PLYMOUTH, MINNESOTA
August 25. 1969
A , 81-iecial meeting of the Village Council of the Village of Plymouth.
Minnesota was called to order by Mayor 1111de at 7:40 P.M. on August
25. 1969.
Present: Mayor Hilde,, Councilmen Kindseth, Hintz, Humphrey and
Johnson, Attorney Lefler, Engineer Bonestroc and Adminis-
trator Splinter.
Absent: None

MOTION by Councilman Johnson. second by Councilman Hintz. to sorr.-ove RE: MINUTES OF
the minutes of August 4. 1969. Motion passed by a five aye vot:, 8/4/69
PUBLIC HiARING
Administrator Splinter explained the proposed street improvement RE: PRiELIMINAR'Y
program for Niagara, Vicksburg and Fernbrook Lanes south of State R.?T. FOR CENTIM

quarter (%f Plymouth. in accordance with Engineer Bonestroo's re-
v;.sed preliminary report of August 13, 1969. The Engineer di.scunmed
his report further and pointed out the areas in question on :he village
stair.
The public: hearing opened at 8t10 P.M.
Mr. Philip Gainsley of the Astro -Tech Company asked ahnut the time
schedule Aac road dusting and surfacing of Vicksburg Lane., Engineer
Aonestro%j said the base will be put in this year and the final nine
ton surfaclnv next spring.
Mr. Jim Parker end Kea Weestrand inquired about the proposed road
width, curb and 3utt•er and cost. A petition was submitted to the
Council from the firms involved in the road improvemen•: of VicksM
burg and Niagara ,banes. Engineer Bonestroo stated tht, village has
considered moving Vicksburg sixty feet to the west. Ar. Parker said
they would be ir. favor of thin change. It would savii trees on their
property. They are hoping to start development thin; fall and time
is running short,. Mayor Hilde said the Village has overfilled their
capacity to take on any more improvements this year. A priority re-
view will be madit of the 1969 improvement schedule..
Mr. Eugune Ritttir, 12710 27th Avenue North, was concerned about the
water proposal t.n Creekwood Heights Second Addition. Their sewer in-
stallation is o ply two yuars old and unusable. He inquired if our
water source is adequate. The Enginet.r said the village iA in the
water business since we purchased the Minneapolis Industrial park
System and will build Well A2 soon. Mr. Ritter would rather wait
for water when it in proposed for all of Creekwood Heights.

is also opposed to tearing up the streets again. He feelN the Improve-
ment should be delayed. Interest rates are sky high and he also noti-
ced there is no loop service to the area in the event: of trouble in
the fide. As it is they will be "out" and the Engineer agreed. Ile
wants the improvement delayed until :.t is propared for all of Creek-
wood 14igits with permanent strest installation,. Ile submitted a memo
to the (rincil of his commt-nts in opposition to water on Pineview.
Mr. Rsy Harris, 812 Builders Exchange, petitionitr for West Bank Ind-
ustrial Park, inquired about curb and gutter, road assessment, ser-
vice road policy, width and timing. They are in favor of the improve-
ment and will pay the same assessment.
Mr. Max Smith, 14912 County Road #6, asked if they sire Included in
this plan. They are not. He was told that a legal notice rias pub-
lished for rater installation on County Road `60 but due to an error
they did no._ send a personal legal notice to sore residents on County
Road X16. W. -;ter is now avat lable to them for hank -up.
Mr. Mark Moen, 2715 Fernbrook Lane said 27ti, Avenue heading west on
the plart. loa'ks like it is going through, his garage. The Engineer
pointed out the direction of the stree-L on the mRp for clb:ification.
Mr. Paul S. John, 15831 Hl:ghwny d55, Playlicuse. Incorporated, inquired
about availaoL lily of sewer and water and from what direction they
wou16 be available. They are presenting a rezoning request to the
Planning C.=Lssion August 27th. They want to proceed with the build -
Ing of a 200 foot square building. Mayor FYilde said an answer will be

the water :line will go up Vicksburg alone side of the road without
tearing up the Weet.

Mr. Gary Ftasund, ':411.9 County Road of , asked what the priority is for
27th Avenue,, 'They r company must have it in by Aursust 25th, 1970. Ile
was told thi,t Circlb Star Boulevard has a third rate priority and 21st
Avenue is hot part of the proposed project. Sanitary sewer must come
from the south intert.-2ptor at Parker's Lake and there is no need at

critical. Mayor Hilde stated that s fiscal revue will be necessary
for availability of funds.

Mr. Brt,dford Lemberg explained his report concerning Municipal State
Aid covered in a letter from Engineer Bonestroo of August 18, 1969
with a Street Report and Major Thoroughfare Plan for Plymouth. He
said allotments are based partially on the mileage of designated
MSA streets of which there are now eighteen wiles so designated and
approximately twenty two :diles allowable. Mr. Lemberg further urged
the Council to take action on *he needs o these streets and adopt
a comprehensive major thoroughfare plan to avoid loss of eligible
allotments.

Administrator Splinter reported on n plan to remodel the I.resent RE: VILLAGE HALL
Village hall site and buildinC a r,ew Pu alic Works site. A rough Rn. IoDELING

and garaga, :he floors will have to be levelleei. ceilings adjusted
and air conditioning instalLat to cost approximately $1?,flt1O to
18,000. The largest portion to be open space For deakP, four pri-
vate offices and a machine room. Courcil meetings a e to he held
elan0tere. Councilman Kindseth was opposed to this suggestion.
The annual aOdition to next year's budget of $10.460 will he rppeoxi-
mately $20,000 0ich will make the total budget Figure approximately
32,400 to cover the remodeling program. Administrator Splinter feels
the Council should concentrate on selling the present village hall

Councilman Kiadseth introduced a report on a future maintenance rite. Ike RE! PUBLIC WORKS
checked into the one at Cottage Grove which includes the Water Dept., MAINTENANCE SITE
Sever Dept., Public 'corks Dept and Public Wozks Supt.'s office. To build
a similar tsilding of 16" concrete blocko with 14' doors, machine shop,
hoist, bins, etc. would come to roughly $101,000. A building of ill mod-
ules with out concrete floors except tk a office and that part to be heated
would cost toughly $65,000. An office building with the necessary number of
metal modules and built so as to allow,for additional Butler moduLes as
needed would cost somewhere between $65,000 and $101,000. Councilmen Kind-
seth and Johnsoc will draw up a maintenance site plan for garage and offtre
with future elaboration for presentation at a special meeting to be held
Sept. 18, 1969 at 8:00 P.M.

give support to the General Hospital Bond Issue election on Sept. 9th
and urge the citizens of Plymouth to vote for this issue. Councilmen
Johnsen and Humphrey voted aye, Councilmen Kindseth, Hintz and Mayor
Hilde abstained. Motion passed.
Council agreed with Mayor Hilde's memo concerning his recornendation
for a Type B form of government for Plymouth. There Was a discussion
about the election date for it to be presented to the voters.
