MINUTES OF A REGULAR COUNCIL MEETING
PLYMOUTH, HIMMOTA
1 OCTOBER 59 1970
A regular meting of the Plymouth Village Council was called to order by
Councilman Johnson who acted as Mayor, at 7:30 PoNe on October 5, 1!104
PRESENT: Councilmen Johnson, Hintz, Kindseth and Spaeth, Manager Cr.:wf:prd
Engineer Hagen, Consulting Engineer Bonestroo and Attorney Lefler,

MINUTES
MUTION was made by Councilman Hints, second by Councilman Kindseth to
approve the minutes as submitted -of September 28, 1970, Motion
carried, unanimous vote.
PETITIONS. REQUESTS 6 COMHUNfCATIONS
MOTION was made by Councilman Spaeth, second by Councilman Hints to
adopt RESOLUTION NO. 70401, A RESOLUTION APPROVING THE REQUEST TO
REDUCE THE DEVELOPER'S BOND ON GLEANLOCH ACRES ADDITION FROM
155„925 TO.$879654. Motion carried 4 aye roll call vote.
Manager Crawford reported that he has asked Engineer Hagen to submit
a list showing the status of all pending projects so they can be
executed with continuity in the,future.
Engineer Hagen displayed a si-,w plan covering thse approval requested
by Memorex Corporation to corTtruct a plant facility on 50 acres
located westerly of Niagara Lane at 28th Avenue. He pointed out where
they intend to develop the first phase of their plan, covering 126,000
square feet, also the planned parkingareas and general overall plan.
A detailed site plan will be presented by them when application for a
building permit 1a made and for each one in the future as they develop.
MOTION was made by Councilman Hintz, second by Councilman Kindseth to
adopt RESOLUTION NO. 70-402, A RESOLUTION APPROVING THE MEMOREX CORP.
SITE PLAN COVERING THEIR ENTIRE SITE AT NIAGARA LANE AND 28TH AVENUE
SUBJECT TO THE SUBMISSION OF A DETAILED SITE PLAN INCLUDING LAND-
S(;APING PARKING, ETC. PRIOR TO ACTUAL GRANTING OF A BUILDING PERMIT
AND SUBMISSION OF A COMPLETE SITE PLAN COVERING STORM SEWER DRAINAGE
AND UTILITY IMPROVEMENTS TO THE VILLAGE CONSULTANT ENGINEER FOR HIS
APPROVAL. Motion carried 4 aye roll call vote.
MOTION was made by Councilman Spaeth, second by Councilman KV:idseth
to adopt RESOLUTION NO. 70403, A RESOLUTION APPROVING CHANGE ORDER
3 TO PITTSBURGH -DES MOINES STEEL COMPANY ON THEIR CONTRACT FOR IN-
STALLATION OF THE CENTRAL AREA WATER TANK. Motion carried 4 aye
roll call vote.

MOTION was made by Councilman Hintz, second by Councilman Spaeth to
i4',+ew ,tile installation of two atop signs on 12th Avenue and Dunkirk
Lane and two reflectorised arrows placed in such locations that
traffic coming east on 12th Avenue and south on DuukIrk lane will be
advised that the respective streets do not continue in a straight
direction. Motion carried, unanimous vote.

Engineer Hagen discussed his Project Status Report with Council.
Councilman Hints inquired 0-y the 982 completion figure has remained
so long on certain projects. Engineers Hagen and Bonestroo explained
that it is due to the fact that *here are several items and complaints
that hare not as yet leen taken care of by the project contractors.
When they are finished and a satisfactory luspection made of the pro-
ject they will be considered 100I' complete.
The equipment ordered from Allis Chalmers for the water tank has been
received and will be installed Tuesday, October 6. 1970 for operation.
Councilman Spaeth reported on the Hennepin County League meeting which
he and Manager Crawford attended on October first in regard to the
Housing Program. Participants in the program spoke on the proposal for
building prefab homes, modular homes and mobile home in suburban areas.
It was stressed by then that municipalites will have to take &,look at
their building and lot size requirements and utility. improvements.
Councilman Kindeeth said the village must comae up sooner or later with
viewpoints on how the village feels about mobile home parks. A dis-
cussion ensued on who lives in mobile houses and it was brought cut that
the ratio of school children who l4ve in them is approximately one
child per 5.4 units. Councilman Johnson suggested teat it be discussed
at our October 26th meeting, but Councilman Hintz felt the Ylanntng
Commission should be asked to make t thorough study on this firm .
Councilman Kindeeth felt that very little benefit would be derived from
the discussion as suggested by Councilman Johnson. He suggested that a
mmnittee from the Planning Co:mudssion members with Manager Crawford
make a study ai this and gather data for dictribution to Council. Eng-
ineer Hagen advised that the Plann1mg Commission has informally discussed
this subject and want to take it up further. Some people have told them
they think our lot site requirements are too large. He said that under
our R-3 zoning we could get away from that by having a planned unit dev-
elopment which could be created according to the building code. Engineer
Bonestroo added that council shoutld be aware that more requests will be
coming in for mobile homes and a well planned workable large development
should be kept in mind.

