MINUTES OF A SPECIAL COUNCIL MEETING
PLYMOUTH, MINNESOTA
JANUARY 269 1970
A special meeting of the Plymouth Village Council was called to girder
by Mayor Hilde at 7:50 P.M. on January 26, 1970.
PRESENT: Mayor Hilde, Councilmen Spaeth, Kindseth, Hintz and Johnson,
Village Clerk Barnes, Engineers Hagen and Bonestroo, Attorney
Lefler.

Engineer Hagen gave a report on the p`,esent

drums on our park property on Medicine Lake are overflowing and there
is an accumulation also at the fire station. There was a discussion
on whether or not we should make this a Public Works responsibility
And where disposition of such material shall be made.
MOTION was made by Councilman Hintz, second by Councilman Spaeth, to
direct the Village Engineer to investigate the feasibility of con-
tractual disposal service vs. doing it ourselves and what the econo-
mics would be. Motion passed by a five aye vote.
The Council discussed the capability of the various disposal firms to
pick up all rubbish from homes in Plymouth se the no burning 'law can
go into effect.
RE: GARBAGE
SERVICE
MOTION was made by Councilman Spaeth, second by Councilman Johnson, RN PRIDE FORCE
that Mayor Ililde contact the Pride Force junk & Litter Commtttee and STITUY
ask that thev review the report and make t'ecommendatiors to the Cauncil
for study and then give to the Attorney for approval of the PCA. Mo-
tion pissed by a five aye vote.
Mayor Ililde said the people are concerned because the prupt.•sed sani-
tary land fill area is not too large and they ask if we are going to
allow people outside of Plymouth to use this facility and maybe the
use of this area will have to be restricted, The subject was dis-
cussed, Mayor Ililde sail the Metro Council made a study in the fill
of 1968 noncerning solid waste disposa.i sites. He iA of the opinion
that site selections present a problem for them. It is our Intent
that we will not accept the location of such A site in Plymouth. It
was suggested that n card system be instituted for citizens to use
the sanitary land fill facility. It was questioned if we should
allow the garbage and rubbish haulerA to use, the facility fur junk
and refuse after a no burning law noun into effect. Councilman Itintz
said some communities require their citizens to separate their refuse
and garbage for the hauler's benefit nad hotter control,

The Pride Force will be asked to study this subject too. Councilman
Hintz said the Public Works Department should be taking care of snow
removal at the fire station and removal of garbage and refuse from
the parks. He doesn't feel they have Neen doing a satisfactory job
In this respect, especially since the scow is a foot high in front
of the fire station door. Mayor Hilde sa.!.d the Public Works Depart-
ment is responsible for public grounds, buildings on village property
and the walks around them. He said they should keep the walks swept,
facilities inside kept neat and clean and an orderly appearance main-
tained. It was concluded that inside work sh-iuld be delegated to a
janitor and outside to the Public Works Depart-nent outside of sweeping
the walks Help at the fire station is on a vt,luntary basis and a
moral problem has occured. They do not feel it their responsibility
to maintain the station.

RE: MAINTENANCE

FACILITIES
Mayor Hilde asked Engineer Hagen to organize the situation to get the
required work done. Councilman Kindseth said he should not be respon-
sible for work inside the village hall. Councilman Hintz asked about
maintenance of future building sites. It was thought we will have to
go to full time janitorial services. Engineer Hagen was asked to re-
port becl- to the Council with some ideas on how the above situation can
be effec: Pely handled.
Attorney Lefler submitted copies of necessary ordinance amendments to RE: ORDINANCE
cover the change to Type B form of government. Mr. Lefler requested AMEARIMENTS
that said amendments be considered on February 2, 1970.

ernment, He read the state statutes on thia. Mayor Hilde said that
as we progress, should we find we arc unable to take care of the rates
and sinking funds we can establish a Utility Commission.
Engineer Bonestroo went over his letter of January 19th regarding the
application for federal funds for the force main to Minnenpolis and
clarified the various items in -his letter which is filed with the
Village clerk. He told Council what he is requ-red to furnish for
the grant: as well as a color coded map showing the contributing areas
into the force main. The design changes were explained and the
change tv 30" pipe was made to accomodate New Ilope, Lift Station
capacity has to be increased to warrant operation through the year
1985. He does not expect any problem in getting the grant applied
for.

