SEPTEMBER 29, 1969
A joint meeting was called on September 29, 1969 ny the Village Council to
review and hake final recommendations of the Midwest Planning Central Study
w1th the Planning Commission, Park Commission and Mr. Howard Dahlgren of
Midwest Planning.
Ale revised :zoned areas of the Central Guide Plan map was pointed out to
Mr. Dahlgren on his wall map. It was decided that medium Density areas be
designated in a legend explain'ng that these areas shall be considered as
R1, R2, & R3, Single Family to Town douse zoning.
It was pointed out to Mr. Dahlgren that the shopping center area at the W
corner of County Road 09 and Interstate 1494 was revised to include Busineea
District B-2 because of it's large size and distance from other shopping
center areas.
The east corner of Highway 061 and Weat Medicine Lake Boulevard area to be
revised from tligh Density ro Medium Density.
The area zoned Light Industrial lying north cf County Road 015 and east of
Xenium Lane be changed to high Density.
The above revisions were adopted by Council at their regular meeting of
June 10, 1969,
The Council and Committees then made a review of Report #3. Land Use and
Transpomti.i Plan.
Page 17, paragraph #5: tlr. Datilgrea feels the development of a retail and
commercial service center should be located somewhere west of the proposed
civic center site cuff of State Highway 055 at some future date when the time
is right.
Mr. Dahlgren advised the Village to keep close contact with the Metropolitan
Transit Agencies as mentioned on Page, 18, Paragraph U6. It was suggested
that Engineer Hagen take note of this fact and watch for the long range plan
for installation of a mass Transit system in relation to Plymouth. Councilman
Humphrey suggested the Planner keep Mayor Hilde posted too on these plans.
Page 22, last sentence of first paragraph: Village 4ngineer llagen was
directed to settle the questicn of road widths and report back to the
Planning Commission so it can be adopted.

Page 23, last sentence of 2nd paragraph: Village Engineer Hagen was directed
to meet with Planner Dahlgren to discuss this study and take the responsibility
to pursue the interchange subject and contact who ever he feels may be of helpinthismatter.
Page 25, paragraph O1: It was unanimously agreed that any further roads
coming directly onto State Highway 055 must be prevented.
Page 37, paragraph 04: It -+as agreed that an up to elate preliminary study
of storm aeuvere should be made now at) when ptatR come in we will he prepared

Page 39, paragraph O1 (a): Havor Hilde asked Mr. Harris what his preference 2440
Is for the Northwest qua:'.rant of #55 and 0494, which is now zoned "Limited
Business" on ti:-? Guide Plad, Hr. Harris said they have in mind an office
building complex with possibly some type of warehouse usage. He mould also
like to see a compatible type of service business allowed adjacent to it
such as a restaurant.
This closed the discussion and review of Book 03 report.
Mr. Harris questioned the legality of the required 102 dedication clause.
Attorney Lefler said before the Legislature made this statutory communities
were doing it anyway and it was successfully won against a developer who had
resisted it. Councilman Humphrey asked when the village gets the 10% dedication
sloes the village maintain i.t. Attorney Lefler said it then becomes public
property and the village must maintain it.
A review and the following r --commendations were made on Report #A, Plan
Effectuation.
A discussion was held regarding Planner Da:ilgren's recommendation to chnnke
the residential dwelling lot requirement of 18.5n0 sq ft. to a m1nimum of
11.000 sq. ft., average of 13.500 sq ft. and maximum overall of 18,500 sq.
ft, with parks included as taken up on page 6, last paragraph. Ile said the
trend is toward smaller lots. After diseutel" the changes of setbacks,
sidelines, park dedications, maintenance of them and public reaction it
was recommended that the wording in thin paragraph be :hangcd from "shall
not be less than two-thirds" to "shall not average less than two-thirds".
Four hands were raised in answer to 'Mayor Hilde's Inquiry as to low many
were in favor of amending the ordinance according to the recommendation
on page 6. It was concluded that whatever the lot size the sidelines and
setbacks would he reduced 2/3 from the present requirement. 2/3 of tl e
present 110' front foot lot would he a minimum lot size of 75' front
and 10' sideline requirement.
Mayor Hilde asked Attorney Lefler to meet with Planner Dahlgren and draw
up a revised otdinance on this subject and submit it to the! Planning
Commission.
Pa,de 2, Single Family Residence Districts: Planner Uahlgren suggests
irneii,ate R-1 zontng to give the citizens the benefit of the positive
zokitag and proof that it is strictly a single family residential area.
Mayor 11!lde asked if the Planner should be directed to prepare a rezoning
recommendation on those areas where studies have been made. for presentation
to the Planning Commission. A majority of hands -ere raised.
Page 56 Industrial Districts: Plancer Dahlgren suggested early zoning to
preven these arena from becoming single family areas. Councilman Humphrey
questioned the 1&easibility of presoning for a developer without site plan
presentation and there followed a discussion on this subject. Mr. Dahlgren
explained the purpose of s guide plan and when zoning should las made on
the various typos of land use.
Mayor llildo asked for expression an the following:
1. How many are i.t favor of a policy for zoning Industrial arras before n
site plan is bubmitted. q in favor, 1 against.
7. How many favor n policy to rezone Commercinl a rear after n site plan in

presented and approved. Unanimous vote.
3. The same question above pertaining to Multiples received a unanimous vote.
4. Now many favor allowing one acre in a Single Family or minor development
area per 100 dwelling units to allow for a corner store or such type of
business. S voted in favor, 4 against. Commissioner Prekker does not
like to see it worded as such as it might encourage something unsuitable
to come in.
Mayor Hilde rephrased the question and asked how many favor amending the
ordinance to allow this with proper conditions and an approved application
foi a Conditional Use Permit. Such amendment to have this specifically
spelled out. 7 voted in favor, 2 against.
Attorney Lefler uas directed to draw up an amendment to this ordinance and
submit it for approval.
Page 7, second paragraph: The word "Council" should be used instead of
Commission". Everyone voted in favor of this section. It was menti?(ted
that the Council should stipulate priorities of the developer's plan.
Mayor 11ilde asked the Attorney to review the Ordinance starting on Page'10
and this same group come back on October 16, 1969 at 7:30 P.M. for anccher
meeting in the Village Hall to further review this report.
