MINUTES OF A SPECIAL COUNCIL MEETING
PLYMOUTH. MINNESOTA
OCTOBER 69 1969
A special meeting of the Plymouth Village Council was held October 6, 1969
at 7:30 P.M. in the Village Hall and called to order by Mayor Hilde.
PRESENT: Mayor Hilde, Councilmen Hintz, Kindseth, dumphrey and Johnson,

Representatives of Northwestern College contacted Mayor Hilde and asked
If Council would meet with them for a meeting. It is scheduled for
November 12, 1969.
PUBLIC HEARING
Acting Clerk Barnes read the Building Inspactor's memo regarding the
request by Circle Star Development Company to install two signs. Council-

MOTION was made by Councilman Humphrey, second by Councilman Johnson to RES. N0. 65-361

PERMIT FOR CIRCLE STAR DEVELOPMENT COMPANY TO INSTALL TWO 8'x12' SIGPS; CO. - SIGN PERMIT
ONE TO BE PLACED AT THE SOUTHWEST CORNER OF FERNBROOK LANE AND STATE
HIGHWAY 055 AND THE OTHER AT THE SOUTHEAST CORNER OF NIAGARA LANE, AND
STATE HIGHWAY d55. Motion passed 4 aye roll call vote, Councilman
Hints abstained.
Engineer Hagen stated that it is his contention :hat setback waivers
and other types of waivers should be presented to the Planning Comm-
ission or Board of Zoning Appeals for recommendation. He does not feel
that one person should have the authority or Oower to nuike recommenda-
tions covering these requests. The Planning Commission heretofore does
not get information or any notice about these waivers. It has caused
dissention of the Planning Commission members.

1970 BUDGET ADOPTION.
MOTION was made by `.ouncilman Humphrey, second by Counctlman Johnson
to adopt RESOLUTION N0. 69-3639 A RESOLUTION W ADOPT THE BUDGET FOR
THE VILLAGE OF PLYMOUTH FOR 1970 IN THE WMOUNT OF $8999238.00 FOR THE
EBPENDITURES AND $8990238.00 FOR RECEIPTS AS PER OFFICIAL hUDGET

1970 BUDGET
ADOPTED
Mayor Hilda said that Midwest Planning estimated that it will cost be-
tween $5,000 and $6,000 to complete a guide plan study for the whole of
Plymouth. Mayor Hilde would like to sea this done. Councilman Hint:
said he would ltke to see this figure cut down and only cover the
Northeast area now. Mayor Hilda said most of the work will be done in
the Northeast and the cost is not much greater to cover the whole of
Plymouth. Councilman Humphrey suggested that the East Medicine Lake
Guide Plan and County Road 06 And 0101 plan be reviewed by Midwest
Planning, then it would be sure to fit in with the overall plan. Council-
man Kindseth said this would be duplicating the work already done by
Planner Bergly on the East Medicine Lake plan. Councilman Kindseth
suggested that developers be invoiced when they expect assistance by
the village with their plan in other areas. This is done by zither comm-
unities and there is a way to allocate the expense.

The budget for Professional Services and Contractual Expenses was resolved
as shown in the 1970 Budget on file in the Clerk's office.
Council read a report given by Mr, Teberg regarding Expenditures of
Road and Street Funds and requirements of additional furls. There
followed a discussion on the amount of funds requested. It was deter-
mined that in the future a forecast of maintenance work should be
submitted and the Council take more careful review of its implications
as to budgeting. It was suggested that Engineer Hagen review with
Mr. Teberg the program he had suggested and outlined in his letter,
and come back to the Council with his report and analysis of the
proposed request. It was also suggested that in the future it be
determined whether some of the work or upgrading could be assessable.
This report to be furnished to the Council within the next 30 days.

Juran & Moody should be advised that when the Sewer Operating Budget is
figured, expense for Mark Hurd should be paid out of the Southwest Sewer
receipts. It was agreed to postpone until 1971 the storm sewer study.
The Park Fund, Pride Force and Capitol Outlay expenditures was discussed.
It was decided to hire a Park Director starch Ist rather titan January let,
and reduce the temporary winter help expense and cut back on the expense
for flooding the skating rink. The total budget as requested for $46,351
subject to the overall reduction of $30n .fade a budget allowance for
46,050 as shown in the 1970 Budget as filed in the Clerk's office.
MOTION was made by Councilman Johnson, second by Cour,,cilman Hintz to
adjourn at 1:00 A.M. Motion passed 5 aye vote.
