A discussion ensued on what effect this will have on the sewer and water project that has been ordered and also on assessments, cooperation of the school district, new sthools within a mile of each other, non-resident students heing 1•pss4es into Plymouth, con dition of the road for buses and cars this winter, 2/3 of the itiaen's tax dollar guit,g to the school district, the school district's false opinion that there is a Windfall of property evaluations now and having the expense assses,;od where it should be by the time the assessment hearing is held. Engineer Bonestroo said it was 110?; and derloaded. The state requires' )flouridation avid chlorination but the owner refused to have the well chlorinated. A new well w,as inevitable. A 1iscussion followed on this subject E MOTION was made by Counciluan Hints, second,by Councilman Kindseth to inform the Petitioner _that ve ente*+tain his sibulseton of an irrevocable letter of credit to our attorney or another form of credit in lieu of a 1502 bond. Motion carried 4 aye vote. Mr. Toigen asked if the staff can issue camporary building permits so they can begin with footings. The Attorney explained that they are asking that plat approval be given subject to satisfactory,,approval by the village for credit. MOTION was made by Councilman tindseth, second by Councilman Spaeth to adopt RESOLUTION NO. 70-284, A RESOLUTION APPROVING THE tINAL PLAT PLAN FOR FOX MEADOWS FIRST ADDITION SUBJECT TO RECEIPT OF ADEQUATE SECURITY FOR THE IMF ROVIMNTS T111AT BELGARDE ENTERPRISES IS INSTALLING AND EXECUTION OF A SATIS- FACTORY,AGREEMENT. Motion carried, 4 aye roll call vote. MOTION was made by Councilman Rints, second by Councilman Kindseth to rescind the motion made preceding R000lution 070-284 above concerning a letter of credit. Motion carried, 4 aye vote. Engineer Nagtn said that the Village of'Madicine Lake requegted that the Village consider the installation of traffic signals at the intersection of HIghway 035 and County Road 1173. He ree m- nded that the Highway Dept. be asked to asks a study as this intersection is getting more congested right along. Mr. HarRy Foster of the Sun Valley Mobile Park near this location to11 of his concern about the dangerous situation at this intersection and expressed his interest also for traffic signals here. RES. Engineer Hagen &4id he is also interested to find out how much it would cast and what the Highway Depts would propose. 'She asked the vil-lage to consider making the stretch up to MIP a 35 to 45 mile per hour speed zone. It is dangerous for children crossing here on their way to school. Possibly a bridge could be built she said. Fire Otief Bauer said the intersection' at Highway 055 and County Road #73 has a history of accidents. Motorists do not give you a breal: to cross. Children who cross must fight traffic. He has experienced difficulty on numerous occasions trying to cross with a fire rig. Coming from the east on County Road #70 visibility is obscurred due to the road elevation -6 Engineer Hagen said highway changes usually take 5 years to, process and that length of time is also required for funding. Councilman Hintz said he concurred with Engineer Hagen's memo 070 dated July 15, 197(1 and sugg- ested that the village staff ask the Highway rept. to study the intersection of Highway #55 and Courty'Road 973 to facilitate traffic safety in,that area including the installation of traffic signals. Also, inform and en courage the% to cooperate with our Thoroughfare Plan and Land Use studies. Councilman Kindseth said a history of the study that has been rade up to the present time should be submitted to the Highway Dept. as well. Mayor Hilde wondered if the area shouldn't be enlarged in view of the situation at Beacon Heights, up to County Road 96. Fngineer Hagen said both the County and State Highway Departments would he involved and an interim solution would be a stop light installation. MOTION was rade by Councilman Hints, second by Councilman Spaeth directing the Acting Manager to druft a resolution that coordinates with previous resolutions and generally request the Highway Dept, to come up with an interim solution for a very serious safety situation from County Road 073 west to County Ro2d 46 on State Highway 455. Motion carried 4 aye vote. Engineer Hagg?n said that the Planning Commission previously dented the rezoning request for Plymouth Woods based on the items he srnted in his memo "76-63 diatod July 15, 1070. Engineer Hagen gave four alternate solutions. Mayor Hilde said consid- erable discussion was given to this request last year. , Councilman Spaeth asked Engineer Bonestroo if water and sewer is apt to be put in that area. He replied that if a school is built it'will he. . Co!,mcilmar.; Hin -z agreed this was,a point to consider. A discussion followed on,previous money spent for maintenance, future utility installations, the five people, opposing the request and what their feelings may be now. OTION was made by Councilman Hintz to order a new preliminary report for the new street on 54th Ave. without curb and gutter and set, the public hearing date as Aug. 17, 197n.
