Councilman Johnson said he would tike to receive a report from the
Engineer advising what areas they are going to be moving into. It
had been previously mentioned that there is a 4 ton limit on trucks
travelling on Highway 0101 and the trucks that will carry this 1111
weigh 3 tons when empty, se they will not be allowed on Highway 0101.
Counellman Hintz asked the anglneer how he will go into the areas
adjacent to Highway #1.01 in view o.f this restriction. Engineer Hagen

Mayor llilde said he, as a representative of the Council and citizens
of Plymnuth, was happy to listen to rlr. Ruff and he appreciated the
clarity in which he matte his presentation. The mud situation has been
previously discussed he said and added that there were few, if any.

as the Southwest !Improvement Program and installed in such a short
time. We tried to limit the bad conditions that ta.uch pro ,pets bring
about and also tried to save money. As f6i, as communications are

amount of work to do. and we do not have extras -personnel to rely on

Navor Ililde read a letter received from Fred Hafner, Chairman of the
Pride Force Lake Improvement Committee, dated December 26, 1969 con-
cerning the clean up program of Medicine. Lake. Engineer Hagen said the
Road Dept. has worked on cleaning up the shoreline without trespassing
ort private property. The Jaycee& an.i Snuwmubi.la Club alio worked on

There was a discussion with Attorney O'Brien on the legality of asking
citizens to clean up junk and litter on their per.annal property. The
Attarney will check into the laws on this subject.

The Village". Engineer Hagen was asked to furnish a schematic by
Narch 30th with codes showing which areas of the village are.covered
by an adopted guide plan, a quide plan yet to be adopted and those for
which there is no guide plan as yet.
Councilman Spaeth urgee Council.to take action on adopting the Sanitary
Land Fill Ordinar..ce so that the '.landowner may proceed to make arrange-,
menta for the facilities he will require to operate the proposed land-
fill site.. Mayor Hilde said the Pride Force was working on key q-uestions
and one was who should be allowed to use it. Thev decided that anyone
in and outside of Plymouth should be allowed to use this facility with
the exception of garbage and rubbish haulers. There was a discussion
with the Attorney on the ordinance ins ,to it's provisions, amend rients and
t! }:ether or not the 1pndowr<er should be allowed to conduct rummaging and
acavenFing. It was felt that the latter may incur uncovered areas of,
the sanitary land fill site.
Acting Manager Barnes reported on the !~Baste Disposal, Meeting that tee and
Fire'Chtef Bauer attended on February 26, 197n in St. Paul. He nlso
reported that a FAre Burning Permit was obtained from the (Minnesota
Pollution. Control Agency for a contractor. You may apply for such per-
mits in the future from Mr. Wlik of the FCA.

Councilman Hintl: said on March 19th he met Mr. rrelsoaa's partner of
the Nelson Land b Realty Co. in the village hall. They discussed
Council's denial of the requested Conditional Use Permit covering
two signs they wish to erect. One sign top be placed at the inter-
section of County Road 010 at Zachary Lane and the of=er at County
Road #9 and Zachary Lane. He asked that their request be placed on
the agenda slain and also said that they had obtained permission from
the property owners to past these %ilgns on their land. Mr. Nelson
appeared before Council and said that thee still wf.sh to place one
sign at County Road 010 and Zachary Lane, but decidee to pl, ce the