PROGRAM MEETING
The Council agreed with Councilman Kindeeth's suggestion and asked that
Manager Crawford gather up all material and data available regarding the
above subject for a discussion on October 26th. Councilman Hintz stated
that at the Mobile Now Association meeting held recently the FHA pre-
sented some statistics which would be advisable for the village to obta!n
and have on file.

Cow}ciluan Hintz objected to ordering a preliminary report on the RE: NORTHWEST
Northwest Interceptor at this time. He said he would fit'et like to INTERCEPTOR
know what the?stateso is of the Soo Line Industrial Park. He asked if
the Council isn't acting prematurely while there are se-tmtal residential
areas that have requested sewer and water improvements an& havia not re-
ceived them. He would also like to see a letter of guarant0v first from
the Lowry Hill developers with re -petit to their proposal and what they
are planning to do. Preliminary reports will cost the villag& money,to
have prepared;
Councilman Kindeeth said sewer and water will. be needed in the Northeast RE: NORTHEAST
definitely in the spring. Many people are arging that something be done INTERCEPTOR
and he would like to see it handled properly. Councilman Johnson agreed
with him and feels the No_theast portion will develop faster than the
Northwest. He said we should get preliminary reports on both Interceptors,
Manager Crawford said in order to develop a program for next year cr the
year after you must do some preliminary work in order to get the soate,
benefits, develop a plan for capital improvements and it is better ro do
it when you are not under the gun so a program can be scheduled.
Attorney Lefler said if preliminary reports are not ordered in advance
and the village gets into the spring season, then A•vmer, then there's it
rush for easements, right-of-ways, assessment hearings, et4s By obtaining
these reports such situations can be avoided.
Councilman Hintz said he prefers to see those projects on last year's
project list taken care of. Many people asked for improvements: and need
them now, for instance, 34th Avenue and Medicine Lake Boulevard, Council-
man Spaeth said he would like to see a sheet of paper requesting sewer
for the Northeast, up to this time he has seen no such request. Nor for
the Northwest said Councilman Hintz. Councilman Kindseth said there were
two requests and the Northeast will be necessary for the now Junior High
School to be built in 1971. Many people are lookingin the Northeast area
to put up industrial plants but go to New Hope because we have no improve-
ments there.
Engineer Hagen recommenAed that the village order reports on the inter-
ceptors so some concept can be reached on cost, long range planning,
bonding, what kind of program the village can afford and evaluate lateral
coats.
Councilman Hintz questioned the fact that our building permits are down
and the Advisory Committee's statement to go up in the Northwest area
and asked if it is to lies assume.l that the Lowry Hill developers will pay
for tho total interceptor. The developer appeared before them and said
he didn't want Engineer Bonestroo to do it and until he, himself, hears
something different he will not order the report said Councilman Hintz.
MOTION was made by Councilman Spaeth, second by Councilman Johnson to
order a preliminary report for that Northwest Interceptor. Councilmen
Johnson and Spaeth voted aye, Courcilmen flints and Kindeeth voted nays,
motion failed.

Councilman Kindseth said a report should be ordered for the Northeast

trial Park pulled out it was felt there was no need'for it. ile-added that
when=th+e 2' contour maps become available within the next month they will
be of help in preparing the preliminary reports.

Councilman Spaeth and Hintz questioned Harold Bakke concerning the,
proposed ordinance amendment relat&ng to service conduit ani cond-
uctors. It appeared to them that 60 ampere circuits for apartment
kitchens will not be sufficient. Mr. Bakke explained this point.
and said that this was adopted by the state and he had gone over
this i.tt a discussion with them.

Councilman Spaeth asked Council to review the proposed uniform Isnow-
mobile ordinance and submit their comments to him within the, next
month so he can take into consideration their feelings, especially
in regard to the hourly regulation, when he has to vote on this issue
at the next a3 hoc committee meeting.
Councilman'Johnson read the proposed resolution commending Francis D.
Hagen for the;.past services he rendered to the village a. Engineer.
MOTION was rade by Councilman Johnson. second with great pleasure by
Councilman Kindseth to adopt RESOLUTION NO. 70••409, A RESOLUTION
COMMENDING FRANCIS D. HAGEN FOR HIS SERVICES TO THE VILLAGE OF
PLYMOUTH. Motion carried by acclamation,
Councilman Hints said as one member of the Council he knows the work
Engineer Hagen has put out for the village and he has done a great
Jobe Councilman Jqhnson told him that he has performed a superb and
fine job and not to forget us. Councilman Kindseth said it should
be mentioned that he came to a eourletely disorganised village and
was our first engineer.

by Councilman Hints. Motion carried, unanimous vote.
