Shepherd, 14510C 13th Ave, N. asked to have the map displayed and said that because his property is on a corner if it will be improved as a square corner. Engineer Hagen said it will be a normal square corner. Mar. Shepherd said he is for the improvement after discussing what part of his property will be considered for the frontage assessment charge'and he hopes it will be installed this year. Mrs. R. C. Winderl, 1345 Juneau Lang, asked how the people on private roads will be involved and how they would be assossed. She was told that their's is an unusual situation and will require a policy docision by the Council. Mr. Warren Hitchcock, 1720 Niagara Lane, asked if this was a final hearing or will they have another opportunity to speak. He was told he should ask any questions now and he inquirad ahout improve- ments for the last 650' of Niagara Lane. He was toia that a determination will have to be made on this portion due two the cemetery and church. Mr. Robert Hoppe, 1711 Fernbrook Lune, asked what the street width will be &t 18th avenue and Fernbrook Lane. tie was told it will be 30' wide w.th 24' surfacing. A 9 ton deuign going to 44' wide is uoheduled for the future. Raymond Ernhart, 14420L 17th Ave. N. asked if they will have to fight mud all winter and he was told they woulde, lie telt if the roads get torn up iii the fall it i o too late for the project. Notion carried 5 aye PROJECT 70-8A roll call vote. Ergineer Hagen displayed a map showing the prcposed installation IMPROVEMENT, route for Improvement Project #,70-1,0-8A in the East Parkers RE: PROJECT Lake area. The estimated cost is 8813,900. The assessment 70-1, 0-8A costs will be'made in accordaice with Engineer Boneatroo's report of M4ay ,3,,i, &00. Public hearing oPened at 3:10 P.M. Xr. Kenneth Gardner, 12400 Harbor Lane asked why they were not included in the improvements last yeir when water was put in. Engineer Bonestroo said plans for that installation was outlined by Council in 1965 and improvements had not been petitioned for by the citizens at that time. '' Mir. D. He was told another hearing was scheduled for that issue. He said he could see no reason for that improvement. J Robert J. Ford, 1730 Ithaca Lane, asked if he and the 25 homes on 17th, 18th, and 19th North of County Road #6 will be included. Engineer Hagen said if the smaller plan goes in these streets will be left out. sire Ford asked if the utilities would be installed at the same time and if they could get assurance on what the r,)ad onditions will be. He was told that everything depends up`a what action the Council takes. Mrs. Henry Kowal, 1517C Juneau Lane, asked how it is to be pain for, when do we pay for it and when do we hook up. Engineer Hagen ex- plained the Village policy to her on these questions. Mr. Benno Leuer, 14325 18th Ave. N., said he is for the improvement. He asked if it will be done at one time, when the assessments 'rill be made and what they will be. Mayor Hilde explained that the proae3t cost is an estimated figire and explained the assessment policy. Vernon L. Carlson, 14500 14th Ave. N., complained about the $90 he paid for road surfacing and now it has been torn up by a road grader, which he felt is a poor Village policy. He said a road crewman told him the road would last a lifetime. Engineer Hagen said the $90 was for street oiling, no base and it is a 5 ton street, with a 8" gravel base with 2" surfacing. Acting Manager Barnes checked his assessment record and showed Mr. Czrlson that he was assessed 40a per front foot for seal coating to last about two years. He and his neighbors reel there is no need for improvemento for 10 years. They all are on acre lits. He is opposed to the project. Air. Reginald Kroskin, 14220 County Road ## 6l ;eked how far the sewer will go and Engineer Hagen pointed it out to him, U the map. Mr. Arvin' Olson, asked about the increased installation cost and asked if the coat would gee up that mcch again if the pro je.; t was poutponed until next spring. Council discuoeed contributing ,"actoru to project oouts and aloo road conditions as comparod to the ones in the Southwest as a contributing cost factor. Engineer Bonestroo said the costs generally ircreaae about 10w' per year. Air. Olson asked what the road conditions will be and this was diucuuued by the Council. Mayor Hilde said the same policy will apply to him as it does to Mr. Hendricks and added that assesamp-at questions will be discussed when the assessement hearing is held. Mr. Kroskin said he was opposed to the improvement. He will be installed in their area to serve only one house. After discussing his objection Mayor Hilde said it will be taken into consideration. Mr. Sevey said his objections are due to the economics of the installation. Public hearing closed. Councilman Hintz told the citizens chat in the past the estimates received have generally been higher than the actual. awarded contract. Councilman Johnson asked if the project could be separated He questioned the necessity of going North of Cosnty Roai #6. Engineer Bonestroa said it could be separated and in answer to Councilman Hintz's inquiry he said we could start next spring on the project, if we went out for bids this fall. Some work could be done in the winter, especially in the areas where there has not been much development. MOTION was made by Coun.,ilman Hintz, seconded by Councilman Johnson to adopt RESOLLTION NO. 70-213, A RESOLUTION ORDERING THE PLA11S AND SPECIFICATIONS FOR ALL OF PROJECT tJO. 70 -1,O98 -A. Councilman Johnson asked about the advisabilit v of ordering this large project because of the current bens market. Co.meilman Hintz said if we order the plans and specs now, we know there is a need for it and it will not hurt us to get it, then decide whcit portion should go in this fall and winter. Engineer Bonestroo said the plain* and epecs could be drawn up in segmenta so they could be ordered Neparately, mainly the north and south portions. He said the developers are not dependabl and gave his reasons why and said it should be zoned R-1. Council asked Mr. Brill if the question of a restrietl;ve covenant was,brought up before the Planning Commiesion. He uaid if was not. It was pointed out that this area is being studied by the Planner and he should disc000 his plan wkth him. Mr. Brill said that this has been done. NOTION was made by Councilman Spaeth, second b, Councilman Hintz to defer action on this rezoning request until a tompreheneive guide plan hovering this area ifj adopted.
