A special meeting of the Plymouth Pillage Council was called to order, at
7:45 P.Mi on July 27, 1Q70 by Mayor tlilde in the Municipal Public Works
Budding.
PRESENT: Mayor Hilde, Councilwein Johnson, Kindseth and Spaeth, Acting
tanager Barnes, Engineers Hagen and Bonestroo and Attorney O'Brien.
ARSE`'T: Councilman Hintz, for business reasons.
Flacal Consult ant Jim Olsen of Juran & Moody presented a fiscal review
dated May 2b, 1970. Ike said this report 4ncluded everything except the
last bond sale which'vill be included in his next report.
The estimated project costs and financing schedule wvtre reviewed and
discussed. When the Sanitary Sewer and tater Cystep Review wba reviewed
and the colt:zm pertaining to the estimated mill rate discussed it upas
concluded that this column is off one year in it9' projection. 4tavor
Hilde said that we have not had a realistic 5 year forecast and will
not have one to use for preparing the 1071 budget. Powever, a 5 year
capital improvement report and a 5 year forecast will he made to be
made so that it can be used to prepare the 1972 budget.
Mr. Olsen was asked if his report incl.uct d .1 tr.insfcr from the General
fund covering the Park Dept., Police Dept. and their vehicles and Road
Department, Mr. Barnes said he had no realtgtic figures to use so it
is not Included but *,r. Olsen does have t,e format. 'favor Hilde asked
that this be included in his next report. "r. Olsen feels the report
is a conservative one.
Engineer Bonestroo was asked by Mayor Pilde to report on the meeting held
with !Sr. Mcnoiiald of Nitta, members of the Metro Sewer Tloard and F.C.A.
concerning our request for federal funds for the Minneapolis force main
connection. Mr. Honestroo reviewed 0wat took place at the meeting and
commanded 'favor Hilde for the Manner in which he presented the facts
and maps concerning :his issue.

Mr. Olsen k,-$11 prepare mother report which will include the hand sale and
transfer of funds to lNe submitted in September for use in preparing the.
VIM budget.

Councilman Spaeth brought up the subject of the land to he donated by
Fir. Wm. Cavanaugh adjacent to -,the civic cerater site. He said a
dectsfon should be made on how much of the atctl we want so a legal
de cription can be set up.
MOTION was made by mayor Hilde, second by Councilman Johnson directing
the Acting Manager to order the appropriate staff, Planner Bergly or
Engineer Hagen, or both, to survey the Cavanaugh property and furnish
a legal description of the amount of land they feel we would like
dedicated in view of the guide map that we have. Such information is
to he submitted within one week. "lotion carried, unanimous vote.
Acting !"anager Barnes reported that the drainage problem r.orrection for
27th .venue, Greentree Forest 2nd Addition will cost $33no. Engineer
Cook will go out to !h s nrea on Wednesday with the contractor to
determine what shall be done. Expenses for said work will he paid for
by developers-, Mr: Jarness and Mr. Gulltckpon. No mod will be laid.

Engineer Hagen said his report on State Ald will be given at next weeks RE: STATE AID
meeting, August 3, 197n. REPORT
A review was Riven by Engineer Hagen of a meeting held to discuss the RE: PLANNING
Planning Commission procedures which was attended by Chairman Egan, C011NIIISSI114
Mayor HI lde, Councilman Johnson and Engineer Hagen. Procedures with
respect to public hearing decisions and petitions were dtscussed and
Chairman lagan Reeve the reasons for said procedures. Mayor Hilde said
it was an informative meeting. Councilman Kindsath suggested that
whenvier a petition is made and is in accordance uttth the village guide
plan the citizens attending a public hearing on the issue should be
notified of this fact.
Councilman Kindseth also mentioned that to date the suggestion he made
for some type of brochure for new Planning Commission members has not
been forthcoming. winyor llilde said this can he tied in with the ssgign-
ment list for the new manager.
A progress status report of village pending projects was given by Engin- RF: PROJECT
eer Nnpen. hater main Installations are completed. Paving is complete STATI'S RFPORT
In Greentree anti Candlnlight Terrace. Tomorrow work will he done in
Imperial Nelle thence on to 11ndley Hills. Pinecrest, Fricks Car0en Tract
and Nth anti Queensland lane. Blacktopping is to be completed for Fountain
and Garland Lanes. Weston Lane is completed as is 6th and Upland. Meadow-
ond and Imperial Hills 4th Addition will he last, there are no homes here.
These areas are all to the Southwest area, The Minneapolis Force 'inin is
one-third complete. It is hoped to he completed by August 15th. Pipe deli-
very is slow and presents somewhat of a rroblem. 'Cha contractor anti A upp-
lier will meet to discuss a pipe delivery schedule. The purptng station is

