A special meeting for a public hearing to review variau properties
within the cont!nes of the Southwest Improvement Project 066PIE in
Tes;,ect to computation of assessment was called to order by Mayor
Hilde at 9:05 AeAe in the Plymouth Village Cauncil chambers.
PRESENT: Mayor Filde, Councilmen Johnson, Kindseth and Hints,
Bob Fri,laard and Jim Olson of Bonestroo b Associates,
Acting Clerk -Administrator Barnes and Village Engineer
Hagen.
ABSENTt Counctlaut Humphrey.
Mayor Hilda explained the purpose of the special meeting as was defined
In the minetes of a special meeting of October 2, 1969 in respect to
assessment on certain properties of Project 0684E, after which a re-
view was made on eati L+arcel of land as per request on file with the
Village Clerk as fol:.owst
1. Petition of land inters abutting County Road 06 as per Exhibit A
on file in the Clerk'u office (Project 168 -IE) requeating.froat footage
assessment, water only, thereby reducing the front footage assessment
from $9.00 to $5.00 per front foot.

A. The road in front of said parcel was not bituminous surfaced
prior to the Southwest Project 068olE and therefore is restored to its
prior condition and that the $19.00 per front foot in the Southwest
Project 0684E includes restoration of property (i.e., sod, gravel,
or bituminous surfacing as the case may be). The village council feels
they are doirt the same for this as they are for others in respect to

8. Furtheo ors, Tho Council foals that Mr. Lindbloom's request
for an assessment on an eq:.tal basis in respect to the assessment pol-
icy of Project #68 -IE would iae a disadvantage to hit, as hic tract

11. Request of Gerald C. DuChaine, !7815-0 10th Avenue North, Platt

discussed at length.

12. 17ad-t request of William Kaiser, 18505 11th Avenue Nnrth, Lot 19 RE: IM. KAISER
Block 6, Hi0ley Hills Addition was introduced. A ftmussion was PETITION
held and it was related that all parcels are assessed for the sertlees
given and not based on the amount of lineal feet of tile or pips laid
in front of said parcel and that therefore they feel it is an ,equit-
able assessment. No actinn was taken.
It was determined to also revive. other requests on various project..
of the October 1, 1969 public hearing.
Mr. Minder Johnson's request was reviewed at length on Project 068-8A
and no action was to be taken. The council felt that said tract was
assessed in conformance with the adopted policy established by the
Council.
Mr. H. G. Winkler's request for review of his assessment on Project
684C was discussed and it was determined that although the village
did not get to his property with water at the time he desired it;, the
water would have been there as thoroughly discussed and determined by
the engineers had Mr. Winkler complied with the following regulations
or requests:
1. That he had not occupied said apartment units before getting an
Occupant? Slip from the Building Department which at the time he did
occupy the buildings he would not have been granted such Occupancy
Slip, as the buildings were not ready to be occupied.
2. In an event, had the buildings boon approved for occupancy, said
owner could have provided water to the units from an adjoining prop-
erty comer, or provided an inexpensive well during the interim at
which time thu village could have p;,,:jviaed water in ample time.
MOTION by Louncilman Johnson, second by Councilman Elinta, to adjourn
at 11:75 A.M. Motion passed by a four aye vote. N