CONINECT TON'
The Council asked if he considered that Medina and others to the west
may Ask ti hook up to our system someday. Ile said it will be easier
for them to gc north. The Metropolitan Sewer wi:;l finance with bond-
ing then in turn bill us. Now we pay for it will be up to us. Eng-
ineer Bonestroo stated everything is resolved up tv Minneapolis, includ-
ing right-of-ways, outside of the fact that Minneapolis is insipting
that Plymouth pay for a house inapector at the point that Plymouth
connectu 10 Minneapolis on Dupont Avenue to the city limits. Ile has
asked Attorney Lefler to check out the legality of this demand.
There followed a discussion on New Ilore's portion of the cost And ob-
taining i1' from them. Engineer Bonestroo said that one-tl rd of the
federal grant will tie New hope's share. Engineer Aonestroo wap V rested

CONNECTION
Engineer Bonestroo said the force main cost has been decreased from
the original. figure due to the relocation of the c-annection at Kelly
Drive. Maycr Hilda said the Council will keep in close touch with 'f
him on this subject, and that the subject pertaining to the require-
ment of an inspector should be pursued further, possibly by discussions
with the Minneapolis Council. Council agreed that it in their desire
to get addit-tonal information end recommendations from Engineer Bone-
stroo for a meeting to plan future strategy on hoer to proceed. Eng-
ineer Bonestroo was asked to relay to the Minneapolis Council our
strong reaction opposing the requirement of a supervisor. Engineer
Bonestroo said he will wait for Attorney Lefler's opinion om this.
Time to let bids for the force main was discussed. Engineer Bonestroo
will try to have it prepared for action at the February 2nd meeting.
Council reviewed Phe Project List submitted by Engineer Hagen, who
said he will submit a more detailed report later. A review of the
pending projects was made and Engineer Hagen brought Council up to
date on the progress of these projeco.
A review was made for the priorities of the propwied projects for
1970. Those selected for first priority are:
Minneapolis Sanitary Sewer Connection
Sanitary Sewer Pump Station
Northeast Interceptor - Sanitary Sewer
26th to 36th Water Main
Pumas and rump House for Well #2
Sanitary Sewrr for Mission Farm
Street Surfacing in the Southwest Area
Cottonwood Lane Water Main Extension

Paving of 36th Avenue 6 Pilgrim Lane to Zachary Lane and State Aid
Neignations.
Council next took up the remaining projects. Councilman Ktndseth did
not agree with the other four council members on schedu?.ing the improve-
ments for the Central Area for the reason of the magaitude of the pro-
ject and it's not being designed, no derision resolved yet on the
assessment policy, adoption of a thoroughfare plan to be resolved And
whether or not the 25E requirement will be abated. The following
projects were checked sa probable imp-ovements in 1970t
Central Area Sewer, Water & Streets
26th to 28 Avenue & Goldie Avenue Sewer
Central Storm Sewer
Sanitary Sewer East & North of Parker's Lake
There was a discussion on the Central Storm Seder because Engineer Hagen
felt it a waste of money if the streets rind to be torn up again at a
later date.
No decision was mane on Well No. 3. Engineer Hoeestroo said there will
be a need for tt as the Imperial !tills System is not dependable, but
it is a standby. Ile was asked to give n run down on the recent break-
down of this system. In the billing for reimbursement by the contractor
to the Pillage it was pointed out that reimbursement for the pump itself
was omitted. Mayer 11tlde felt this should by paid for too. There was

