Principal speaker will be Mr. John T. ;?polittle, Executive Director of the Metropolitan Transit Commission whose subject will pertain to bus service for the suburban areas. Mayor Hilds urged those that are in- terested in this subject to attend this meeting. RE: SUI JItRO GREER UP WEEK ' Mr. Tom Cougherty, representing Kenneth Schlobe, who submitted a rescuing request covering his property at the Southwest corner of Highvay 1101 and County Road 16, told Council he had noth!ng to add to the report that was given to the Council for their review. Councilman Kindseth did not reP ceive a copy of this report. Mayor Mild@ asked Mr. Stenquist, also rep- resenting Mr. Sehisbe, to review their regimst and the site plan maps for the benefit of the citizens. Goodwin, 1430 Ranier Lara, representing a group of residents who live in the immediate area of this proposed development, spoke and said they do not concur with the petitioner's statements that this development will fit in with thi commercially developed Ltarsection. They do not tool that the school and church at this location constitute a commercial area. Further, that their statement that the State Highway Department plane to upgrade Highway 1101 is not true as they checked it out and found that the Highway Dept. does not have any record of such plans at prisent. They, therefore. still feel the project is too large fer the roads there and the plan does not appear to look any different from their previous presentation. The views of the citiasne remain the maws and it is hoped that the Council's view are likewise. youncilman Johnson said his thoughts on this request are that it will he the general policy of the Council that commercial developments will he encouraged and extended full eooperatieii. However. the welfare of the general public and the intent of the comprehensive plan for the develop- ment of our village will be of primary importance. RAMMAN TO MAKE A FACTORY INSPECTION OF PREFAB HOMES AT A MINIMUM FEE OF $200 BASED ON NOT MORE THAN A 400 MILE ROUND TRIP AND MAKE A REPORT TO COUNCIL ON THIS SUBJECT TOGETHER WITH AN OPINION ON HOW OFTEN REQUESTS FOR PREFAB HOMES MAY ARISE AND ANY INCREASED ACTIVITY OF SUCH REQUESTS. Motion carried 5 aye roll call vote. Fiscal Consultant, Jim Olsen, presented a financial report Lovering the Central Improveawnt Area project. The $614,625 figure given in his November 1969 report was revised to $490,000 and he said this figure was based on a $8.50/ft assessment charge. Acting Manager da'.ntss gave a report on the bonded debt of $11,298,000 end other items lifted It his April 3, 1970 report which included all projects scheduled for 1970. He also submitted a financial comparison study for Council review. Attorney Lefler told the Council that there is a possibility that the Metropolitan Sewer f'dard would undertake the bonding for the Force Main connection which would be of advantage as far as interest rates and maturity are eonciarnied and that New Hope and Golden Valley would be more receptive to boing assessed by the Metropolitan Sewer Board for their share of this project. Attorney Lefler also suggested that a meeting be arrangiod for within the next week with the Metropolitan Sewer Board on thLs subject in order to make a decision ot whether or not the proposed '5ond sale should be held on April 28th. The Council agreed to have Mayor Hilde arrange such a meeting. Engineer Hagen displayed a color -coded map showing the platted and unplatted areas of the Central Improvement plan which indicated the proposod improvement routes. The total 252 down payment expect•a amounts to about $265,597 with the balance from industrial developers to be paid over 10 years and multiple complex developers over a 5 year period. Total estimeted project cost is about $1,851,000. if the area was all platter' the total cost would be about $1,400,000. RES. N0. 70-124 REFAB HOME REPORT RE: F INANC IAL REPORT, CENTRAL IMPROVEMENT PROJ. Engineer Hagen acid the Belgards developers are urging th..:t a decision be made. Cotvecil.mrn Spaeth mentioned that no building permits have been requested. lir. Ray Harris, developer of West Bank Industrial Park, was asked to expre.s his contents and willingness to pay the 152 down payment. He commented on !:l:e overall competitive situation of Plymouth;.md other communitie3 as to economic development, tax base and coemaerce. He felt there should be it revenue sharing plan. He said he has been asked by several firms A%) are interested in locating in his davalopment about the utilities. Inasmuch to they have an extensive cash investment in their property the 252 down payment will create a hardship for them. It is their intent to develop their property due to the cash investment in this property, Attorney Lefler was asked by Council if an agreement could be made with Mr. Harris to the effect that they could make the dr,wn area is platted, He said it -vuld be done. To summarize the discussion Mayor Hilde said the Council has certainly evidenced through their past actO.ona that they have been encouraging developers to develop In Plymouth. Ii Harris, Belgarde and Circle Star would indicate a will - Ing -.-res to plat more of their land and agree on what those parts will be beforu the imiptovements are ordered that concern would be taken care of. Also, the sinond major concern is bonding and how much more this should be. After itme discussion it was agreed that no action will be taken until April 20th.
