Mr. Tom,Srickson, Attorney for Northwestern College, appearad)before, Council with respect to their request to resoae from R-0 try R4 the property located near the intoreaction of County Road 09 And Fera brook Line for construction of a college facility„and a 'k"anditional Use Permit to erect a radio tower on this site' Mr.'Arickson asked It their Planer, Howard 6ahlgren, could present thei,' concept of the college. Mayor Hilda said it would be bstten,to hav his prowD septation made when Council,is prepared to act oa it. Mlr. Erickson said they will be heard before the Planning Commission o6 June 3rd and 17th. Motion carried, unanimous voto' 1 Mr. John Burger, Chairman of the Human Rights CoeLlssion, explained his request for permission to mail to all the residents luted on the Plymouth Voter's mailing list leaflets entitled "Equal Opportunity in Houslug” and "Why? Why? Why? A Human Rights Commissioa", copies of which each Council member had received for review, MOTION was made by Councilman Johnson, second b) Councilman flints approving the request made by John Burger to allow the &•tiling of two leaflets to the reci ahts on the Plymouth Voter's mailing list. Engineer Hagen gave the reasons for Change Order #2 on Project 202-429,4. .ouncil discussed these reasons and Mayor Hilde requested that Engineer Hagen give the Council a status report on the projects when they Bowe up for final approval in the future. He could not reach Quality Homes developers, but they have noiunplatted land. Ray Harris Co. could pot speak for the three property Owners so was unable to get an answer, this evening. After a discussion on the acquisition of the 4 Seasons Water Sys rem Attorney Lefler said Acting Manager Barnes advised him that he mould handle the purchase until bonds are sold. Engineer Bonestroo said a public hearing rexiat be held on the preliminary report to connect the system to the VilUge systema After some discussion the follovin% motion was made. MOTION was made by Councilman Spaeth, second by .Councilman Johnson to adopt RESOLUTION NO. 70-2040 A RESOLUTION AUTHORIZING THE EXE- CUTION OF THE 4 SEASONS WATER SYSTEM PURCHASE AGREEMENT. Attorney Lefler advised Council that they will be buying the systae,; as is, it is working but needs some repairs. Mayor Hilda asked if Mrt bonardi was responsible for the repairs and there followed a discussion on this issue. MOTION was made by Councilman Kindeeth to amend the above motion, second by Councilman Johnson to reads A RESOLUTION DIRECTING THL MAYOR A.ND CLERK TO EXECUTE THE AGREEMENT FUR ACQUISITION OF THE rOUR SEASONS WATER SYSTEM AFTER MR. MOTION was made by Councilman Johnson. setond'by Mayor Hilda to RE: PARK LAND accept the dedication of the full 40 acres of park land by Belgarde DEDICATION - Enterprises: BELGARDE ENTERPRISE, Council discussed the park dedication parcels by Belgarde. North- western College and parcel north of the civic center site,which Councilman Hints ,pointed out means 78 acres,f land off 'the tax roll., With respect to the Belgarde dedication Attorney Lefler said there 1s,no need for action inasmuch as the regoning has not been granted and no public hearing has'been heldc) , Mayor Hilda withdrew his second and Councilman Johnson withdrew his motion. MOTION was made by Councilman Johnson. °*cond by Councilman Hints directing the Engineer to hold this item until such time that the kr. torney can execute a new plan with Belgarde Enterprises. RESOLUTIONS b ORDLINAtaCES Police Chief Hawkinson said the Parking Ordinance was drawn up to RE: ORDINANCE cover tha joopholes of the state ordinance and is a supplement of ON PARKING the same. However'.,he said a provision should be added 10 cover parking after a snowfall. A discussion ensued on what snowfall depth shall constitute a no parking requirement. MOTION was made by Councilman Hints, second by Councilman Johnson to defer action on the ordinance pertaining to parking of vehicles and have Attorney Lefler redraft the ordinance to cover parking restrictions r•.fter a snowfall. Motion carried, 4 aye vote. Council- man Spaeth voted naye. Police Chief Hawkinson said the ordinance relating to illegally parked RE: 00INANCC ON vehicles,, their towing and removal was submitted to put towing on a TOWING AND IMP- competittvit basis for the village and surrounding area. O'JNDING VEHICLES Mr. Ron Hendricks, 14320 14th Ave. N. of Plymouth Automotive inquired about the rates and charges as stipulated in Section 8.06. He feels the night rates should be more than day rates at it usually means getting a driver out of bed and if the car owner to v present they 1,•u... r e are unable to collect the fee. He asked what protection they have in such cases. Chief Hawkinson and Attotney Lefler felt these points should be considered. It was stated that there is a possibility that SCHEDULE services of a traffic engineer may have to be obtained in this connection. - r MOTION was made by Councilman Hints. second by Councilman Johnson to adopt the time table peps as scheduled by Engineer Hagan before adoption of the Thoroughfare Plan.