properly. Councilkian Hintz mentioned that the system was purchased
without inspection and water was furnished outside of the area It
originally served. Engineer Hagen w2s directed to keep a regular
Inspection check on this system and avoid another occurence of this
nature. Councilman Johnson said Engineer Bonestroo should proceed
to get restitution from the contractor and include the cost of the
pump. Council agreed.
Discussion on sanitary sewer and water for Hughes and Greentree REt RUGJES AND
Additions took place. Council was reminded Lhat, if this improve- GREENTRI?F ADDNe

eluded in the Southwest program for this reason. Cost for the
lift station will have to be assessed against the developere. Council-
man Hintz feels that it is Council's responsibility to avoid the
Installation of septic tanks here. After discussion it was decided
that thio improvement call be taken up when request is made for final
plat plan approval. Councilman Kindseth said he hopes that the
assessment policy gill be established by that time.

until a later date..
A petition was received from citizens requesting sanitary sewer for RE: PARKER'S LAKE
the area cast and north of Parker's Lake at the time the store sewer SEWER

call vote.
Regarding the improvements for 34th Avenue at kentum Lane, Mayor RE: 34TII AT

request utilities for their development to be assitesed over a five

cousideration can be given to installing improvements in the Cavanaugh
Addition at the same time.

ING MAYOR. Motion passed by a four aye vote, Councilman Johnson
abstainood.
MOTION was made by Councilman 11intz, second by Councilman Johnson,
to adjourn, motion carried bat a five aye vote.
The meting was reopened to take up tLe following items.
Engineer Ragen said he was in touch with qtr. Savage of the Interna-
tional Union of Operating Engineers Local 49 and the Public Works
Light Equipment Operators were granted a 351: per hour increase.
Council was furnished a copy of the salary rate report that. was es-
tablished for Muintenance #1 and Maintenance #2 personnel. Th.t
rates and benefits were discussed as compared to ot!: i communities.

SALARY SCREDULE
At the Thursday evening meeting (1/29/70) there will be a discussion RE% ACTING MA
on whether nr not to appoint an Interim Acting Mannger.
Councilman Johnson brought up the subject of filll.np Planning Comm-
ission vacancies. Re observed that the Planning Commission WAS
going to review applicants. Councilman Jo'linsan was asked to advise
them that the actual appointments will be made by Council, and that
we appreciate their desire to get good members but the Council must
carry out their responsibility.
The Council receives frequent applications from citizens who
wish to be appointed te% Commissions. Therefore, the Council aon-
eludes it should not palace an unnacessa•y responsibility on the
Planning Commission and create work for them when the Council
should do the job themuel.ves. Councilman Kindseth said they
should not be Civen any political Assignment of any kipd because
they are a non-p(%lttica 1 hody. Tire Council further feels that
appointments of this nature site ,old be made in such a way that
the influence of the voter is felt in the most direct manner and
the voters are best represented in this niAnner when the Council,
whom they elected, make the appointments.

MOTION was made'by Councilman Hintzv Oecond by Councilman Kindseth, RE: PIANNING
directing Councilman Johnson to notify the Planning Commission of Come. VACANCIES
the above Council's position. Motion carried by a five aye vote.
Councilman Kindseth suggested that another member be added to the
Planning Commission as quickly :as possible. This will be taken up
at the February 2nd eieetinge
Councilman Mintz asked that Ron Prekker's position on the Planning
Commission be clarified. After a discussion on his appointment and
term of office a motion vas made.
MOTION was made by Councilman Johnson, second by Councilman Hintz,
adopting RESOLUTION NO* 70-43, A RESOLLTTIt.N APPROVING THE PRESENT
ROSTER OF THE FLANNNING COMMISSION MBERS DATED J.INUARY 1470 AS
ACCURATE AND CORRECT. Motion passed by a five aye roll call vote.
Councilman Kindseth advised the Council that a meeting will be held
January 23, 1970 at 6:30 P.M. with the Planning Commission to con-
sider the final draft of the thoroughfare plan before it goes to
print in three colors.
