A regular meeting of the Plymouth Village Council was'aalled to order by
Mayor Hilde at 7:40 P.M. on September 14, 1910.

Councilman Hintz said he would like to have our ordinances reviewed and RE: ORDINANCE
a report received from the Planner on lot sizes in Plymouth. Now that REVIEW
sewer and water is available in many areas it seems the appropriate
time to review the ordinance to allow smaller sized lots. Mayor Hilde
said this w uld have to be ordered as a study. Councilman Johnson said
if a study its Aleceided upon a discussion should be held first on whether V. 4 sl i °`6 j4e
or not we want to do it.

AN ADDITIGN TO PAWS, WOODCRAFT, 2730 FERNBROOK LANE SUBJECT TO THE
FOLLOWING:
1. Removal of the parking stalls which are located in the 50'
front yard setback of the building along Fernbrook Lane.
2. Allow three more stalls west of the 35 shown along the south
side'of the lot in such a,location that they will not be It,
the front yard setback area.
3. The removal of blacktop„which has been placed in the front
yard setback for parking purposes and the replacing of said
area with sod and landsc;ping.
4. Allow parking west oU the first and third additions in a
location which will not be in the front yard setback.

6. The owner is to submit revised plans including landscaping

The Council 'discussed with Fire Chief Mauer the stipulations set forth
In the Mutual Fire Protection Agreement with the Village of 'Medicine
Lake. There was a discussion -on whgthltr or not the fee for service
should be based on the number of pieces of equipment that was used.
MOTION was made by Councilman Johnson to accept the Mutual Fire Protection
Agreement between the Village of Plymouth and tillage of Medicine Lake.

a n`ew agreement made up stipulating teat the fee for fire fighting assist-
ance shall be based on per unit of egOlpment used. Attorney Lefler
sugge.,-d that the Medicine Lake Village officials be contacted'in this
regard before a new -agreement is made up. Fire Chief 0huer was asked to
work out the changes based on the discussion held and report back to the
staff. Motion carried 4 aye vote, Councilnutn Johnson voted naye.

representing Bel "tar Builders, appeared before Council and said this re-
quest is matte due to the progress of their development and desire to get
as much of Cie underground wort^ done as possible. A discussion with
Engineers Hagen and Bonestroo was held regarding a preliminary report
which Clark Engineering made covering the economics of the project, app-
roval by Harris Development Corpornti.on, determination as to whether it

Manager Crgwford advised that he met with `Sr. Shannon, and Mr. Earl :filler RE: ACCESS TO
of Mannin Company or- Aug. 2$th and pointed out that they do not have a %!ANNIX PROPERTY
specific easement, only the right of access, to crdss the private prop-
erty for access to their plant. Now the property owner ,wishes to put in
some fill. Mannix Company is in a dilemma for future access because of,
the sewer installation. Engineer Hagen pointed out on a wall map how
the proposed Thoroughfare Plan will affect them. After considerable dis-
cussion Mayor 411de suggested opening Nathsn Lane from the railroad tracks,
ti 10th Avenue and gravel according to the alignment until we have estab-
lished our Thoroughfare Plan so they have a good road this winter. Mr.
Hiller said they want to be sure they have the right to use the road.
Attorney Lefler said public right of way should be obtained and we will
have to know what the alignment is in order to obtain same.

Engineer Hagen presented his Project Stacus Report and was asked by RE: PROJECT STATUS
Councilman Spaeth what the status is of the pumphouse. Engineer 11agen REPORT
said they are waiting for the meters from Control Data and switch pear
from Allis Chalmers. They have said we can expect delivery around
Sept. 20th. Council discussed complaints received from citizenA con-
cerning; the quality of the water and asked if chlorination Could be
done manually to alleviate the situation. Engineer Ronestroo said it
Is not impossible, but expects that the equipment will be installed
real soon.
Mayor 11ilde asked why the Force 4 taain project is tieing delayed and the RE: F(a1tuF `AIN
Ing;ineer said it was due to a change order in the hands of the Metro- PROJECT
polttan Sewer Ronrd uvhich they have not signed. The '!anager wns asked
to contact Mr. Dougherty of the ;fewer Baird with respect to processing
this change order. The Beacon Heights project wets started last Thursday.

MISCELLANEOUS
Mayor liilde asked c,uncil if they agree that he should send a letter RE: HENNEPIN
to the Hennepin County Coirmiissioner regard f,ng their increased budget COUTANIT AUDGET
proposal. Their total bulget will be increased 31%. the Welfare in-
crease is 432 or $36,000,,(100 and the Health Dept. is 24%, the other
departments will remain e.lose to what they were. Mayor liilde said be
Dade an appeal the evening the budget was reviewed concerning the in-
crease`and wants to covifirm his statements by letter, Council agreed
this letter should be sent.
The Council +s concerned about poor attendance on the part of the
Plannij g Commission members at recent meetings which was discussed,

the Board of Review to interpret the Uniform Building Code slivuld a

directing the attorney to draw up an ordinance for council's approval
to amend the HuUding Code with respect to appointing a Board of Review
