A regular meeting of the Plymouth Village Council was called to order
by Mayor Hilde at 7:30 P.M. on Jaruary 196 1970.
PRESENT: Mayor Hilde, Councilmer. Spaeth, 11intz, Johnson and Virdseth,
Engineers liagen and Bonestroo, Attorney Lefler and Village
Clerk Barnes.

Mr. Jim Bias, 131?5 b 346 Avenue 'N'orth, asked how soon they would:

and no time linilt is set' for mater. Ile asked why the pipes have to
be laid on the other sLi.e of the road. Engineer Bonestroo :said when
pipes are laid they have to be standardized for all improvements,
utilities, repairs, etc. Mr. Eies questioned putting in gas, too, and
Mayor Hilde told him to talk to Councilman Hintz, who may Rive him some
assistance in this regard.
Loren Schiebe asked i'c he should submit another petition covering
street blacktopping. Naycr Hilde said anything thby present to

Mrs. Mathew Freund, 13300 34th Avenue North, asked if the street will.
be lowered. Engineer Bunestroo said it will he lewered some. Sher sale,
they do not want to be :left up high. Public hearing closed at 8:40 T .M.
The Counct: decided to postpone decision on this project uatll their
meeting of January 26th, which will give the citizens gime to report
back to the council concerning blacktopping streets.
Engineer Dagen said the concrete curb and gutter installation in the RE: CURB b GUTTER
area of 23rd to 4.8th Avenues of Niagara and Fernbrook lanes will cost 23RD TO 29T11 AVEC
946000.00 or $3.00/front foot.
Public hearing opened at 8:50 P.M.

lations o` November 28, 1969 and December 5, 19.69 by the Highway
Liquor S1 rite, 3435 County Road #18. The first -isolation of November
28th f.oi R liquor violation, selling to a minor, was committed by
clerl: U.1try Jorgenson, 21.07 Aldrich Avenue Nax :h, %1.nneapolis.
Officav Fasching and Sergeant Solberg tnvest!.ga -,ed this violation,
w lch lead to a complaint being issued for this offense.
The second violation was reported by Sergeant fi lberg and 1!r_ective
Siml)ndet for the same violation and committed bu stere manager,

too persons plead guilty in Vay,zata Municipal. C', urt and Pere fined
100 each.
Chief Hawkinson personally delivered a letter ta114r. Vern C. Sw;mson,
licensee of the store, on Jankinry 7, 1970 Tasking, that lie appear be-
fore the Council for a heating in the Village 11all on January 19th
regarding suspension or revocation of his off -stile liquor license.

Mr. Swanson had no questions cancerrtng the above violation reports,
Mayor 1111de asked him to make a statement about this case. Mr. Swan-
son said he is president of u paint firm and the:y were looking for a
way to diversify. Their company decided to go Into the off -sale liquor
business on September 1, 1561-4. Wallace Jougqurst was hired as manages.

hired. Evidently they used poor judgment in re,ognizing ages of people,

guilty of the violations. In answer to Council's inquiry, qtr. Swanson

Swanton said he thought they were doing that, e'ipecially after the first

Councilman Johnson said their license should be suspended for ar. certain

each one separately, with the position that is a violation occurs in
the future the penalty will be more severe with, complete license revo-
cation. Council discussed what would be an appropr'.ate period for sus-
pension and which basis to use.

Mr. Swanson said his customers will probably go rslsewhere to make

that it will cause them to go out of business, otherwise we might
as well have revoked, the license.
Enginc,er "agen told the Council that )Ir. Kimman was approached by RF:

to allow scavenger sewer disposal from pumped out cesspools into our
system. Engineer Hagen saie he told them that we are required to get
oeran:,csion from Golden Valley to do this but at present we cannot han-
dle any more because we are having, a capacity problem of our own.

ir. Perry Menton of the `iinner.polis pollution Control Agency and
rank Lamm of the Metro Council appeared before the Council and ex-
plained the reasons for the request by `ftna.etonka; t'il.laF;e to dump
into our sewer system. Mr. Lamm said the acnvengers are willing to
go any distance to communities that will accept this material. They
discussed at length possibilities for handling this request in the
future. Engineer ponestroo said they would have to be as close to r
pumping station as possible and ours are not compntihle. I;e do not
have cleat kind of facility to take it. I'Mrineer Vagen said our Coleen
Vallev contract strictly prohibits .any 9ction wt trout their permission.
The 17th Avenue pumping station pumps 100 gallons per minute. It
used to be 300. Dinposal in the spring will lie multiplied.

cost and items pertaining to policing; and operation. This plan,,, it is

Engineer Bonestroo said the Imperial hills water system failed or.
