The Board of Review was called to order by Mayor H1lde at 5:30 P.M. 1n the
Plymouth Village Hall on the 14th day of July, 1910.,
PRESENT: Mayor Hilde, Councilmen Johnson, Hintz, Spaeth and Kindseth,
Acting "tanager Barnes and Assessors Pu1ju ane Carroll,.''
Also in attendance were: Messrs. Wayne,,1ohnsoa,,Roy Johnson
and Harry Mernin from the Hennepin County Assessbr'a office.
Mr. Wayne Johnson, Hennepin County Assessor. explained to the citizens what a
local assessor's job is and remarked about the phenomenal increase in property
valuis and.)said the property on which it i j felt there. as -,been an over
assessed evaluation it may he reviewed and redil e%ed by ab,itement over a two
year period.
A citizen asked what the 1% aggregate assessed :-aluation f\ are is and 'M oa,• r ,
Hilde told him it is approximately S20n,00n,
Another citizen said his taxes have incrgased three times since 196.1 and
asked why homestead exemptions have not increased three Mmes as well. lir.
Johnson told him that is determined by legislature and it would take legis-
lation to have it changed.
Par. Rey Kirkman asked about market values Pet on properties unseen. Ile cannot
see increasing valuations across the I-oard. M;. Johnson sant it is impossible
to view every piece of property. AssAased valuations must he submitted to the
Hennepin County Assessor's office by June. Mr. Kirkman questioned the legality
of this and Mayor Hilde Raid we cannot debate the law, he would have to
approach the legislature on this issue. '
Mr. Tom Conroy asked if all the houses were assessed by a visual Inspection.
Assessor Pulju Raid he does not know how many were actua ly Rovered on an
individual b4sis, but those that were not, a blAnkec increase was applied and
under both methods, sales data was used as a gut'deline.
Mayor Ililde explained that the tax formula is the Assessed value ttmets the
mill rata, which equals the tax. The mill rate to determined by the villoge
budget, to be mode this fixll and he further explained what expenses the budget
covers, which is in addition to the budget that is made by the schcll'distr+ct
and is multiplied by the assessed valuation. Ile Added we must be sure all
citizens get a fair assessed valuation, ac a,rding to the market and we should
watch the way the budget is t.ade by school A4Qtrtcts which amount to AV.. the
village Rets ilk to 1.7' And the county gets :!'ty. Whether or not you can
afford to live on the property cannot he considered.
Mr. John Hrayley, 12:1111 Ilighway 055, Plat 43AR1, Parcel MIn, said his hot a
is a prefab built in 1964. Many,defects have occurred since its' construction
which he explained in detailk lit feels the,' valuation should not exceed t?2,nnO.

describes, the topography of his lot located on the northwest cornett of iighway

taken to widen the street. He said there arc'$3.400 worth of assessments on
it And it does not j ustifv the $7500 assessment, lots north of County Road 024
are valuedjat $3500 without sewer and water, He' -feels his should be $3,nn0'and

Mr. Henry tlartig. 11720 54th Avenuq N., Plat 43886, Parcel 800, referred to an
article in the Wall Street Journal 'stating that taxes have become conAsca*Ary,
Mayor Hilde reminded him that this its not a meeting to discus;' taxes. Mr.
Hartig said his prrperty compares with a,home on 46th and Win•ietka assessed
fok $18,00n, his is'$32,no and understands it will even be ntlre. He does not
haSe sewer and water or any improvements and feels he cannot jet this much if
he sella it. He wants it reduced between S26,nn0 and ?28,nno , "favor Hilde
asked Assessor Pulju to check the house in New Hope to which ie referred for
cowpari son'.
Mr. P.onald Fraley. 1.464 Larch Lane, Flat 44355, Parcel ?V10, compared his house
with the one,2o the east of him. His mouse was asaessea at $.18,00n in 1464 and
that house at $22.000. Ile described the differences in construction, he has no,.
basement and the otehr one does, plus many other features besides access to the
lake. He feels rhe differences amount to about S4,nnn and would like this
amount of a reduction on his property evaluation.
cr. A. Jo Withoff, 18145 inth Ave. N., Plat 4410n, Parcel 74nn, said there are
three homes on inth Avenue now for sale and he would sell his fc%$31,nnn. He
feels his assessment is too high amd would like it lot,ered.
Mrs, Agnes Schmidt. 4315 Fernhrook Lane, Plat 43715, Parcel 842n, said that on
38 acres of Agricultural land taxes have gone up 35'1", The assessed valuation
is not fair. They will he forced to sell and this is the main source of income.
A discussion followed on qualificationR for Green Acres tax. The Green Acres
tax on this property will be $17,40n and the dererred vale^ Sec.Onn,
Mrs, Arnold Olson. 4235 Fernbxook, Plat 4371A, hSrcel 1623. said this property
is landlocked. She would like to knew what guidelines are ujo d For this type
of land, 24 acres of the 7 acres IS Swamp land. A road would have to he put
in to sell it. They would he forced to Sell if the taxes are that much and it
is land that cannot he developed due to the swamp, land hear here is valued
At $5nn per acre rnd it Should not he more than that on this property.
Mr. N. \', Bill,, %AnG Juneau lane, flat 4'37x4, Parcel n,5nn, bought this 52.66
acres of land with a On year old homestead on it which is not modern. Valuation
went up lin times anti he described the land topography. There are no roads for
development and some of it is i.naccessnble. The valuation is too high and they
are unable to make the taxes off the land, Creen Acres mould not help clue to
the ponds and take frontage.