The Northenst interceptor is scheduled for completion by Sept. 15th. Jt is

Councilman Johnson asked about the iron content of the water in the South RF: WATER IN 4111'.
west area. Engineer Hagen said that Orfei & Sons Contracting Co. are the SOUTHWEST
greatest offenders as they continually close valves to test water then
forget to turn ,them on again. 'Sngineer Bonestroo commented also on
problems that they have created. A discussion followed on what can be
done to avoid these problems in the future.
MOTION was made by :Mayor Hilde, second by Councilman Johneon directing
the Acting "tanager to take increasingly strong and appropriate steps to
deal with the contractors for much better coordination for results to
reduce hater shutoffs, water failures and use 4 ch measures as necessary
to demand that the contractor reduce Employees who are obvious offenders.
Motion carried, unanimous vote.
Councilman Johnson wanted tc% know If he is tight in assuming that contract-
ors are responsible for damage to curbs when they construct homes. Eng-
ineer Hagen said a bond is required for this sort of thing in a neighboring
community. Sometimes children cause curb dar+age also and some discussion
ensued on this subject.
Acting `tanager Barnes, Engineer Hagen and Planner Bergly will go to School RE: MEETING -
District #281 offices Tuesdav morning, July 28th, to discuss the pending SCHOOL DIST. 281
street improvement of 36th Ave. N. from Zachary to Pilgrim Lanes and all
other points .)utltned by 'Mayor Hilde for discussion with Dr. Hood and
fr. Boyington.
Engineers Bonestroo and Hagen urged son* action be taken to advertise for RE: ADVERTISE

Council's previous action directing the Acting `tanager to forthwith get
his staff to do all the things that was previously requested. Also,
direct the Acting Vanager and his designee to make a study ';hat will
determine if the original plan under which the utin plan was completed,
that included the Little Bass Lake and channel, is feasible or not and
to comment on its' feasibility. Also, develop two or three alternatives
for construction of ,a good park and present these alternatives first to
the Park and Recreation Commission for their review and then to the Council
for their review and decision. This is to he presented in October.

Tayor Hilde asked Council to consider what assignments should be given
to the new manager. He suggested reviewing the project list and In-
cJude those that are the most important on an assignment list. Fie asked
that each Councilman send their list to his home. Ile will compile them
into one list and present it to Council for finalizing.

Councilman Kindseth said he talked tc the people on 54th Avenue scuth of RF.:
Bass Lake and sent a copy of his report to Council.. All the property
owners between Pineview and the lagoon, north of the road, are against
the proposed blacktopping. The village would be involved with the two
outlots and the developer has one piece of property on the south with no
buildings there. Engineer Hagen said about Sgnn was spent on the road
last year and it is in pretty geoa shape. He feels it will he hard for
the developer to put up escrow money. ^tayor Pilde asked Engineer Hagen
if the village will have to spend any more money in the future on this
road. He said some :ill be spent, but not an unfair amount for taxpayers.

Engineer Bonestroo asked for Council's approval on mucking which has to
be done in the West Bank Industrial Park. Ilarri, Brothers ,said it is
agreeable with them if the village will assess the expense over a ten
year periud rather than toe required five year period.
