A regular meeting of the Plymouth Village Council was called to order by
Mayor Hilde at 7:30 P.M. on Piay 4, 1970.
PRESENT: Ma!tor Hilde, Councilmen Johnson. Hintz, Kindseth and Spaeth,
Acting Manager Barnes, Attorney Uefler, Engineers Hagen and
B•• 4roo.

MOTION was made by Councilman Spaeth, second by Councilman Johnson to RE. MINUTES OF
approve_ the minutes of April 20, J.970 with the following amendments: APRIL ?0, 1971
Page 3, 2nd paragraph, 5th line: After 9-1 add "contingent upon a
signed contract that he will convey 40 acres or less of
park land directly north of the Cavanaugh Addition."
3rd paragraph: Add the balance of the paragraph above to
the 5th line which wv!ll read "only on the westerly 230' of
Lots 5 and 6, Block 1, etc.".
Page 4, Sth paragraph: Delete words "rezoning request and" in second
line.

Mayor Hilde said 11nrl.yn Larson, Village Manager of New Hope, sent a RE: GUIDE PLAN
letter to the Metropolt(can Council fir a hearing on the Plymouth
uide Plan. Mayo. Hilcle said Plymouth should he represented at the
henrtng when it is scheduled. He asked that Engineer Hagen, Planner
Howard Dahlgren and one or two council members he to attendance.

Engineer Hagen said the re +.ontng request by Premium Service Corp.
for I-1 from R-0 on property for read and streets to serve Mat,aroth
Industries was not resolved by the Planning Commission due to the
proposed Hennepi-n County Highway Department's realignment of County
Rondo /15 and #61.
Messrs. Richard Cox and Rey Kirkman of MIP discussed the proposed
roadway and added that they need a location to store exceastve fill
for which an Excavation Permit has been applied for. However, they

Mrs. Elaine Clem presented a petition signed by several hundred reai-
dents asking the Council to investigate the possibility of establish-
ing safe walkways adjacent to County Road 06 and hiRh*-ay 0101. Pavor

Engineer Hagen was directed by Mayor Hilde zo check with Larry Teberg RE: AGRF!lt1ENT ON
concerning the agreement made with the developer with respect to the DEVELOPM'T
pile of dirt still ressi.ning behind the 4 Seasons area.
Councilman Kiadueth reported that the person holding the„village hall
property purchase option which expired April 3n, 1970 requested an
extension of time. He offered the Village the use of a home to the
east of the village prop-rty if we find we need more 6vace. Council
discussed drawing up a now option agreemettc and what should be stated
therein.
NOTION was made by Councilman Johnson, second by Councilman Spaeth to

Thoroughfare Plan in accordance with his report dated May 4. 1970 on
file iu the VillaSe Clerk's office. He revievrd the road claseifi-
cations and the seven problem areas as defined in this reporr.
Councilman Rindseth and the Engineer d1scueeed with the Council what
maps will have to bf prepared add the amount. of time that will be in-
volved to prepare the plan for presentation at a public hearing to
adopt the Thoroughfare Plan and before which., a f•ofnt review will he
held Citi the Planning Commission., Engineer Ragan felt it will take
a total of S months before a public hearing can be scheduled.
r. Richard Cox of MIP asked what they could do to help ;shorten the

Road 015 and Intarstate 0494 the area should be rezoned first to make
