MANES OF A SPECIAL COUNCIL MEETING

SEPTEMBER 28. 1970
A -special, meeting of the'Plynouth I1.'Council was called to,order by
Mayor Glide at 7:30 P.M. on September 2,0. 1970.

MOTION was made by Councilman Hints, second by'rouncilman Spaeth to
approve the minutes of September 21, 1970 with'the correction, of
the par'caplta amount on page 30 Sth paragraph to $7111,13. Motion
carried, unanimous vote.

Motion was rade by Councilman Johnson to approve Change Order 11
for the sewer and water contract in the Central Area with Johnson
Eros. Righyay 6 Heavy Constructors. Motion died for lack of a
second.
Councilman Hints asked for clarification of the request and asked
hy borinp were not made before the contract was awarded so that
the unsta0le soil condition would have been discovered at that time+.

With regard to Project 170-8.9-F for improvement of Nathan Lane from RE: PROJECT 170-8.97
13th Avenue to 10th Avenue, Mayor 811de' said that two ptoblems are NATHAN LANE
invorIved here. One is the store sewer for that area and how it will
be paid for# the benefitted area has not been determined. Alsog how
the road Improvement will be pa`d for. He suggested considering the
obtaining of right-of-way and aerie back to the abutting property
cess; construpt a gravel road and assess this back too. Also,

PARE A SUPPLEMENTARY REPORT CONCERNING THE ACQUISITION OF RIGHT-OF-
WAY, DSF6RRPtM OF THE STORM SEWER AND CONSTRUCT THE ROAD WITH A
GRAVEL SURFACE AND SET THE DATE OF OCTOBER 26, V10 FOR A PUBLIC
NEARING. Motion carried S aye roll call vote.
Engineer Bonestroo reported that a request was received from Gary RE: 21ST AVENUE
Freund to improve 21st Avenue because a building will be constructed IMPROVEMENT
this year between Fernbrook and Niagara Lanes. Base material'is
being brought into the area by the Central Area oraject contractor
and the base material could be placed on 21st Avonuii now with the
curb and gutter going in next year. The contractor is willing to
Improve klet Avenue by change order if council approval. Engineer
Bonestroo added that it is rather late to advertise for bids as it
esquires 21 days to receive bids% The improvement is estimated to
cost $16,450 and a change order could be coordinated with the street
Improvement project contract with Jerome Begin Co. If ordered by a
change order it can be in by November first. Couneilian Spaeth ex-
pressed a desire to include 23rd Avenue as well.
MOTION was made by Councilman Spaeth, second by Councilman Johnson RBS_ 70_,
to adopt RESOLUTION NO. 70-397, A RESOLUTION APPROVING A CHANCE CHANGE ORDER -
ORDER TO THE JEROME BEGIN CENTRAL AREA STREET IMPROVEMENT CONTRACT 21ST AVENUE
TO PUT IN BASE MATERIAL FOR A 9 -TON ROAD ON 21ST AVENUE. Motion
carried 3 aye roll call vote.
Manager Crawford was asklad to make a study of 23rd Avenue and advise
Council if it is in adequate condition or if it should be coordinated
with the above improvement of 21st Avenue.

Councilmen Kindseth expressed concern for the service road. grade
elevation and clean up of the area of and adjacent to 34th Avenue
at,)'County Road 018. He foots this area should be watched as far as
the County work to ',concerned as well as,the traffic and other pro -
blew that are liable to occur.

BUDGET
Mayor Hilde and Manager Crayford made presentations to the citizens
regarding the proposed budim t for 1971, after which they were in-
vited to make comments
Gerry H. Neils commented on the following items: Its felt expenditures
for the Engineering Department should be reduced and explained why.
He questioned the justification for hiring a full time Planner; the
necessity of purchasing a weeper for the.Street Department; he thinks
t to better to rent one when necessary; the necensity of hiring three
patrolmen; he thinks the juvenile officer expense should be iAcor-
porated with School District 1281; the necessity of purchasing a siren
for Civil Defense; the necessity of purchasing a van for assistant
assessor's field work and feels that expendituren for office supplies
In all departments are excessive and should be better controlled.

