live with it to the north of there and join with, the Maple-
dell property. We will appreciate the opportunity of discussing this with
ya,u. Mayor Hilde said we can direct the Planner to work with the property
others and church for a plan that will fit.

Mayor K lde asked how many are in favor of changing the design of Medina Road,
to a local thoroughfare. All were in agreement. Mayor Hilda asked the following:
Shall we direct the planner to change the alignment of Medina Road.before a public,
hearing by moving it further north of Mapledell and further north of the inter-
section where it crosses #24? A consensus was in favor. Mayor Hilde'asked this
additional question. How close can you get to the 024/#55 intersection without
interfering with the traffic pattern? We should consider working with the church
land propeity owners to,aee what alignment works out moat favorably with them.
Thi Council directed the manager to work with the church and property owners
concerning the alignmat of Medina Road. Mayor Hilda sold the connection between
Cty. Rds. 024 and 09 looks gooa but there may be a problem with the creek flowing
through. Mr. Klemenhagen said the County ib'in a preliminary design stage and
the concept is fine. An opportunity should be made to s`ow your plan and work
with you. Mayor Hilda said we should do this and our Land Use first then you and
the State can come in.

On Area 1 Planner Bergly said we are talking about changing the classification of
County !toad #15 from a major thoroughfare from Ferebrook to Vicksburg to a
collector classification. A number of homes should have everything done to pro-
tett them. Highway #12 aid Cty. Rd. 01: should be connected more southerly of
Vicksburg. One of the reasons for doing so le,due to the traffic coming from
the west of Hey. 112 then turning and going back to I.S. 0494. In doing so they
pass 3 access points. Traffic coming from the asst on Hwy. #12 cannot get here.
It appears that a high capacity thoroughfare is necessary here. It is designated
as a local thoroughfare.

Chairman Egan thinks we have to do something to discourage traffic on County
Road 015 and provide an alternate route. That designation has yet 6o be made

Mr. KlemenhA3en said they are checking with communities to take the tecese staim

roads. We feel the Cty. Rd. 061 alignment should be at least an exteAsion of
1,000 feet and extended to the east rather than its' present location. Mayor
Hilda said we should decide whether or not this area is of concern to us and
asked if we should reserve another evening on that area and betwen now and
then see if we can get together with our Planner, the County$ Minnetonka
Village and staff for some input before we get together.again.
Mr. Dick Bohl said he has talked tc his neighbors the said we have a safety
problem now with Cty. Rd. #15 as it comes Ere. I.S. 0494 and goes east at this
point. There have been 2 accidents there recently and there is the schoo_ and
children who use the areat It you cow up with a diamond there you will bring
traffic as a shortcut and add to the problame already there. Then should be
a solution to it. Mayor Hilda said we should consider this particular area
and its' problems and set aside another evening aside to thrash then. out.
Between now and then the manager should set up a meeting with the Cour`,y and
Minnetonka Tillage and our staff to see what can be developed in Oil: regard.

Mr. Pamperin said all we are asking for is a road buffer. Mayor Hildh said

Manager'Crawford said on the alignment of Niagara Lane and County Road #6 it

heard from citizens who on homes in this industrial arae. They are concerned
about the area being developed and do not want the road we are talking about.
Should this be a deterrent or not? Chairmian Egan asked if the timing is
novo Mayor Hilda said the property owner would like to sell his land and
asked if we could ever develop the area without the thoroughfare. Councilman
Spaeth said the area is noted and it is more or lose forced on us now.
Councilmian Johnson agreed* Engineer Olson said you need a central contiguous
road* Mayor Hilda asked how many agree to go ahead with the road alignment
which will affect Nathan Lanes A consensus was in favors
Manager Crawford was asked to advise what action couicil should take* He
said; (1) Decide whether to proceed with the project or not. (2) Adopt a
resolution authorising the prssentation.of 4 petition to the Public Service
Comission to cross Nathan Lane. (3) Proceed with the project. With regard
to automatic signals and crosalug Rates. cross bucks can be used, then go to
a public hearing liter if traffic warrants going to automatic signals. Mayon
Hilda said when we get this adopted State Aid could be wed for it or for the
maintenance costs. Na asked if we should proceed with acquisition rf right-
of-way to grade and gravel the raids Manager Crawford advised that right-of-
way acquisition should be started immediately because the construction easament
expires at the and of the year.

