PRESENT: Mayor Hilde, Councilmen Hintz, Kindseth and Humphrey, Engineers Hagen, Bonestroo and Olson, Acting Clerk Barnes, Assessor Pulju, Attorney Lefler and Public Works Foreman Perry, Eng. Frtgaard ABSENT: Councilman Johnson, for business rersons. PUBLIC HEARINGS: 7:30 P.M. DELINQUENT WATER CHARGES Public hearing opened, Lo one appeared, hearing closed. NOTION was made by Counciiman Hintz, second by Councilman Hump'tirey RIDELSOLUTION 69-347 to adopt RESOLUTION NO. 69-347, A RESOLUTION CONFIRMING AND ADOPTING LIQUENT WATER THE ASSESSMENT OF $32.17 FOR DELINQUENT WATER CHARGES, INTEREST AT CHARGES THE RATE OF 8% TO BE ADDED TO THE ASSESSMENT ROLL FROM DATE OF SAID ASSESSMENT ADOPTION. IVANHOE WOODS WATER PROJECT #68 -OA 0 7" Engineer Bonestroo reported that this project was originally estimated to cost $7.50/fr, ft. but the actual assessment is $6.00/fr. ft. KILMER LANE STREET PROJECT 68-8A Enginenr Bonestroo .reported this project was originelly estimated to cost $13.50/front foot, but the actual assesne-t is $12.57/fr. f t. Public hearing opened, Mr. Minder Johnson, 3510 Kilmer Lane, said lie had a complaint about Kilmer Lane. He rquested the Engineer make a survey of the increased traffic going though there; the efamage incurred to the concute curb and gutter and blacktop street surface. lie said a bettar job could have been done for $12.57/front foot and doesn't feel the benefit is worth thecost. Also, that traffic to the scnool has been detoured there andtraffic off County Road #18. lie feels the County should pay for some of the road damage. Engineer Bovestroo said the Village has executed a contract with the Hennepin Count; Highway Department to restore all roads and other damages which they incur, which included the concrete curb and gutters. Mr. Johnsoo feels the cautractor poured the zoncrete too soon for the curb and gutters resulting in a poor job. Engineer Bonestroo said the contractor was under bond and doubted if this is true, but will have a-. inspection made. tayor Hilde asked Mr. .iohnson if the roads and curb and gutters are restored will he still feel the assessment is too high and he said yes. lie thinks the Village should assume some of the cost because the school and apartment dwellers are henefitting from the road too. Ile was told th;ls is merely a temporary situation and only involves the first fourlots on Kilmer Lane. lie complained too about children cutting through his property to and from school. They hang avound his equipment and smoke and drink in the area. lie recommended a fence be installed in back of the school to prevent this and force the children to use 34th and 36th Avenue., Councilman Hintz told Mr. Johnson that the Village has no control over school property. public hearing closed. Actual assessment is $25.10/front foot rather than 23.13 as originally estimated. Mr. Bonestroo also pointed out that this road was built to soave p "u., u11" A the business adjacent ant! abutting the road end is considered a village street. Mr. Shinofield said it seems that everyone using this road benefits front it. Hayur llilde said roads are classified as thoroughfares, collector streets and local streets which serve local citizens. At the ,•_,esent time in cases where roads are asked for they are assessed 100` even if it is a thoroughfare, The Village does not have funds to act otherwise, Mr. Daniels of this company questioned the traffic that will result when the new underpass is opened in a month and claims the street wi`1 also lie used by vacationers and others going to ^tedicine lake. Engineer Bonestroo told him that South Shore Drive will be dead -ended on the east and with a cul.-cLh-sac and will only serve local traffic. Counnilman Humphrey told him the reason the road was installed was to serve them and if they were not there no fond would have been necsssary. Public hearing cloyed. The assessment is based on 12" mains at 5.00/fr. ft. Public hearing opened. Mr. H. G. Winkler, 3628 Minnehaha Avenue, spoke for himself and W. "..