Manager Crawford explains3 the upsets of project charge backs rich
affect the Rpgineering Department`s budget, also why we need,a Planner
and what services he will render. He said a swteper to necessary in
connection with our seslcooting program and does not warrant renting
one.J.Chief eaorkinsoh has discussed a polite-school patrol program
with School District #281 and they have made no decision at this time.
MayorJHilde stated that the siren for Civil Defense has been budgeted
for three years and is expected to be matched with federal funds. A
van for'asesssor's assistants was proposed so that they can complete
work,nside the vanNv6ile in the fieldo thereby eliminating the
necerity of returning to, the village offices.
Mt. Tom Bradford eoranted that the 16.31 raised in property taxes and
302'increa a in expenditures is excessive. Re objects tosthe purchase
of the sweeper and feels,that even if the Park Director is doing a
good job, we cannot affov.4 him. '
Howard Hunt said he is speaking on behalf of several citizens who called
him. He feels the hiring of a full time Planner is not a good invest-
ment. He does not see on the Transfer of Fundb anything for water,
ewer and road PAintenancom crew. He feels that due to today's economic
situation the total budrivt should remain the same as last year; capital
equipment purchases shouA be put off for a year, hiring of additiojal
personnel delayed for a year; wage Increases looked at more closely;\
ad valorem tax for storm savers eliminated; forget about the 3 mill tax
for same and that increased property evaluations is due to the re-evalu-
ation of individual property owners properties.
Tony Norris criticized the cut in his requested park budget and said we
will not keep our excellent Park Director with the proposed budget. He
would also resign tonight if the Council desired. People need ;ecn,a-
tional services. Mayor Hilda said that in effect the park budget want
uN a good deal and explained how the present figure compares with his
budget of last year. proving his point. Mr. Norris said he still arin-
tains that the Park Director is doing a good job.
Another citizen said we know tastes ara of concern and That s 162 increase
is no bargain. People are bgiini; driven to the poorhouse and bankruptcy.
He agrees that renting a eveopet and van would be better and as for a
Planner, the next thing-he'V. need will be a secretary, assistant and
draftsman. Maybe this is that be;;inning of a bureaucracy, driving us
to bankruptcy. His street hes mover been ewrpt and he cannot afford
the doubling of taxes every S years he said.
Another citizen said our economy causes concern about salaries. He asked
If building permits have increased and was told they are down. He feels
this should be kept in mind and equipment purchases put off until next
year as well as the siren. Taxpayers are concerned about where their
money is going.
Another citizen said with respect to the police and fire departments, the
sewer projects have increased the number of streets and many have become
juvenile raceways, These departments should be increased for village
protection, but he agrees with the others to wait a year for equipment
purchases and continuing the use of consultant services for a Planner.
He questioned the value of animal control with respect to the amount set

Mr. Neils questioned the $65 per capita figure as compared to other
villages when it is less. Councilman Johnson questioned the basis
for his remark as he has noted>It is also higher in some villages.
Councilman Eindssth stated that the average statewide figure is a
little over $70 per capita.
Mayor Hilda commented on the items brought up and said two things
that we can do as a community is to meet our needs now and in good
years some of our wants. We can raise money by assessing uniformly
and everybody, attracting indunry and encourage certzin types of
development that provide a net tail; yield. A community consisting
mainly of single residential are", are a disaster as has been felt
In satin surrounding communities who are having a hard time paying
off their debtedness. It is also I'ielpful to scout oat all aid pro=
grass available and exercise restraints and he cited what items along
this line has been done by the Vilj.age in the past.
Another citizen questioned if any thought vas given to raiaing revenue
through a municipal liquor store opieratton. Mayor Hilda told his the
village did have such an operation In the past and reviewed the
Village's experience in this connection. This person also asked if
any thought was given to increasing certain gates and fees and Mayor
Hilda said a discussion will be held in this regard in the near future.
Mr. Neils said he would like to see a cost accounting made on admini-
strative costs relating to projects; ncthing has ever been put back in
the GenevAl Fund, Mayor Rilde said he would like to see a more soph
isticated type of accounting and reporting developed. We expect to
have a 5 Year Forecast prepared which will be used in making up next
year's budget. He is encouraging the School. Districts to do the same.
The Council and Manager reviewed the proposed budget. Discussions and
recosmendationa on certain items were made. With regard to the Election
Budget whether or not to continue the contract for use of IBN Votomatic
Machines was discussed. They did not prove too succeeful during the
primary election. Finance Director Barnes said he prefers using paper
ballots. Council agreed to delta this expense from the budgetr
With respect to the purchase of a van for use by the assistant assescor's
It was agreed to check into the system employed by the Nov Hope assessor
which is set up in a passenger vehicle. Budget was revised accordingly.
Councilman Johnson stated he was in favor of hiring a full time Planner
to start next June. This was discussed and the budget revised accordingly.
It was decided to put a "hold" on the discussion concerning the purchase
of a Civil Defense siren.
The hiring ol: additional patrolmen and promotion of a juvenile of (icer
was discussed. It is expected that half of the juvenile officer's ex-
pense will be funded by federal funds and the school d1atrict. Mayor
Hilde advised that District #284 will eeoperatp but District t281 has
not eomented. He suggested that two eouncilmitn present this issue
before the #281 Board and ask for their cooperation and funds. Inasmuch
as the village has our own auto mechanic and h$a services will be employed
for squad car maintenance the budget in this regard was revised. A dis-
cussion ensued on the future purchaeu of squad car replacements, which

Merits of the storm satyr rases fund was discussed at length. In spite
of the feeling that there may be -Ad•risk involved by Mayor Hilda and
Manager'Craw$ord if this fund is revised, the budget was decreased.
Councilman Kindseth fade cosments on the Weed Control budget and the
operation of this program that took place ,this put year. He feels that
a change is needed and Council agreed. Manager Crawford said it is his
Intention that this be done.