Anne Duggan, 17810 8th Ave. N.j Plat 44150, Parcel 4400, said the valuation is
too high. Itis an old loghouse purchased 40 years ago and goved from a
location a mile away. It had one room and they added one mor1%,. There is no
basement, garage or hardwood floors.' They maintain the property very nicely.
Last year it was assessed at $14,00(1 but they could not sell it last year for
even $11,000. They are getting old and must watch their pennies. Ne feels a
group of men should make the assessments rather than one or two men. Mayor
Hilde said the property will be reviewn_d.
Air. Ron %iilbrath. 4305 West Medicine Lake Drive, Plat 43715, Parcels 12111,
4025 and 401n, µrid he is not complaining about the assessed valuation of
his home but on'the other property which Is 18.6 acres of dust and swam.
The valuation is way out of line. The Green Acre deferrment was discussed
and he was told it had been approved, so qtr. Mlbrath was satisfied.
Mr. Laurance R. Elwell. Jr., 710 N. Ferndale, Plat 437n6, Parcel 30nn; Plat
43730, Parcel 6700; Plat 43731, Parcels 2075, 540n, 160n and 1800; complained
that the valuation is too high and exceeds the sales price. He described in
detail the various portions of his property. He iyas.,told that a Green Acres
deferrment was approved. Mr. Johnson told him if he feels it is still too
high and would sell for less than the Assessed valuation it can be considered
for an adjustment. He added that part of this land is lakeshore and Green
Acres would not apply on that. ?fr. Elwell said he thinks it is even high yet
and it is a matter of getting realistic figures should the law change. lie
would be satisfied to have Parcels 1800 and 5400 reviewed at this time.
Mrs. Alyce 1. Giebenhain, 15920C County Road X47, Plat 437n5, Parcel $00,
feels the increase from $28,n2O to $84,nno on undeveloped land is excessive.
In the middle of the property Chev made a man made lake because it could not
he built on. Thev have numerous drainage problems. Neighbors have had adj-
ustments made because of unhuildable portions of land. She was told she re-
ceived a Green Acres deferrment of which she t3as not aware.
Miss Glades Rippe, 261n w. Medicine Lake nrive, Plat 43713, Parcel 3nnn, said
she did not receive a statement on itthat the assessed valuation is but under-
stands it will be $90,000 on the 3n.57 acres of lakeshere property and t40n
on the house. She feels that is too high. We do not know if we could realize
that much if we sell it she said and it has been increased rtght along. vnw
you are forcing people out of the place. Property is securtty. People cannot
pay these kind of taxes. After a discussion on the property `favor 1111de Raid

r. lloward hunt, 17201) County Read P41, Plat 43705, Parcel 3532, said the in-
creased valtuttion is unwarranted and not acceptn1h1e. Ile would not object to n
157 increase rather than the 58" increase which wAs made. lie reviewed a previous
conversation with the Assessor concerninC another piece of property. Stich in-
creases cause n lot of people to sell out because they cannot afford to ray •,ire
takes. Ile would like to know horn+ the vnluatton was arrived at ns nr as the
Lnnd is concerned And the house on it. Ile asked if lie could Ret a copy of the
total. Figure a covering the breakdown of assessments on reAidentsw, commercial,
industrial, farms, etc. The Assessor said the figures are nct hrniton down, all

Johnson said Vita will he done next year for the state.

Mr. Hunt then went on to question the decrease reflected on residentials vs. Ind-
ustrial and commercial property in 1969, also the comparison with New Hope, the
MIP property assessments with respect to vacant land and those with buildings and
restated that ,his assessment should not be more than 35%. )Ile only has•one
possitle ' uilding site an the 5 achesand there is no storm sewer 'he saia'. Mr.
Wayncei Jvtnson said it was not meant that all properties should be increased by
35%, some did not go up at all, some went up 4;1,07 to 300%, \othr±rwise valuations
could have been done by machine.
Mr. Edward Meehan, 30 Vinewood Lane, Plat 439gn, Parcel 600, said the market
value valuation represents a 4?1 increase over last year which he feels is high
for a plain house. He has no fireplace or b r',ck front and when compared with the
others in the neighborhood is pretty high. lia asks that council do something for
him. Mayor Hilde said his property urill be reviewed.
Other comments and complaints received from citizens who did not appear were
received from the following:
Litton Systems, Inc., 1301E County Road As complained about the assessment valuation
on Plat 44352, Parcel 3230,
Kraft. Foods, 1915 \enium Lane, comply+ned about the assessment on Plat 44353,
Parcel 3000,
Mr. John t. Batson, 5215 Queensland Lane, Plat 4466n, Parcel 95n0, said his increase
is 75% in two years. Ile feels the 351 increase is fair. His valuation should he
around X30,000.
Mr. Lawrence LaCrosse, 459 S. McCarrons Blvd., St. Paul, Plat 442046 Parcel 5ni1(} at
11905 54th Ave. N., Larch Lagoon, asked why the taxes are sn high when a house
across the street right on the lane is only about Wn higher. They are interested
In buying said property but are Afraid that taxes will go even higher.
111r. Bruce Be, Burnes, 185n5 3n. Ave. N., Plat 44;10.5, Parcel Genn, said the depre-
ciation allowance on hts house amount,q to 3%, which is too Mph. It would he wore
appropriate at ?% per year snd lie %aouid like this adjusted.
Air. John T. Hanley, 5705 Lawndale Lahti, protests the incre.ased valuation of SI ?nn
per acre which exceeds the tiorket value of the V) acres and farm buildings in the
Sly''.: of Section G. No one in the area can sell. their property at that prl-ce.
Webb R. Cooley, Jr. 4 Co., reauested reconsideration of the .assessment on the John
nnville Building, Mn \entum Lane Nc.., owned by Trammell grow of Dallas Texas.
It was decided by Council to reconvene this meeting at 7:3n P.m. on Julv in, 107n
which will he held in the Munictpal, Public Works Building;.