On Area 2",Chairman Egan asked how definite the proposed interchange 1184

Highway 055. Chairman Egan felt it should not be called a major thorough -
fare. which was discussed. -A consensus agreed that it be changed to a
local thoroughfare from Highway 055 to West Medicine Laine Drive.,
Commissioner Neils ashod about continuing the connector street and asked
If it is a'good thing to do it at this point (tounty Road 115 and Highway
112). °fanner Bergly, said, that Shelard Park has a bearing on thin.
Mayor Hildmi said we have discussed the area In. the vicinity of the park
land on West Medicine Lake Drive. It was proposed to swing the goad to
the, vest so tk44 beach will not be separated from the park. Councilman
Hints said we should do it now. Councilman Spaeth said we should think
about other things for that area. such as urban renewal. Engineer Olson
said there are soma grades and met4ble soil condition to work out for
alignment. ;Mayor Hilda asked if we should direct the staff to give pros
and cons between now and the public hearing for a good p rk onrthi land
and if we should move the road. A consensus agreed to realign the road
to the wast.
Mr. Klernhagen said County Road 0154 would be revoked and when we get
State Aid we will want it as a County Road. We will come to Plymouth for
an alignment south and ask for a revocation of West Medicine Lake Drive.
Councilman Johnson asked if 26th Avenue at West Medicine Lake Drive should
not be a collector street? Mayor Hilda asked `pow many were in favor of
this. The consensus was yes. Commissioner Neils said in the study of
Xentum Lane and County Road 061. I would like to be sure to sea a T inter-
section at County Road 015 which is part of the Ares 1 study.
Mayor Hilde said, we do not have to dwell on the east side of Medicine Lake
because a guide plan was adopted. Planner Bergly acid tate alignment of
Larch Lane may want to be changed. Councilman Kindasth said there has been
discussions on the atya north of County Road 010 to not north ofathe lake
area and)connect with Maple Grow and the area beyond, which is Area S.

Engineer Olson asked about the Section 24 study and asked, won't we have
34th Avenue coming out immediately south of the school as a collector street?
It hooks up to 36th Ave. between the Junior and Senior High School going out
to East Medicine Lake Blvd. I don't recall that replied the village

Councilman Spaeth asked why Larch Lane does not connect with the other street.
Planner Bergly said we talked about the firs station in there., Councilman
Spaeth said we talked about straightening out the crook. We could go vast
of the church. It would provide better access going north for the fire station
said Planner'Bargly. They will go more westerly on 36th and go up Larch Lane
to the`uorth and of the school district and beyond *lad Mr. Hagen. Councilman
Spaeth said it did not appear right. Plaonet,Bsrgly said we can consider that
detail at our, nest meeting. Mayor Hilda said you should also coe sider the
fire station in that area.
On Area S Planner Bergly pointed out`thp lines,going across the Maple Grow
1oundary. We have worked with the Maple'Grov%`Planner he said. Councilman
Ktodseth said Fervbrook Lane is a problem. Panner Bergly said it sew that
Maple Grove has similar plans west of I. S. #494.- ,,Councilman Mmn of Maple`s
Grove said they have not considered it yet. Councilman Spaeth said the most
logical road north would be on the west side of I. S. 0494. vhere County Road
147 would and. Mayor Hilde auggested that the manager be directed to have
our Planner contact the Maple Grove Planner to waits sure we are not creating
a hardship on them and main Lt a subjtct of discussion at out rust wating.
Planner Bergly said we will have intersection problem vest of Bass Lake,
Councilman Hints said there is,a problem going vest when you got off I. S.
1494 to get onto County Road,i47. Mr. Hymn said he was curious abort the
plans for County Road /61. Where the freeway crosses County Road 0130 the
bridge is 24' vide. Mr. Klemenhagen said out uinimum is 100' and it is
desirable to have it 120'. As far as that interchange is oncerned every
effort will be made td look at it. the ramps will be constructed in Feb. of
1971. That bridge will be used for north bound traffic.
Planner Bergly said regarding 49th Ave.. the golf course and industrial Boning
It seer more desirable than the present road. Mr. Klemenhagen said in terms
of a north and south road, the problem remains that you have two heights and
the fewer intersections you make on County Roads the better we like it.
Councilsan Kindseth said there are three developers vibhtag to know what will
happen there. A discussion ensued cu tho area north of County Road #10.

Councilman Kindseth pointed out the industrial park vest of County Road 118,
Mayor Hilda said it should be left the way it Is until dsvelopuent plans cows

Councilman Johnson said coming acraAa 49th to County Road !18 there is a
collector street and asked why it goes north. Planner Bergly said there is
an industrial plat which does not seem to need a street. they are building it.

Councilman Hints said be called Manager Crawford last evening with reference
to the selgarde development next to the Cavinangh Addition. They have cawed
considerable flooding with their berm and-,ths,.village had to pump out their
yards. It is not solving the problem. Se fails the manager should contact
the developer and tall his to coma up with a -.solution now to alleviate the
problem and charge him for the we of tha,vI11ag* pvmp*4 Manager Crawford

Councilman Spaeth inquired about the Mstram Apartment complex pending area.
Manager Crawford said their attorney hu been contacted and he understands
it is being surveyed for the deed.
Councilman Hints asked how we %re coming along on the Cavanaugh park land.
Manager Crawford said they have the deed and we have not received it back.
